The necessity of a fundamentally new approach to the formation of a water management system and state regulation of water use has been proved in order to achieve sustainable water use parameters in the agricultural sector of the economy. The principles of integrated water management in irrigated agriculture are defined. It is shown that the formation of the model of integrated management in the water management and reclamation complex requires the introduction of organizational and economic innovations, changes in the institutional environment, transformations in the organizational structure of agricultural enterprises and public authorities. The essence of transformations of the irrigated agriculture management system is disclosed, which involves the transfer of irrigation systems management from state structures to non-governmental organizations. In this case, the transfer of powers and responsibilities from state structures to non-governmental organizations can be carried out with the transition stage of joint management, which is the most rational in the current conditions. Found that the formation of effective management system is impossible without institutionalization of a wide spectrum of forms of partnership relations between different objects of functioning. It is shown that the reforming of irrigation systems management should be carried out on the basis of decentralization with the transfer of water management and water operations to water, this will ensure that water resources and irrigation system infrastructure are managed effectively at the lowest level. The basic directions of improvement of the economic mechanism of development of reclamation are offered.

The use of software agent systems and technologies to simulate water resources management scenarios and improve the engagement of stakeholders in policy making is gaining paramount importance. Such importance originates from two main concerns or change agents. Firstly, the context of water management is becoming highly complicated due to the intensity of connections with other systems, the diversity of stakeholders and the multiplicity (and sometime conflicting) objectives of decision partners. Moreover, the domain used for capitalizing on water management issues is becoming planetary (as it is the case of shared basins) rather than being local (watershed, watercourse, scheme, etc.). As a result, the concern is not limited to the optimization of the utility matrix of stakeholders but additional attention is required to incorporate many emerging issues such as the maintenance of financial sustainability, functional mainstreaming and improving engagement to promote reconciliation and change of water use behaviors. Secondly, the recent technological developments have improved the processing capacity of hardware, software functionalities and the accessibility of telecommunication platforms. Such developments have been reflected in the improvement of the capacities of decision makers to address complex problem domains. Software agents' technologies possess the qualities that make them useful for the provision of decision support in water management domains. As it is the case of irrigated agriculture, software agents' technology can be used for the design of farm surface irrigation systems, the improvement of irrigation systems management and the enhancement of the involvement of farmers in the processes of integrated water management. This paper is concerned with the use of agent based systems to facilitate the engagement of farmers in Al Ahsaa area in the management of water resources. The government of the Kingdom is adopting a demand management approach for the management of irrigation water by discouraging the cultivation of water-consuming crops such as wheat and dates. Improving the ability of farmers to analyze alternative cropping patterns significantly affects their water use behavior.

The functioning of Uzbekistan’s economy is closely linked to the water resources of its huge cross-border rivers: the Amu Darya and the Syr Darya, as well as to the groundwater present within their basins. Both natural lakes and artificial reservoirs (e.g. the Aydar-Arnasay system of lakes, the Kayrakkum Reservoir, the Chardarya Reservoir) are present there, which retain significant amounts of water, and large canals with lengths of up to several hundred kilometres which involve complex hydraulic structures are used for irrigation purposes. All these are components of a water management system which needs optimisation; as much as 80% of agricultural land is irrigated, with 70% of the water being lost due to inefficient irrigation systems. The consequence of this allocation of river flows and the overuse of water in irrigation systems has been the disappearance of the Aral Sea (1960 year – 68,900 km2, 2017 year – 8,600 km2) and the inflow of water into the Sarygamysh Lake as well as the reduction of Uzbekistan’s groundwater resources by about 40%. The intensive development of irrigated agriculture is associated with changes in surface and groundwater quality caused, inter alia, by the increased use of chemicals in agriculture and the discharge of collector-drainage waters into river systems as well as their reuse. The extent of environmental degradation in some areas (especially in the Aral Sea region) is unique on a global scale. The origins of Uzbekistan’s other hydrological tourist attractions are related to attempts to ensure the availability of water for both human consumption and industrial use under conditions of water scarcity in the country’s arid and semi-arid climates. Not just the spectacular watercourses and water bodies present there (e.g. rivers, lakes, canals), but also small water retention facilities and minor infrastructure elements (e.g. wells, springs and retention basins, canals, ditches and flow control structures) are of potential tourist importance.

