Purpose. The purpose of the article is systematization of approaches to the definition of “sustainable development”, substantiation of its complementary components and improving the concept interpretation. Methodology of research. Dialectical method of scientific knowledge, general scientific principles, provisions of sustainable development concept are theoretical and methodological basis of the study. Systems analysis is used for disclosure of basic categories. Analysis and synthesis are used to improve the meaningful interpretation of sustainable development. Findings. It is substantiated that sustainable development is associated with the transformation of the human’s role in the process of socio-ecological and economic progress, progressive economic growth and the formation of a new circular economy. The difference between the concepts of “sustainable development” and “stability” is determined. Stability is a dynamic growth vector characterized by a positive value. Sustainable development implies not only positive values of growth, but also negative and zero indicators. The difference between stability and sustainable development is that the latter allows zero and negative values, and the amplitude of cyclical fluctuations is much larger than in stability process. Originality. Interpretation of “sustainable development” concept is improved. It is interpreted as a pluralistic, complementary process that interconnects with economic, social and ecological systems, determines their dynamics and direction in order to increase and qualitative growth of the integrated socio-ecological-economic effect, preservation and enrichment of the environment. Practical value. The main provisions of the study can be applied in the formation and use of sustainable development programs at the micro, meso and macro levels. Purpose. The aim of the article is the development of the inclusive regional development concept, which is seen as the response to the opportunities and threats that the decentralization of power and the financial decentralization of formed territorial communities. Methodology of research. Conventional economic methods are used in the study, in particular: monographic and system-structural, which are used in the development of the inclusive regional development concept in the conditions of decentralization. Findings. It is determined that global trends are oriented towards achieving the prospects of sustainable and inclusive development. The suggested concept of inclusive regional development is adapted to the new conditions taking this into consideration, and taking into account the current processes of financial decentralization taking place in Ukraine. The suggested definition of inclusive development reveals its content and ways of achieving social and economic growth, improving the quality of life of the population. The basic conceptual idea of inclusive regional development is formed and to define the goals, objectives and ways of its implementation. The essence and the author`s vision of financial decentralization as a process of transfer from the central to the local self-government bodies of financial resources, powers, making decision rights in order to better meet the needs of the population in obtaining public goods, intensify the economic growth of the respective territories are disclosed. The main components of the financial decentralization mechanism (methods, tools, principles, forms and factors) are characterized. The definition of the regional self-development mechanism in the conditions of financial decentralization is given and the imperatives of regional self-development mechanism functioning in the conditions of financial decentralization are revealed. Determinants of inclusive regional development are identified, which in their interaction create a synergistic effect for the sustainable development goals achieving. The article proves the necessity of further investigation of theoretical and institutional foundations of regional development with a view to implementing the decentralization of power policy and the necessity of adequate financial support of these processes. Originality.The concept of inclusive regional development under the conditions of financial decentralization is substantiated, which provides for optimal allocation of the financial resources of local self-government bodies accumulated in the local budget due to the effective use of opportunities from financial decentralization and minimizing its potential threats, in order to achieve sustainable development of the region with maximizing the share of the community social product and ensuring a fair distribution of the benefits received on the basis of inclusive growth. Practical value. The obtained results of the study are the basis for solving practical problems of regional development in the context of decentralization in Ukraine. Currently innovations are necessary elements of economic growth and competitiveness of companies as well as they are necessary elements of global sustainable development. Even though it is possible to find a wide rouge of definitions of innovation but every one of them is based on different requirements. The aim of submitted article is to compare different approaches to definition of the content of innovation. The authors compare various definitions here and by use of analysis and synthesis, they determine important common elements which are possible to be found in various forms in a number of existing definitions. Then, these elements are compiled into own definition of the content of the term innovation.

