The monetary policy of the Central Bank of Russia is an integral part of the economic policy of the state, that is, the Bank of Russia, together with the government, determines the main parameters of the monetary system. However, the role of monetary policy in the socio-economic development of the state has not been sufficiently disclosed. The use of methods of monetary regulation can be effective only in combination with sound economic measures implemented by the government. The relevance of this topic lies in the fact that it is necessary to determine what methods of monetary regulation can ensure sustainable economic growth, as well as how monetary policy should be combined with national economic policy. For the purpose of research, various scientific methods and approaches were used, in particular, methods of theoretical analysis, economic and statistical methods, methods of comparison, analogy, historical analysis. As a result of the research, it was found that monetary policy is not consistent with the economic policy of the state. The use of the formed budget funds is not always expedient, which leads to such negative consequences as inflation, excessive polarization of the population’s income, and low rates of GDP development. The studies carried out made it possible to determine the main directions of monetary policy and a set of economic measures that can stop the fall of the national currency (devaluation), ensure financial stability and a gradual growth of GDP.

The effects of monetary policy on key macro variables have been studied in the literature. In Pakistan most of these studies concentrate on exploring the interdependence of money supply, national income, inflation etc.1 One important, but neglected issue of monetary policy, is its fiscal effects. The fiscal and monetary authorities being parts of the total economic policy machinery, the role of monetary instruments in achieving fiscal objective should not be ignored. In countries like Pakistan where the central bank is under direct control of the government, fiscal policy is often made under the assumption that the monetary policy will be adjusted accordingly.2 There are a number of ways in which monetary policy may lead to fulfilment of some fiscal objectives. These include devaluation, change in interest rate and change in monetary base.

The paper examines the behavior of monetary policy and the institutional organization of economic policy in Mexico during the years of financial liberalization and the outgrowth of the financial industry. It argues that these policies have favored monetary and financial stability at the cost of reducing investment and negatively affecting the strength of the productive structure and the international competitiveness of the economy. The paper argues that such negative results, with the passage of time, increase the odds that current monetary policy will become unable to pursue monetary and financial stability. Unlike other outstanding critical literature, the emphasis of our evaluation regarding current policy's negative consequences is on the reduction of public investment that the institutional organization of economic policy has produced, instead of the overvaluation of the real exchange rate. As a final point, the paper discusses how institutional organization can be reformed to avoid further weakening of the productive structure and international competitiveness of the Mexican economy.

Abstract: This paper aims to analyze the effect of monetary and banking policy during the subprime crises between 2008 and 2009 and afterwards (2010-2012). The main actions and the monetary policy of the Brazilian Central Bank are also discussed. We found that at the peak of the crisis, the main lever for restoration of the Brazilian economy was related to domestic economic policy measures, particularly the ones implemented by the main state-owned banks: Caixa Econômica Federal, Banco do Brasil and Banco Nacional de Desenvolvimento Econômico e Social. The supporting role of other economic policies and the external economic environment are also discussed here. The findings show that in the period immediately following the crisis, (2010-2012), both credit and monetary policies did not succeed in ensuring sustained economic growth.

The article considers state regulation in terms of ensuring fair wages. It is noted that in the transition to a market economy there is a separation of interests of employees, employers and the state. An employee is objectively interested in this if the state and trade unions really guarantee him social protection. Characterizing the role of the state, it is indicated on the one hand that it acts as a subject of social partnership and directs its activities to economic growth. On the other hand, in the event of the need for a sharp increase in wages, the state, using the tax system and other indirect methods, is able to reduce the negative consequences for the entrepreneur from making such decisions. Depending on the influence of certain factors, there are notions of normative and positive role of the state. The question of the insolvability of the problem of measuring the amount of labor is raised. Emphasis is placed on the fact that work is the functioning of the employee, his appropriate activities in production or in the field of services, in the process of which he spends some physical energy and mental effort. It is determined that with the help of the mechanism of state regulation the conditions of balance of interests of all subjects of labor relations are created. The state performs the function of ensuring the general conditions of socio- economic growth. In this regard, both the types of regulation and the mechanism itself are changing, ie the changes relate to methods, methods of regulation. It is concluded that the state needs to take on the organizing function of setting reasonable prices for labor, taking into account differences in the qualifications of employees. Nowhere in the world are there such great differences in wages as in modern Ukraine, which differ in complexity. The transition to a policy of anticipatory growth of monetary income should not be too abrupt, should be manageable and take into account the real situation with the availability of goods and services.

Subject. We assess the impact of tight financial and monetary policy of the government of the Russian Federation and the Bank of Russia on the level of household income and poverty reduction in Russia. Objectives. The purpose of the study is to analyze the results of financial and monetary policy in Russia and determine why the situation with household income and poverty has not changed for the recent six years, and the GDP growth rate in Russia is significantly lagging behind the global average. Methods. The study employs methods of analysis of scientific and information base, and synthesis of obtained data. The methodology and theoretical framework draw upon works of domestic and foreign scientists on economic and financial support to economy and population’s income. Results. We offer measures for liberalization of the financial and monetary policy of the government and the Central Bank to ensure changes in the structure of the Russian economy. The proposed alternative economic and financial policy of the State will enable the growth of real incomes of the population, poverty reduction by half by 2024, and annual GDP growth up to 6 per cent. Conclusions. It is crucial to change budget priorities, increase the salaries of public employees, introduce a progressive tax rate for individuals; to reduce the key rate to the value of annual inflation and limit the bank margin. The country needs a phased program to increase the population's income, which will ensure consumer demand.

At the end of 2018 — the very beginning of 2019 Russia faced negative consequences of the economic measures that took place in 2018, such as the retirement age rising, tightening sanctions against Russia, VAT rising which caused increased inflation expectations of people. The Bank of Russia increased the key rate in response. All these measures lead to decrease of domestic demand, and not stimulate economic growth. The article examines the possibility of using the monetary policy method of credit restriction to fulfil the presidential act to stimulate economic growth.