As water scarcity worsens globally, there is growing interest in finding ways to reduce water consumption, and for reallocating water savings to other uses including environmental restoration. Because irrigated agriculture is responsible for more than 90% of all consumptive water use in water-scarce regions, much attention is being focused on opportunities to save water on irrigated farms. At the same time, many recent journal articles have expressed concern that claims of water-saving potential in irrigation systems lack technical credibility, or are at least exaggerated, due to failures to properly account for key elements of water budgets such as return flows. Critics have also asserted that opportunities for reallocating irrigation savings to other uses are limited because any freed-up water is taken up by other farmers. A comprehensive literature and internet survey was undertaken to identify well-documented studies of water-saving strategies in irrigated agriculture, as well as a review of case studies in which water savings have been successfully transferred to other uses. Our findings suggest that there is in fact considerable potential to reduce consumptive water use in irrigation systems when proper consideration is given to water budget accounting, and those savings can be beneficially reallocated to other purposes.

Purpose Water management is an emerging practice. This paper aims to propose a theoretical model of a corporate water management system (WMS) and empirically explores whether superior water management improves water use performance. Design/methodology/approach Our model of WMS consists of 10 structural elements. We draw on self-discipline theory to predict the results and use archival data from the Carbon Disclosure Project to measure and evaluate the overall quality and effectiveness of the water management of our sample companies. Findings Companies motivated to adopt self-discipline tend to proactively implement high-quality WMSs. However, further analyses suggest that water management without regulatory sanctions appears insufficient for reducing water usage, at least in the short term. Overall, this study reveals a clear and growing tendency for businesses to manage water risks and a corresponding momentum toward more rigid control of water consumption. Research limitations/implications Corporate participation in the Carbon Disclosure Project survey is voluntary. Thus, the data in this paper are subject to self-selection bias, and what the companies claim concerning their behavior may not reflect the reality of their business practices. In addition, the inferences drawn here are based on data from only large firms. Future researchers could investigate whether and how corporate WMS continued to develop or decline in recent years, and how such practices integrate with other aspects of management (including carbon and energy). Practical implications This paper responds to water scarcity by exploring how the development of corporate WMS is driven by self-discipline motivation. This study sets out an agenda for the future of water accounting and management which can be used to guide research and stimulate extension in practice. Governments and non-governmental organizations may utilize the results to guide and bind corporations to achieve sustainability. Social implications The efficient use of freshwater is essential for sustainability, but limited studies have addressed the issue. The current paper explores this important issue, and our findings suggest regulatory institution is necessary to effectively enhance water usage. Originality/value This paper represents an early attempt to model corporate water management practices. A WMS should facilitate resilience in water management, measurement of water performance, and comparability among firms. This study contributes to the conceptualization and empirical assessment of self-discipline in motivated water management and enhances the validity and applicability of the theory of self-disciplining in sustainability research.

The number of people worldwide without access to safe drinking water or adequate sanitation is an unresolved and growing concern, with non-governmental organizations (NGOs) playing an important role in mitigating the effects of water shortage. These organizations utilize the communication mechanisms at their disposal, such as social media, to help spread their social message and to achieve the commitment of society to their cause. In this context and based on dialogic and the resource dependence theory framework, the main aim of this research is to analyze how organizational structure, resource allocation and communication policies of NGOs focused on water management influence the online commitment of their stakeholders. Exploratory results show that these NGOs are not taking enough advantage of social media to engage with their potential donors and volunteers because of the remarkable difference between the management of Facebook posts and users’ behavior. Using multivariate lineal regression, our findings show that certain structural (namely, size, reputation and board size), economic (fundraising expenses) and social media (number of Facebook fans) characteristics positively influence stakeholder engagement, while administrative spending and a broad presence in many social networks straitens the ability of these type of NGOs to attract and retain stakeholders’ commitment through social media.

