The paper is devoted to the analysis of the known methodological support for quality assessment and control of communication services. The known approaches to quality assessment of communication services have mainly been developed in relation to the situation, characterized by the fact that each management system actually relied on its own, dedicated communication system. In this case, most of the results apply to analogue communication systems with predominantly assigned channels (paths) to certain information directions, which together reflect the structure of the control system. The synthesis of communication systems is based on the requirements of the respective control system. As a result of the analysis, the limitations of the known methodological support in the field of assessment and control of the communication services quality were revealed. In order to eliminate the identified limitations of the known methodological support in the field of assessment and control of the quality of communication services, the author has developed: analytical and simulation model of an information and telecommunication system with the required level of reliability of its elements; method for determining the parameters of the development directions of telecom operators' networks; method for assessing the probabilistic-temporal indicators of the technical resource of the fragments of the information and telecommunication system, generating communication services of a certain type.

According to the existing problems and shortcomings of the manufacturing enterprise quality management, integrating with enterprises’ new needs of quality management in the recent implementation of QHSE( Quality, Health, Safety, and Environment) system, this paper built an EII( Enterprise Information Integration)- Oriented QMS( Quality Management System) model, discussed the integrating problems involved in the system, then proposed the overall EII model. By analyzing the information integration relations between QMS and other enterprise applications, this paper put forward some practical ideas and principles of system integration, then built the framework of EII- Oriented QMS solutions. The aim of this paper is making full use of quality information, improving the quality of management and control, and helping manufacturing enterprises to better understand what EII- Oriented QMS is and how to make it a successful project.

The measurement and control system is designed to control the measuring instrument which measures the geometric parameters of rail fastening spring clips. The structure and work principle of the measurement and control system are presented. Nine geometric parameters of a rail fastening spring clip which is installed only one time can be measured atomically. The limited errors of measured parameters are largely smaller than one tenth of the geometric parameter tolerance. It only spends 40 seconds to measure a rail fastening spring clip. It improves the quality of the rail fastening spring clip production and ensures that it is safe and reliably used in railway.

The possibility of implementing a quality management system in the hotel and restaurant complex of Ukraine based on the William Edwards Deming’s principles of quality management to meet the requirements of ISO 9000 quality standards and Hazard Analysis and Critical Control Points (HACCP) is substantiated in the article. The purpose of the study is to adapt the William Edwards Deming’s principles of quality management to their implementation in the hotel and restaurant business to ensure the stability of services quality in the modern market, the orientation of managers on creation of conditions for the enterprise’s continuous improvement. Standard DSTU ISO 9000-2015 "Quality management systems. Fundamentals and vocabulary" provides seven general principles of quality management, specific to all activities: customer focus, leadership, employee engagement, process approach, improvement, decision-making based on evidence, relationship management. Ensuring these principles makes it possible to manage the quality of enterprises, including the hotel and restaurant industry. The quality management of hotel and restaurant services is considered as a set of interconnected subjects, objects, principles, methods and functions of management, focused on the development and satisfaction of quality requirements and reduction of its costs. Ukraine has a significant potential in the development of hotel and restaurant services. The expansion of the hotel and restaurant business infrastructure is required as well as the establishment of institutions for employees’ training and retraining. The priority is to develop the country’s own regulatory framework that would regulate the quality of services in this area. The quality management system of hotel and restaurant services must guarantee the customer’s requests satisfaction while being served in the hotel and restaurant at all stages and at all levels. Therefore, the issue of development and practical application of the enterprises’ internal standards which determine the general components of the hotel and restaurant services quality is of great importance.

