Introduction. The agrarian sector of most countries is developing with large state support. Its directions are different and depend on the priorities of intergovernmental policies, such as the Common Agricultural Policy of the EU and strategic goals that are in line with national interests. At the 72nd session of the UN General Assembly, a Resolution United Nations Decade of Family Farming (2019–2028) is approved. The importance of farming problems on the international level aims to provide the basis for promoting a more effective state policy in the field of family farming and contributing to the achievement of food security as the part of sustainable development goals. Methods. The monographic method (the analysis of Ukrainian scientific researches concerning the issues of increasing the efficiency of sales of agricultural products), scientific knowledge and logical generalization (as regards the harmonization of farmers' production capacities and the needs of budgetary organisations in agricultural products), expert assessments (to justify the mechanism of attracting farmers to public procurement systems), abstract and logical (theoretical generalizations and formulation of conclusions) are used in the process of research. Results. The direction of state support of farming through the improvement of the regulatory mechanism for the represent of farms agricultural products to the public procurement market is substantiated. The need of budget organisations in agricultural production is assessed, the mechanism of facilitating access of farmers to the system of public procurement is proposed. The potential opportunities of the united territorial communities in promoting the sale of farm products are substantiated. They are outlined the directions of application of non-price criteria for public procurements of food. It is proposed to establish preferences for farm products in trade networks (supermarkets). Discussion. Proposals on the organizational and economic mechanism of marketing of farm products through the public procurement market will contribute to the formation of additional stable channels for agricultural products sale. Centralized purchasing of food products for budget organizations will be a significant factor in the development of farming, as well as the direction of providing the population with quality accessible food products. AbstractGovernment purchases represent an important part of the world economy. Selling to the public sector is a key business activity for certain industries or service providers. The public procurement segment’s attractiveness is also underlined by the security of payment and large extent of supplies. With globalisation as a worldwide phenomenon, businesses do not have to rely only on domestic institutions; they can enter international B2G markets as well. However, the ability of private companies to do business with foreign governments is limited by various national legislations as governments settle the procurement regulation with respect to their national interests. In the following overview article, the authors analyse the two main and typical procurement types – traditional procurement and public-private partnership – with regard to recent development trends, international regulatory framework, opportunities and barriers to entry for European businesses. The main goal of the paper is to define, based on this analysis, the main differences and possible synergies of the traditional procurement and public-private partnership while focusing on cross-border contracts. This paper can be regarded as useful for business, academia as well as the public sector.

Objective: To assess the food profile in the public procurement within rural family farming for the acquisition of family farm foods for the National School Feeding Program in the cities of São Paulo state, Brazil. Methods: A total of 122 public procurement within rural family farming published electronically by 99 cities from January to September of 2013 were analyzed. The foods were classified in the following groups: grains; roots and tubers; legumes; meat; fish; vegetables; fruits; processed foods; ingredients; and milk. The cities were grouped into quartiles according to the number of elementary school students. The foods listed in the public procurement within rural family farming were then assessed according to city size. The Kruskal-Wallis test verified the difference between the number of foods in each group and in each quartile (p<0.05). Results: Of all the foods, the most common groups in the public procurement within rural family farming were the vegetable and fruit groups, representing 50 and 31%, respectively. The number of foods in the groups of grains, legumes, and milk in the public procurement within rural family farming increased with the number of students. On the other hand, cities with fewer students acquired more foods from the fruit group, resulting in differences between the quartiles (p<0.05). The group of processed foods was requested by 41% of the cities. Conclusion: Fresh foods were the most common types of foods in the public procurement within rural family farming, demonstrating that the acquisition of family farm products can contribute to school meal quality.

The most important measures stimulating the increase of efficiency and effectiveness of budget expenditures on road construction are the improvement of pricing mechanisms and increasing efficiency of the procedures of government purchases of goods, works and services. The paper includes the analysis of main problems that arise in the process of government purchases and construction pricing with the reference to budget expenditure on road construction. It includes the review and analysis of international experience and possible measures of increasing the efficiency and effectiveness of government purchases and (road) construction pricing in Russia.

Subject. The article deals with the analysis of suppliers in the public procurement system based on reasonable prequalification parameters. Objectives. The aim is to test the hypothesis about strong reputation characteristics of the winners in the public procurement system and develop a methodology for assessing the reputation of suppliers for prequalification purposes. Methods. We employ general scientific principles and methods of research, like abstraction, generalization of approaches used by domestic and foreign authors for prequalification and assessment of reputation of public procurement participants. Results. To test the hypothesis, we calculated four groups of indicators on corporate, financial, market, and social components of reputation. The methodology was tested on the data obtained from SPARK-Interfax and SPARK-Marketing information resources. Conclusions. The study revealed that not all reputational characteristics of public procurement winners can be regarded as high level. In terms of the corporate component, it is the low level of share capital, indicating the mistrust on the part of owners and their reluctance to invest in the business, and the low percentage of non-current assets. In terms of the market component, it is a low sales growth rate, as well as low return on sales. As to the financial component, it is a low capitalization of winners, low share of long-term debt capital and low credit limit. With respect to the social component, it is a below-average tax burden.

Aim: In the practice of awarding public contracts, sometimes the behavior of market actors, instead of competing with other entities, are aimed at illegal cooperation, including bid rigging. The above shows that healthy competition is not possible without efficient market control. In public procurement market this control is, primarily, carried out by public procurement entities: the President of the Public Procurement Office (Prezes UZP) and the National Appeal Chamber (KIO), and furthermore by President od the Office of Competition (Prezes UOKiK) and Consumer Protection and the Court od Competition and Consumer Protection. and Consumer Protection (SOKiK). The interesting issue is how the activities of the President of Office of Competition and Consumer Protection targeted  to contend with bid rigging affects on the activities of President of the Public Procurement Office (Prezes UZP) or the National Appeal Chamber (KIO). Design / Research methods: analysis and comparison decisions/ judgment issued by the President of the Public Procurement Office, National Appeal Chamber, the President of  the Office of Competition and Consumer Protection and the Court of Competition and Consumer Protection. Conclusions: The analysis has shown that the existence of specificities in the activities of the decision-making bodies and the judgments examined. However, in keeping with the specificity of the forms and objectives of control, these entities should cooperate, to a greater extent than before. Expanding the scope of cooperation would make it possible to better contend with bid rigging without changing the competition protection model. The introduction of institutionalized instruments for cooperation between the authorities seems to be valuable in terms of system solutions. Value of the article: The main value of the article is the comparison of selectively selected decisions and judgments representative of the problem under consideration and their comparative analysis in order to achieve the research objectives. The article deals with issues relevant to both public procurement practitioners and the state bodies dealing with procurement matters.

The article uses methods of statistical analysis, deduction and analogy to consider programs at the Federal, regional and economic levels, which provide for measures aimed at improving the technical equipment of agricultural producers. Particular attention is paid to the acquisition of energy-saving, high-performance agricultural machinery and equipment used in the production and processing of agricultural products. An assessment of the effectiveness of state support for updating the material and technical base of agriculture is given. Based on the results of the study, conclusions and recommendations were formulated.
