The main features of the state regulation of the development of underground space, the shortcomings of legal regulation and standardization as the reasons for the lag of Russian cities in this area of urban development are considered. The results of the monitoring and analysis of regulatory documents in the field of integrated urban development of underground space are presented. Gaps and conflicts in a number of subject documents on standardization that do not allow for effective integral development of the underground part of the city territory are identified, and suggestions for improving standardization are given. A new Set of Rules (SP 473) concerning «underground urban planning» is analyzed in detail, and a conclusion is made about its systemic shortcomings, primarily related to the imperfection of legal regulation. The structure of applied scientific research initiated by the author of this article and aimed at introducing a set of legislative changes is disclosed. It is proposed to synchronize their introduction with ensuring the correction of SP 473 and other documents on standardization. The relevance of the topics and studies covered is not only related to their novelty, but also to the consideration of issues in the context of approaching the model of a sustainable, viable and compact city.

The features of legal and technical regulation are considered and the main shortcomings of these systems of public administration are identified. It is shown that they hinder the effective development of the underground space of Russian cities as a promising area of urban development. A related analysis of the results of the author's monitoring of regulatory documents in the field of integrated urban development of underground space, as well as the interim results of the legal research initiated by him, aimed at eliminating defects in federal legislation, is presented. In the context of legal regulation and trends in its development, a new Set of Rules (SR 473) concerning «underground urban planning»is analyzed in detail. The conclusion is made about the systemic shortcomings of this document, which are based on the subjective factor of the manifested «legal nihilism» in combination with the objective deficit and imperfection of the legislative sphere. Proposals are given for the harmonization of amendments and additions to SR 473 and other documents on standardization, depending on the nature and timing of the adoption of legislative initiatives. The topics discussed are of interest not only because of their novelty, but also because of the reality and prospects of the proposed administrative steps that can give impetus to spatial development on the model of a sustainable, viable and compact city.

The article examines the study of the development of modernization and transformation of the urban environment. Some issues of underground space development in urban conditions are considered, the stages of evolution of underground urban planning are singled out and characterized. Examples of development and rational use of underground space are given and analyzed. The underground space is considered as a valuable renewable georesource of the metropolis, which can actively contribute to the sustainable development of the city. This should take into account a number of factors that affect the ecology of the underground environment, the state of the hydrogeological environment and existing buildings and structures. Overconcentration of population, infrastructure and industrial production leads to overload of the geoecological and hydrogeological environment. In domestic and foreign practice there is a tendency to combine trade and household enterprises, entertainment, cultural, educational, administrative and sports institutions, transport facilities in large complexes with an underground part. The main meaning of the development of underground space - saving surface area within the city. This method of reconstruction of urban spaces is used mainly in the areas of the most intensive traffic flows and intersections, in the areas of industrial nodes and areas of utility and warehousing.

The review of features of development of underground space in the large cities of the country and practice of introduction for this purpose of innovations is resulted. The article presents the results of the study, the subject of which is to consider the shortcomings of legal regulation and standardization in the field of transmission of daylight (solar) light under the ground through the use of light guides and other devices. The purpose of this study was to find ways to improve these areas of state regulation. To assess the current situation in the field of regulation under consideration, the analysis of the effectiveness of the main regulatory legal acts, documents on standardization, as well as a review of a number of literature sources. The assessment of the implementation of individual projects is taken into account. According to the results of the analytical stage and taking into account the forecast of modern strategic directions of development of the construction industry, proposals are given to improve the situation (amendments and additions to normative legal acts, documents on standardization, etc.). The implementation of such proposals will require coordinated work of the Ministry of construction of Russia and other authorized agencies and organizations. The implementation of the results of the study can contribute to the sustainability and efficiency of the development of underground space in our cities.

The article considers special aspects of the provision of land parcels for construction, which are determined by constitutional and legal status of the cities of Moscow, St. Petersburg and Sevastopol. A number of objective circumstances determine the uniqueness of the legal status of cities of federal status. The land and urban planning legislation comprises the basis for the legal regulation of the provision of land for construction. The authors have educed the need to update the general plans of the city of Moscow, St. Petersburg, Sevastopol, which is caused by the expansion of borders by means of the surrounding areas. In the cities with federal status, there are legal problems associated with the lack of land use and development of recommendations or rules. The lack of coherence in planning and implementation of urban development in the cities and the adjoining subjects of the Russian Federation - the Moscow and Leningrad regions – is an urgent problem in the development of cities with federal status.

