Marriage is a physical and mental bond between a man and a woman as husband and wifewith the aim of forming a happy and eternal family or household based on the Supreme Lordship. In the custom of marriage in the people of Babelan District, Bekasi Regency, there is a customthat if someone wants to get married but there is an older brother who is not married, then thatperson must wait for his brother to marry first or can marry before his brother on condition that theperson who wants to step over his brother must give something in the form of money or goods to herbrother. According to traditional leaders, the stepper is required to maintain a good relationship withhis brother. However, if the stepper was burdensome or prevented his younger sibling from gettingmarried, the traditional leader revealed that this was not justified because the stepper could not beasked for a certain nominal value or certain items, only the awareness of his younger sibling. Inline with the opinion of traditional leaders, clerical figures reveal that stepping may be applied onthe basis of the rules of العادة مُحَكَّمة , but this is not a necessity.. Primary data sources were obtainedfrom interviews and secondary data sources were obtained from books, magazines, journals, etc.The type of research used in this research is the type of field research (Field Research). Data collection is done by theauthor to get and understand the picture and the existing reality, the writer uses data collectiontechniques by interview, observation and documents. From the data that has been collected, then thewriter analyzes using descriptive method. Based on the research data, the authors conclude that thetradition of stepping marriage money can be preserved because the tradition of stepping marriagemoney is not only a symbol of national identity, but also as a form of respect for older siblings whowill be stepped over and as a guardian of good family relations. Although it must be preserved, theremust be filtering and adjustments to fiqh so that there is no conflict between adat and fiqh. Some ofthe problems with stepping customs that must be filtered and adapted to fiqh include the prohibitionof marriage from older siblings to younger siblings who wish to marry. Barring his younger siblingfrom marrying is not justified in custom and in fiqh it can be forbidden because it can cause a lotof harm. In addition, things that are burdensome and troublesome for a person to get married mustalso be eliminated. The brother who is going to be stepped over must be able to accept whatever theyounger siblings give as a permit application to marry. Should not impose the ability of the youngersibling and must not burden the request of the younger sibling.

This study examines the implementation of the gold gathering in Jorong Koto Gadang Nagari Simawang, Rambat District, Tanah Datar Regency in the Perspective of Fiqh Muamalah. The problem in this research is how to implement the Arisan Emas in Jorong Koto Gadang Nagari Simawang, Rambat District, Tanah Datar Regency. What are the contracts used in the implementation of this Arisan and how is the view of muamalah fiqh on the implementation of the Gold Arisan in Jorong Koto Gadang Nagari Simawang, Rambat District, Tanah Datar Regency. The research method that I use in this research is field research. While the nature of the research is qualitative descriptive, qualitative descriptive research is describing the phenomena that occur in the field as they are according to reality. As the main data source, namely people involved in the implementation of the gold gathering in Simawang Village, and as a source of data obtained include primary and secondary data, primary data sources consisting of the head of the gold arisan and 9 participants of the gold gathering while secondary data sources were obtained through a number of books, journals, articles and other reading sources to strengthen primary data. Data collection was carried out using interview and observation techniques.Based on the results of the research that the authors have done, it can be concluded that the implementation of Asrisanemas in Jorong Koto Gadang Nagari Simawang, Rambat District, Tanah Datar Regency is to use the ijarah contract and accounts payable agreement, the payment system is through the membership fees of the gold arisan, fixing the gold price according to the current gold price and giving for the chairman of the Arisan only voluntarily. In the view of fiqh muamalah, the implementation of the gold gathering that took place in Jorong Koto Gadang Nagari Simawang, Rambat Subdistrict, Tanah Datar Regency, Arisan like this is unacceptable because there is no certainty and is detrimental to one of the parties with a shortage and overpayment which is commonly referred to as usury and giving money. To the head of the arisan is a voluntary fee, the voluntary money given to the head of the arisan is considered a wage because the provisions of the muamalah for each job in muamalah are required to have a wage.

This study aims to explain the implementation of weighing oil palm fruit in Nagari Talao Sungai Kunyit in terms of positive law and fiqh muamalah. This research is a field research. Data were obtained in two ways, namely secondary data and primary data. The primary data are toke (collectors), oil palm farmers and the Head of the Cooperative and Industry Office of South Solok Regency, while the secondary data sources are the profile of Nagari Talao Sungai Kunyit, Nagari year-end reports and Indonesian legislation. This study found that the implementation of weighing in the sale and purchase of oil palm fruit in Nagari Talao was carried out with containers made of wood that were rarely arranged, so that many “brondol” (small) palm fruit fell. Oil palm fruit that falls from the container is not counted in the scales, as a result of farmers' losses. In fact, the number of “brondol” (small) palm oil that has fallen is quite a lot. In positive law, the implementation of weighing selling oil palm fruit in Nagari Talao is not in accordance with the provisions of Article 25 and Article 28 of Law Number 2 of 1981 concerning Legal Metrology, Article 2 of the Minister of Home Affairs Number 68 of 2018 concerning UTTP Calibration and Re-calibration and Article 8 of Law -Law Number 8 of 1999 concerning Consumer Protection. In this explanation, it is explained that the weighing in buying and selling will not harm either party and the scales used must be recalibrated once a year. As for the implementation of fiqh muamalah muamalah in Islam, namely injustice to fellow humans, and there is no fraud (gharar) and elements of coercion (al-ikrah).

Purpose The diffusion of social media among public administrations has significantly grown in the last years. This phenomenon has created a field of research that seeks to understand the adoption and impact of social media in the public sector. The purpose of this paper is to identify the factors that make social media successful in Spanish local governments. Design/methodology/approach The paper is based on an adapted version of a neo-institutional model: Enacting Electronic Government Success (EEGS). The data have been collected through three main sources: primary data from a questionnaire designed and conducted by the authors, secondary data of statistical sources, and tertiary data collected through Klout Score. Findings The results from a survey and statistical analysis provide preliminary validation of the model and show a direct relationship between organizational, institutional, and environmental factors with the successful use of social media in local public administrations. The data analysis shows that ten variables jointly explain 54.6 percent (adjusted R2=0.546) of the variability observed in the dependent variable. Research limitations/implications First, the analysis model used represents a limited sample size to carry out a complex quantitative analysis. Second, the use of Klout Scores can offer some bias. Finally, certain variables complicate the comparative potential of the study. Originality/value This study provides original primary data and contributes to the growing field of study related to social technologies in public administrations. This research also confirms in an exploratory way the validity of the EEGS model.