Introduction. The purpose of this article is to define methodological grounds of assessment of agricultural land using efficiency. The article is devoted to definition of the indicators system of land using efficiency. Methods of research. The solution of the tasks in the article is carried out with the help of such scientific and special research methods as: analysis and synthesis, systematization and generalization, the dialectical approach. Results. The structural balance between cost of land and production resources has been investigated, which leads to the need of many alternatives for the purpose and use of the respective territories on the basis of the modern system of land using efficiency assessment when determining the benefits of land resources using for agricultural production. Originality. It has been proved that to create and enforce a uniform indicators system of land using efficiency is necessary to determine all the factors that affect land use, to reflect the degree and type of each factor influence using the indicators of efficiency of the land use. Indicators of economic efficiency of land using and the intensity of land use are systemized. Practical importance. The methodical approach of agricultural lands using evaluation in the following areas has been justifed in the article: completeness of land use, rational land use, the level of land use intensity, efficient land use. The methodical approach has been presented to the calculation of potential losses from specific land uses in specific circumstances. It is proposed to assess the land using efficiency on the basis of indicators calculations of environmental and economic damage. Basic scientific principles can be used in the practice of agricultural enterprises. Keywords: management, methodological bases, evaluation, efficiency, and agricultural land use.

Semangat desentralisasi yang melimpahkan kewenangan pengelolaan keuangan kepada pemerintah daerah,  khususnya tingkat kota atau kabupaten membuat daerah mencari cara mendapatkan pendapatan daerah yang sah untuk mendukung program pembangunan dalam bentuk Infrastruktur untuk meningkatkan kesejahteraan masyarakat, di tengah gencarnya program pembangunan perekonomian di berbagai sektor, sehingga berimplikasi kepada pembangunan yang berkelanjutan dan berdampak luas pada penambahan pendapatan masyarakat sehingga pertumbuhan ekonomi meningkat secara positif . Perangkat Daerah yang terkait di dalam proses penerimaan daerah di pacu untuk meningkatkan peluang penerimaan daerah dari semua sektor pendapatan daerah. dengan paradigma pembangunan berkelanjutan (sustainable development) yang harus diimplementasikan oleh pemerintah daerah. Fakta empiris (empirical evidents) menunjukkan penerapan otonomi  daerah  memberi keleluasaan kepada daerah untuk  mendapatkan sumber sumber pendapatan yang sah seperti pajak dalam bentuk Dana Bagi Hasil baik dari Pemerintah Pusat maupun Pemerintah Provinsi dan retribusi daerah dengan luasnya kewenangan pemerintah daerah. Kata kunci : Dana Bagi Hasil, Infrastruktur dan Pertumbuhan Ekonomi                                                                       ABSTRACT                                                               Regional Finance is all Regional rights and obligations that can be valued with money and everything in the form of money and goods related to the implementation of the rights and obligations of the Region. The spirit of decentralization that delegated financial management authority to local governments, especially at the city or district level, made the regions look for ways to obtain legitimate regional revenues to support development programs in the form of infrastructure to improve community welfare amid the intense economic development programs in various sectors, thus implicating development sustainable and have a broad impact on increasing community income so that economic growth increases positively. Regional Apparatus that is related to the process of regional revenue is encouraged to increase the opportunities for regional revenues from all regional income sectors. with a sustainable development paradigm that must be implemented by the regional government. Empirical evidence shows the application of regional autonomy which gives freedom to the regions to obtain legitimate sources of income such as taxes in the form of Revenue Sharing Funds from both the Central and Provincial Governments and regional retributions with the broad authority of the regional government. This article analyses the legal and practical implications of the Scottish Government's overall stated objective of increasing sustainable economic growth and the further implications that arise now that the term is formalised in legislation. It draws on the author's previous research into use of legal duties to deliver government objectives and the meaning and delivery of sustainable development and economic development. It is based on a critical review of Scottish Government policy, the provisions of the Regulatory Reform (Scotland) Act 2014, as well as the written and oral evidence submitted to parliamentary committees scrutinising Bills, their reports, and the subsequent Government responses. More broadly, the article examines the relationship between sustainable economic growth and the more widely accepted and used objective of sustainable development as complementary or contrasting policy objectives and legal duties. In doing so, it also aims to demonstrate the difficulties governments face in trying to put flesh on the bones of the Brundtland definition of sustainable development and accelerate progress towards sustainable living.