Resumen: Se describe la conformación de organizaciones sociales en el territorio del Cerro de Albornoz, localizado en la ciudad de Cartagena de Indias, creados con la finalidad de jalonar esfuerzos para la mejora barrial, calidad de vida, bienestar y el deseo de fortalecer asociaciones para materializar cambios positivos en el sector. Se analizan relatos de los pobladores y se presentan propuestas conducentes a propiciar herramientas que faciliten y empoderen la organización social para la transformación individual y social. Se espera que estos cambios se traduzcan en fortalecimiento comunitario en dicho sector y confianza institucional para el desarrollo integral de su territorio. ___Palabras clave: organizaciones sociales, empoderamiento comunitario, desarrollo urbano. ___Abstract: It describes the formation of social organizations in the Albornoz hill, located in the city of Cartagena de Indias, created with the aim of enhancing efforts for neighborhood improvement, quality of life, wellbeing and the desire to strengthen partnerships to materialize changes positive in the sector. Population accounts are analyzed and proposals are presented that are conducive to providing tools that facilitate and empower social organization for individual and social transformation. The goal of the study is to determine the actual areas and the geographical distri- bution of Urban Green Spaces (UGS) in Kyiv; compile and analyse the ratings of the city administrative districts by key UGS indicators and substantiate the level of comfortable living in each district according to the concept of a green compact city. The goal stems from the announcement of an official strategy of transforming Kyiv into a comfortable compact city with an attractive green infrastructure. To achieve this goal, we have calculated a number of major indicators of the modern green infrastructure of Kyiv in all ten city districts. According to the method we developed, we analysed the drawings of the urban development master plan and regulatory documents, and conducted a field survey of significant UGS sites in Kyiv. The data obtained were used to make a UGS map of Kyiv and other thematic maps. For the most accurate calculation of key UGS indicators, we processed several thousand contours in Kyiv’s cartographic base. The sizes of Urban Protected Areas (UPA) were found separately, and their share in the total city territory and of each district (Conservation Coefficients) was determined. In so doing, UPA distribution was found to be very irregular, with a total area of 174.9 km2, or about 21.2% of that of Ukraine’s capital. We analysed the ratio of the city population and the areas of green spaces in each Kyiv district. To identify districts with a different UGS coverage, we calculated the Greenness Coefficients (GC) and compiled a rating of Kyiv districts by their level of greenness, using the Greenness Coefficients Index. Significant GC variations in different city districts were substantiated. In contrast to previous studies, we calculated the provision of Kyiv residents with green zones of not merely common usage, but also with those of all other kinds, including UPA. We also calculated the Green space provision per person and compiled ratings of Kyiv districts by the Green Space Provision Index. The results were presented on a relevant map. Based on calculating the share of protected areas in the total UGS area, we found the ratings of Kyiv districts by the Green space legally protected Index. Wherein, we found significant variations among the districts by the ratio of protected areas and green spaces deprived of any legal protection. This increases their vulnerability to projected development attempts. We calculated the Integral Green Space Index (GSI) based on processing all significant UGS indicators of Kyiv. GSI allows for an integral assessment of the condition of the Urban Green Infrastructure (UGI) in Kyiv, and it is the key criterion of its compliance with modern requirements to an ideal compact city. Holosiivskyi District received the highest GSI rating. It is uniformly replete with UGS, which are provided for quality recreation and, at the same time, are protected by environmental legislation. Solomianskyi District received the lowest rating, and almost all the elements of its existing UGI require a cardinal optimisation. As a whole, the indicators we calculated can create an illusion of adequate provision of Kyiv with UGS. Actually, they are distributed very irregularly in the majority of districts. The results of our study are indicative of the presence of many challenging locations that require an extension of existing UGS and the development of new ones pursuant to the principles of compact city planning. Since UGI planning depends on the implementation of the Urban Development Master Plan, it makes sense to include the Green Space Index to the key indicators of the Kyiv Development Strategy. The draft new City General Plan should also be refined with account of the above-mentioned problems.

The article analyzes various aspects of the institution of alimony obligations between parents and their children, and also establishes some sanctions against law-abiding parents who do not comply with family law. The purpose of the study is to study the features of the legal responsibility of parents who avoid paying alimony in favor of their children for no good reason. The scientific work indicates some of the most important legislative changes in the field of alimony legal relations, which had a positive impact on the legal regulation of this area of family law. The study also suggested some of its own changes to the current legislation.

City centers worldwide are perceived as essential parts of the city, where city memories are preserved and its identity is expressed. They are planned to satisfy the functional requirements and pleasurable qualities of the city. Under the accelerating urbanization of the modern city, several challenges face these centers including demographic, economic, and environmental challenges. This requires a continuous and incremental urban development process based on clear strategy and action plans. Thus, this study focuses on urban development strategies of city centers, with a focus on Rafah city located in the Gaza Strip, Palestinian Territories. The geographic location of this city near the Palestinian-Egyptian borders makes it a promising commercial city at local and regional levels. Thus, the current situation of Rafah city center has been analyzed, and several development strategies have been proposed. This has been done through a field survey based on observation and a questionnaire directed to city center users. It has been found that there is a great potential of Rafah city center to be developed as a commercial center. In this regard, several strategies and required actions have been proposed in the fields of transportation, environmental quality, shopping activities, investment opportunities, and visual perception.

In today's world, when it is so important to use every piece of land for a particular purpose, both economically and ecologically, identifying optimal land use is a key issue. For this reason, an analysis of the optimal land use in a section of the city of Olsztyn, using the L-system Urban Development computer program, was chosen as the aim of this paper. The program uses the theories of L-systems and the cartographic method to obtain results in the form of sequences of productions or maps. For this reason, the first chapters outline both theories, i.e. the cartographic method to identify optimal land use and Lindenmayer grammars (called L-systems). An analysis based on a fragment of the map of Olsztyn was then carried out. Two functions were selected for the analysis: agricultural and forest-industrial. The results are presented as maps and sequences in individual steps.
