The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.

This article is based on a research project that explores the proliferation of information and communication technology (ICT) in public services. Furthermore, the research explores how the enhanced presence of ICT relates to efforts to increas-ingly individualise the service delivery. It can be argued that enhanced individualisation requires increased levels of discretion and flexibility. At the same time, this flexibility needs to be implemented within a standardized framework to ensure due process and to meet demands for efficiency. As local-level work practices in the public services are increasingly being enabled through ICT, the information systems can thus be seen to offer ’standardized flexibility’. Hence, the information systems work as both enablers of flexibility and as controllers of the same. This research explores how this duality manifests empirically at the local-level of the Norwegian employment and welfare services (NAV). It focuses on the in-terface of the information systems and local-level employees. In this article, I portray the role of the information system, Arena, with regard to how the front-line employees structure and organize their work. This portrayal reveals that the information system reflects an ideal world which is out of tune with local working conditions. The employees are thus facing gaps between the ideals of the system and their actual work context. The main purpose of the paper is to illustrate how the employees deal with this gap; I identify three types of responses and strategies. Moreover, I suggest that the relationship between the information systems and different kinds of local responses may be fruitfully analysed by drawing an analogy with choreography and dancing. The second purpose of this article is thus to outline how the metaphor of choreography may provide a suitable theoretical lens for analysing ICT-enabled standardization of work.

Currently, information and communication technology (ICT) has become an important sector for administering education in schools. The use of Information and Communication Technology is one of the determining aspects in competition. The condition of ICT in Vocational High Schools (SMK) in Lubuklinggau City has not fully used ICT-based applications, several schools that already have ICT applications and infrastructure are built themselves and are managed according to local needs both in the administration section and the support units. Meanwhile, on the other hand, there are still aspects of the public that are not yet based on ICTs with inadequate ICT facilities / infrastructure to support the success of organizational goals in the field of education optimally. For this reason, the researcher wants to help the Education Office of the City of Lubuklinggau to plan a technology strategy and information system that can be used as a guide in the ICT strategic plan. This study uses the SWOT / TOWS matrix as one of the methods applied for internal analysis in order to produce strategic planning proposals for ICT development for vocational schools in Lubuklinggau City.

SummaryThis paper reviews the main developments leading to the actual financial and debt crisis. It starts with the expansionary monetary policy experiment in the US in 2002, which led to a bubble in stock markets and real estate markets. When the bubble burst, the latter provoked the subprime crisis. Banks holding subprime assets made substantial losses. Especially investment banks relying on refinancing in the capital market got in trouble. When Lehman Brothers failed the interbank markets collapsed and it was only due to the collective action of central banks and government that the financial system could be stabilized. The government involvement raised the public debt in many countries to unsustainable heights transforming the financial crisis into a public debt crisis. In Europe the weaker Euro member countries, burdened with both high public debt and high foreign debt, experienced steeply rising risk premia. In order to avoid a default of a member country as well as a default of their own banks, the stronger Euro countries made available guaranties, which will, in the longer run, diminish their own credit rating. The paper concludes with the skeptical note, that both the banking crisis and the public debt debt crisis may be with us for a long time to come.

While the movement for independence of India was being led by the political leaders and social reformers, there was emerging another community of leaders—scientists and technologists—whose contributions remained unnoticed and unrecognized for a long time. If the politicians laid the foundation for a democratic India, the scientists created a fertile environment for building a science-based society in the country. Amongst them were those visionaries who also comprehended the links between science, technology, and economic growth. Drawing from the economic growth theories, this paper demonstrates how technological innovations worked as the engine propelling economic growth of cities and nations and addresses four specific questions: What is the basis for economic growth? How can this growth be improved and sustained? How can it be spread across the country? What will be the reaction of the developed countries to such challenges? The author closely studies the case of information and communication technology-based growth of Bangalore and explores the possibilities of its extension to other cities. He attributes Bangalore's economic growth to social, cultural, and infrastructural factors unique to the city. A comparison of Bangalore's growth with a few other locations suggests that it is not possible to blindly replicate the success story of Bangalore in other regions of the country. What has worked for Bangalore may not be relevant for those regions. What is required is a strong base and, for that, the country should start building the infrastructure and educating the labour. For diffusion of growth, the author stresses upon the need for identifying local strengths, encouraging local innovation, intensifying educational programmes, and respecting the sociological systems and local culture. Overall, the author draws the following lessons for India: Population—trained and educated—is an asset. Labour will be an asset only if there is adequate infrastructure for the use of the genetic pool. Energy, communications, and transport systems should be ubiquitous, reliable, and affordable. Setting up of profit-seeking R&D centres and R&T institutions should be encouraged. Market size and competition should be increased. Transaction costs will have to be minimized. Ideas, knowledge, and skills should be allowed to come from anywhere. This improved understanding of the forces driving social development and economic growth offers enticing options for India to pursue.

E-health is a public service consisting of information and communication technology linked to all functional elements that serve the health sector as a knowledge base. Prospective patients must still fill out a registration form to complete the data at the Ngudi Waluyo Clinic, which results in long lines. Furthermore, information about outpatient registration procedures and practicing doctors is difficult to access, and patient medical records are still written in notebooks traditionally. As a result, searching for patient history data will take a long time, and there is no backup of these records, which can cause data loss at any time. This study aims to develop mobile-based e-health to improve clinical services and make it easier for the public to obtain health services. The system was developed using the extreme programming method applied in mobile applications by utilizing PHP as programming language and MySQL as a database and system testing using the ISO 25010 standard. Through e-health, patients can register outpatients anytime and anywhere without queue, improving the quality of service at the Ngudi Waluyo clinic. Based on the testing results on ten respondents, it was found that the developed e-health was feasible to use with a final score of 90.59%.

The development of information and communication technology has not only changed the way people communicate, but also trading methods. The public has begun to get used to making transactions with information technology. This can be seen with the growth of online stores that offer a variety of products. As SMEs, the change in people's paradigm in transactions must be followed by offers or transactions with information technology. This opportunity must be anticipated by the SMEs. Efforts to support the use of the internet as a promotional medium are to use the MSME information system. This MSME information system is designed to promote MSME principals especially those in Bantul district. In order for the use of this MSME information system to work properly, there needs to be training and assistance in using the system. Mentoring activities have been carried out, especially for community groups incorporated in the Bantul district community information group.

Currently, technological development is very much needed as information systems are increasingly stringent and require the readiness of an organization. Government agencies very much manage and serve the community so that the role of government is very influential to serve the community for example for the management of correspondence. The use of the existing mail information system does not meet the standards of technological development, because the existing data processing system is still done manually using Microsoft Word. The problem that is often faced when making a letter by hand is that people who make a letter have to wait a long time, because officers must input data manually. The purpose of this research is to create a system to serve the public in making letters, so that officers can provide services quickly and accurately. The results of this study are the information system that was designed to be able to provide convenience and update the administration of the letter agenda that previously was still using the manual method.
