The article discusses the main directions and mechanisms of development of innovative activity of enterprises in efficient development of subjects of economic activities, development of the regional economy, solutions to critical social problems facing the state authorities of the constituent entities of the Federation. Highly productive mechanisms for the development of innovative activity of enterprises will not only be an effective tool for ensuring the progressive economic development of regions, but also a means of transferring the country's economy to an innovative type of development.

Ecological and economic indicators are a kind of indicator of the economic state of the regions, the ongoing processes, trends in the regional economy, the quality of life of population and characterize the sustainable development of the regions. These indicators should take into account the regional power structures that make management decisions for regional development. Often, these indicators are formed in isolation from each other, and the analysis of statistical reports does not allow the data to be formed up-to-date. The study identifies the reasons associated with the problems of sustainable development of the region’s economy, and notes the connection of these problems with the quality of life of the population. It is noted that ensuring a high level of economic development in the regions is often at the expense of the state and quality of the environment. It is noted that Russia is following the path of international trends in the development of the regional economy – compliance with the Sustainable Development Goals (SDGs). This is due to the support of the global strategy of economic development within the framework of the “green economy”. The article examines the components of the environmental quality indicators of the Russian regions, and also establishes a correlation between them and the criteria for evaluating the effectiveness of the work of the heads of regions and regional executive authorities, which ultimately reflects the level of development of the region as a whole. In the work, using the National Environmental Rating for 2020 of the subjects of the Russian Federation, leaders and outsiders among the regions of the Russian Federation are identified by the level of their environmental condition. According to the results of the ecological and economic assessment, the authors ranked the complex indicator of the state of environmental indicators in the regions, which include a list of six indicators: the level of emissions of harmful substances, the discharge of polluted wastewater, production and consumption waste, water consumption, energy consumption, and environmental protection costs. The researchers analyzed the positions of the Voronezh Region in terms of the quality of life in the region and finding a position in the environmental rating of the subjects of the Russian Federation. The authors propose a grouping of regions by the value of a complex indicator, study the indicators of the ecological state of the regions, and correlate between sustainable development and the quality of life of the population of the regions

T he global nature of the COVID-19 pandemic outlined new challenges for the economic studies aimed to define the factors measuring the difference in the scope of the coronavirus-induced crisis consequences for the national social economic systems. The purpose of this research is to develop the tools to define the COVID-19 pandemic impact on the social economic development of the Russian regions and the resilience of the regional systems to the pandemic in terms of demographic factors. The methodology of the research includes statistical analysis and econometric modeling. The authors defined the economy resilience to the pandemic and developed a resilience index of the regional economy to the COVID-19 pandemic. The resilience index includes groups of homogeneous indicators characterizing the factors of the regional economic growth. Resilience of the regional economy to the COVID-19 pandemic is measured to reveal a negligible positive impact of the population density on the resilience of the RF regions’ economy to the coronavirus-induced crisis. The regions were clustered by the resilience index of their economies to the COVID-19 pandemic, and the leaders-regions, the regions with a moderate level and outsiders-regions were defined. A higher level of the regional economic development is found not to guarantee a more resilient economy to the COVID-19 pandemic. The obtained scientific results could be used to choose customized tools for the recovery of the regional social economic systems with due regard to the area with the worst dynamics of the indicators. Further scientific research is seen to be in analyzing the spatial non-homogeneity during the pandemic compared with pre-pandemic and post-pandemic periods, as well as in measuring the detrimental effects of the coronavirus and other external shocks on the RF regions’ economies in the context of demographic factors.

The article defines the essence of the concept of “the region’s economic security”. A number of scientific approaches to defining the category of “economic security” in modern economic security are considered. A protective approach to the interpretation of economic security, which considers security as protection from danger, focuses on the perception of security as a form of confrontation with danger. The views of scientists on the factors influencing the state of the region’s economic security are analyzed. The risks of regional economic development, which are divided into exogenous and endogenous, are considered. A variety of threats have been identified that pose a danger to the full life of economic entities at the regional level. Today, one of the main threats to the regions’ economic security is the gap in the levels of socio-economic development of regions: differences in geographical location, natural resources, human resources, structure and specialization of regional economic complexes, features of economic and historical development. The analysis and systematization of scientific approaches to the definition of “economic security of the region”, the main ones are identified, such as: a set of conditions and factors that ensure the sustainability and stability of the region's economy; the ability of the regional economy to function in a mode of self-reproduction; certain economic independence and integration with the state economy; protection from the effects of destabilizing factors. The system of the region’s economic security is highlighted as a set of interrelated organizational and legal measures to reconcile various interests, which ensures the stability, adaptability, self-organization and development of the regional economy in interaction with the external environment of its operation. The main objects and subjects of the region’s economic security system are substantiated. Two strategic goals of achieving a high level of the region’s economic security, which corresponds to the level of European regions, are described.

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.