PurposeSustaining the irrigated agriculture, while conserving the natural eco-system, are the two main objectives of sustainable water management (SWM) in irrigation. Achieving both the objectives simultaneously is a complex task in most developing countries. This requires a holistic approach of understanding the issues in irrigation water management (IWM) from social, economic and environmental perspectives. Therefore, this paper aims to analyse the issues towards the SWM of irrigation systems in Sri Lanka to help maintain a stable relationship between the aforementioned two objectives.Design/methodology/approachQualitative interview survey was selected as the research strategy to achieve the research aim. 16 semi-structured interviews were conducted with experts in IWM sector to collect data in the Sri Lankan context. Data were analysed using code-based content analysis, based on directed approach.FindingsFindings revealed the issues in SWM in terms of efficiency of irrigation infrastructure; equity of water distribution; environmental integrity and economic acceptability. Most of the issues were related to the inefficiency towards SWM of irrigation systems. Conflicts among water users, especially the people in downstreams aggravated the problem of equity of water sharing. Depletion of groundwater and waterlogging were the major issues towards environmental integrity. Loss of water happened due to the issues in different irrigation infrastructure components hindering economic acceptability.Originality/valueTheoretical contribution includes an analysis of issues in IWM from a sustainability perspective. Practical implications include an overview of deficiencies in the SWM to generate appropriate strategies to achieve sustainability for decision-makers such as policymakers in the irrigation sector in developing countries similar to Sri Lanka.

The main challenge faced by agriculture is to produce enough food for a continued increase in population, however in the context of ever-growing competition for water and land, climate change, droughts and anthropic water scarcity, and less-participatory water governance. Such a context implies innovative issues in agricultural water management and practices, at both the field and the system or the basin scales, mainly in irrigation to cope with water scarcity, environmental friendliness, and rural society welfare. Therefore, this special issue was set to present and discuss recent achievements in water, agriculture, and food nexus at different scales, thus to promote sustainable development of irrigated agriculture and to develop integrated approaches to water and food. Papers cover various domains including: (a) evapotranspiration and crop water use; (b) improving water management in irrigated agriculture, particularly irrigation scheduling; (c) adaptation of agricultural systems to enhance water use and water productivity to face water scarcity and climate change; (d) improving irrigation systems design and management adopting multi-criteria and risk approaches; (e) ensuring sustainable management for anthropic ecosystems favoring safe and high-quality food production, as well as the conservation of natural ecosystems; (f) assessing the impact of water scarcity and, mainly, droughts; (g) conservation of water quality resources, namely by preventing contamination with nitrates; (h) use of modern mapping technologies and remote sensing information; and (i) fostering a participative and inclusive governance of water for food security and population welfare.

The article focuses on the current topic of public water resources management. Globalization presents new challenges and demands for sustainable development for society. The current problem of modern humanity is the rational use of limited water resources. Water management is closely linked to the harmonization of social, economic and environmental requirements. The domestic water use system cannot meet European requirements for effective water supply due to moral and physical wear. An inadequate regulatory framework reduces the effectiveness of management processes and requires finding ways to attract investment to the industry, including in public-private cooperation. The analysis of the main problems of water management development, including non-compliance with European standards, moral and physical wear, lack of effective systems of water resources planning, monitoring and control of use of water resources, showed that these problems are primarily the result of an imperfect system of public water management. Based on commercialization processes, the water supply system through the implementation of public-private partnership mechanisms, provided that private entities are clearly monitored by public authorities, can produce significant socio-economic and environmental results. The research developed an algorithm for implementing an effective water management system at the state level by developing and implementing public-private partnership projects in accordance with the requirements of an effective water management system. The mathematical model of information and analytical support of processes of monitoring of rational water use in conditions of implementation of public-private partnership projects is defined.