Experts confirm that 85% of the world’s population is expected to live in cities by 2050. Therefore, cities should be prepared to satisfy the needs of their citizens and provide the best services. The idea of a city of the future is commonly represented by the smart city, which is a more efficient system that optimizes its resources and services, through the use of monitoring and communication technology. Thus, one of the steps towards sustainability for cities around the world is to make a transition into smart cities. Here, sensors play an important role in the system, as they gather relevant information from the city, citizens, and the corresponding communication networks that transfer the information in real-time. Although the use of these sensors is diverse, their application can be categorized in six different groups: energy, health, mobility, security, water, and waste management. Based on these groups, this review presents an analysis of different sensors that are typically used in efforts toward creating smart cities. Insights about different applications and communication systems are provided, as well as the main opportunities and challenges faced when making a transition to a smart city. Ultimately, this process is not only about smart urban infrastructure, but more importantly about how these new sensing capabilities and digitization developments improve quality of life. Smarter communities are those that socialize, adapt, and invest through transparent and inclusive community engagement in these technologies based on local and regional societal needs and values. Cyber security disruptions and privacy remain chief vulnerabilities.

This research is aimed to determine the quality control system of production process in PT Industri Sandang Nusantara unit Patal Secang, measure the efectivity of quality control system by using control P-Chart and determine factors that cause defect product. This research is explorative descriptive by case study method. Data used in this research is the procedure of production process and the number of defect product. Product used in this company is  thread R30/1 UW and R 40/1 UW PT Industri Sandang Nusantara Unit Patal Secang in 24 periods of production between April – Mei 2006. Data is collected by interview, documentation, and observation. Data is analyzed by control p-chart and fish bone diagram. The conclusion of this research are: (1) The quality control system which is consists of controlling raw materials, production process and final product is appropriate with the company’s standard; (2) the number of defect product R 30/1 UW is 26.956 bale with the average 0.0167; Control P Chart shows that there are three periods which are out of control. They are in April 30, Mei 5 and 21, 2006. (3) The number of final product R 40/1 UW is 2159 bale with the average 0.0214; control p-chart shows that there are tw periods which are out of control. They are ini Mei 6 and Mei 12, 2006. (4) Factors that cause defect product are obsolete machines, employee performance, control system, and raw materials. Based on that condition, management should impove the controlling of machines, improve motivation and commitment of the employee, improve the method of inspection and control the quality of raw materials.

The paper is devoted to the analysis of known methods of communication servicesquality control, as well as presented innovative proposals developed by the author.: method of external quality control of services provided by the communication network (Patent for invention of the Russian Federation №2669535), aimed at solving a technical problem, which consists in presenting objective data on the quality of the provided services to consumers of communication services without their interference in the process of network functioning; billing method, taking into account the quality of the provided communication services (Patent for invention of the Russian Federation №2708512), aimed at expanding the functionality of billing systems and allowing to objectively determine the level of quality of the provided communication services for the subscriber; an automated system and method for accepting payments for high-quality communication services (Patent for invention of the Russian Federation №2705422), aimed at increasing the awareness of operators about the quality of communication services, accurate to the element of a composite communication channel.

The article presents an analysis of the regulating system, an experience of the expert evaluation and control of the quality and safety of the medical care in the Russian Federation and in its constituent units. The paper considers aims, targets, ways and criteria of the expert evaluation and control of the quality and safety of the medical care with regard to the osteopathic medical care. Authors also give recommendations concerning the organization of the internal control system of safety and quality of the medical care provided by the osteopaths.

Construction is an important industry to determine the development of a country. However, this industry faced delay issues caused by various factors that affect proper construction project. Hence, minimizing delay in construction should be focused on overcoming the delay issue. Thus, the objective of this study is to critically review the main criteria of minimizing delay based on the most significant items that suggested in the previous journals. This paper reviewed 47 journals that studied the issues of delays in construction projects. Through this study, the authors have classified four main criteria for minimizing delays, which are; management, interpersonal, technical and technology. Management ensures the proper manage of time, financial and control system in construction to minimize delay. While, interpersonal promote a good relationship between construction parties, hire of competent and skilled labour and responsibility of the owner to avoiding delay. Besides, technical ensure the quality of project and technology could improve the productivity of construction based on fourth industrial revolution development in the construction field. Thus, this study contributes to construction parties able to focus on elements to overcome the delay issue in they faced and applied the ideas based on the element to minimize delay in the construction project.