Latin America, with a Gini coefficient for land of 0.79, is the world’s most unequal region in terms of land distribution. Land inequality is one of the greatest impediments to Latin American societies for achieving sustainable development and economic growth. Many studies have demonstrated how an unequal land concentration affects the quality of democracy and social cohesion and inhibits economic growth. Land is the main and in many cases the only asset for millions of rural households in the region and Land tenure can mean the difference between subsistence and extreme poverty. The present work reviews the agrarian reform processes that were experienced in part of Latin America and examines the impacts of the subsequent neoliberal reforms on land tenure, land and capital concentration. Finally it focuses on the need of a new distribution of land in order to achieve higher levels of Socio‑Economic equality an also meet the Sustainable Development Goals in the region.

Abstract The objective of the study is to theoretically ground and develop methodological foundations for urban ecosystems cluster projection in the context of the ecological, systemic and cluster provisions of the sustainable development concept. The theoretical research was carried out using methods of analysis and synthesis of existing scientific development in the sphere of urban ecosystems territorial organization, including on the cluster approach basis. According to the study findings, the following results were obtained: - basic provisions of the cluster paradigm in the context of the network essence of the cluster are explored; - the essence of the cluster project is clarified from the position of network connections and agglomeration approach; - the ecosystem characteristics of the cluster for the purposes of urbanized ecosystems projection are explored; - elements of the ecosystems cluster projection concept, based on the cooperative mechanism, are proposed.

In the article, the author discusses the main reasons for the failure to achieve sustainable development. He believes that the main reason for that failure is the excessive and one-sided orientation of Western civilization toward the material dimension of our lives. Behind that lies an even deeper mechanism that controls our actions: the human desire “to be happy”. The author believes that we are not aware that the path to happiness is associated with both spiritual and material growth, not material growth alone. Our obsession with materials is rooted in the belief that material (economic) growth is the way to happiness. We have interfered in the environment and in other people’s lives so recklessly primarily due to our material insatiability. However, love is essential in our lives, and the path to love goes through spiritual and material growth. Therefore, the author stresses the necessity of transforming the existing development paradigm into a new one with a comprehensive view of development, which will include spiritual and material growth. We should “use” the state and the law as primary tools in achieving happiness as our main goal. To achieve sustainable development, we need a “sustainable state” and “sustainable law”.

Since the introduction of the concept of “sustainable development” by the World Commission on Environment and Development in 1987, a number of programs and policies have been offered, enacted, and pursued that profess to those ideals. The extent to which they actually accord with them, however, is the subject of a growing body of debate and literature. Some critics have argued that despite its promise, the concept of sustainable development has merely been reformulated and used to continue promoting the goal of economic growth as the primary measure of progress. This viewpoint argues that sustainable development can never be more than sustainable economic growth under the current growth development paradigm. This article examines these arguments through an analysis of sustainable development as pursued in the United States. It focuses on the sustainable development component of the U.S. government's comprehensive approach to solving urban problems through the creation of empowerment zones.

The article summarizes the results of the research conducted and theoretical and methodological approaches in strategizing and strategic management with considering the development principles. The author introduces the model of strategic management of spatial development based on the chaos theory of infl ation in the economic environment. The article also defi nes the notion of “structurizing” as a sort of strategic management. The design of economic structures is considered as the implementation mechanism for the strategy developed according to the balanced scorecard (BSC) methodology. The article reveals the specific features of maintaining the competitiveness of a regional spatial and sectoral structure from the viewpoint of sustainable development concept. The author suggests the SEEIT-method of analysis and synthesis to evaluate the competitiveness level from the spatial and sectoral perspective (analysis) and create competitive advantages of regional spatial and sectoral structure (synthesis). The author’s definition of sustainable development provides the basis for formulating a concept of transient competitive advantage which meets the modern conditions of competition.
