The understanding of the concept of competence is based in the state normative documents. As the content of education changes within the framework of the project „School2030”, naturally, the chan-ges impact both the teachers’ education and continuing education or perfection of their professional quali-fication. The aim of this article is to expand the application of the concept ‘competence’ in lifelong edu-cation, taking into account how the concept of competence is defined within the project „School 2030”, offering the recommendations to the implementers of competence-based lifelong education programmes. For the development of recommendations, the analysis of normative documents related to lifelong education processes is conducted and the views of educators summarised about the application of the concept of competence in lifelong education.

The paper identifies and systematically clarifies the possibilities of setting and solving the problem of choosing a model of socialization and self-realization of a person in a system of continuing education. The system of continuing education creates the conditions for holistic study and clarification of the possibilities of personality development, in this choice the person chooses the direction of future professional activity, determines the model of self-realization and socialization, the possibilities of which can be represented in a generalized way through the directions of “education”, “science”, “sport “,” Art “,” culture “, etc. The transition from one direction of socialization and self-realization of a person to another direction may be due to changes in the inner world personality and social and professional environment. The ambiguity of the choice of the model of socialization and the model of personal self-realization in the system of lifelong education determines the problem of personification and unification of the assessment of the quality of an individual’s activity in the chosen direction and the selected constructs for assessing the quality of pedagogical meters. In the structure of detailing the models under consideration, concepts are clarified, the principles of identifying and researching the socialization and self-realization of a person in the system of continuing education are highlighted. The quality and productivity of the identified and solved problems of socialization and self-realization can be clarified and presented in various kinds of self-presentations (student portfolio, professional-pedagogical case, etc.) and resume. To study and visualize the quality of socialization and self-realization of a person in the structure of the work organized by the teacher, you can also use questionnaires, whose popularity and the ambiguity in the interpretation of the received data explains the need for future development of program-pedagogical support for the study of the quality of socialization and self-realization of a person in the system of continuing education.

Continuing education has become a large market with participation by industrial firms, educational institutions and firms in the business of education. Both education and industry should develop strategies for their involvement in continuing education. Both should commit to the concept of lifelong learning as essential for their success. Both should consider cooperative projects as one of the most cost-effective ways of providing continuing education. Both should improve communication with each other to improve our capability to identify appropriate joint projects and to improve our management of them.

В статье на исторических и современных примерах, документах РПЦ, рассматривается вопрос о целях, задачах и целесообразности ведения церковными учреждениями хозяйственной деятельности. В качестве характерного исторического примера рассматривается производственная и сельскохозяйственная деятельность Соловецкого монастыря. На основе современных нормативных документов Церкви и государства предлагаются базовые подходы к определению эффективных направлений организации производственной деятельности монастыря. Based on historical and modern examples, documents of the ROC, the question of the goals, tasks and expediency of conducting economic activities by Church institutions is considered. The production and agricultural activities of the Solovetsky monastery are considered as a typical historical example. On the basis of modern normative documents of the Church and the state, basic approaches to determining effective directions for organizing the monastery's production activities are proposed.

Specific features of border discourse as a special form of social interaction are considered in the article. The characteristic features of communicative situations of border discourse are highlighted. The conditions under which modern border discourse takes place are analyzed. Particular attention is paid to the professional speech of border guards, which is characterized by professional border guard vocabulary, depending on the field of communication. Discourse is a complex communicative event or sociolinguistic structure created by interlocutors in specific communicative, social and pragmatic situations. Border discourse exists in two forms: the oral form and written form. Oral border discourse is the communication between people in the line of duty. It can be a conversation between two servicemen, between an officer and a person crossing the state border of Ukraine, or a senior officer and a subordinate serviceperson. Written border discourse is secondary to oral speech. Written speech is actually dialogical. The material of the research is presented by normative documents, educational materials, materials of mass media, in which the communicative situations of the border discourse are presented. The place of speech situations of border discourse is determined by the sphere of activity of communicators and the method of communication: personal or indirect means of communication (telephone conversations, Internet, correspondence by regular or e-mail, mass media, etc. Participants in speech situations within this discourse are border guards, academics who teach disciplines related to the activities of border guards, members of the media who cover issues related to border activities, as well as ordinary citizens involved in border discourse when crossing the state border. Motives of communication and speech intentions of communicators are determining factors in the selection of language means to achieve the communicative goal. Areas in which the border discourse takes place are official receptions, meetings, conferences, press conferences, negotiations, command and staff exercises, conferences, training situations with the use of professional border guard vocabulary, regulations, official situations at checkpoints.

Ensuring the security of people who hold the most important state positions is one of the most significant tasks for all institutions and people involved in securing the official activities of such people, including their mobility and movement by air. This requires undertaking actions aimed at eliminating security threats and thus minimising risk. Proposals regarding directions of changes in the content of normative documents concerning the transport of the most important people in the state by military aircraft concern: flight experience of crews; selection and assembly of the crew; planning the flight and preparing the crew for the flight; preparation, equipment and technical condition of the aircraft and atmospheric conditions and analysis of them.

It should be noted that due to the good of the state (the so-called “national interest”), in the case of transport of VIPs by military aircraft, its acceptable level of risk is lower than in the case of transportation of other passengers. Thus, normative documentation regarding such transport regulates a significantly wider and more extensively indicated range of issues, including the principle of “security above all”, when compared to transportation of other passengers. The regulations contained in the normative documents concerning transportation of state VIPs by military aircraft are to protect them not only from human errors which may have influence on the occurrence of air incidents in the course of such transportation. Normative documents also regulate additional requirements regarding aviation equipment employed to transport state VIPs by military aircraft (to decrease the risk of failure) and an in-depth analysis of environment factors (to decrease the risk related to threats to security of transportation due to unfavourable atmospheric conditions).

We analyze normative documents of the Russian Federation, regulating the protection of the rights and interests of a minor, allowed to form some problems of his proper legal protection. In particular, we are talking about the presence of shortcomings inherent in the domestic criminal legislation, which, of course, generates further problems of law enforcement. Attention is focused on some, in our opinion, significant shortcomings, indicating the inconsistency of the essence and content of the normative provisions of modern directions of criminal law policy in terms of protection of minors from the most common socially dangerous attacks at the present time. Special attention is paid to the effectiveness of national mechanisms to ensure and protect the rights and interests of children through the implementation of national programs and projects. The plan of the main activities up to 2020, carried out within the framework of the Decade of childhood, presented for analysis, focuses on the neutralization of social and domestic problems. The complex of diverse measures has been developed and approved taking into account modern requirements to the process of full socialization of a teenager in the family, society and the state. However, against the background of the progressing unfavorable trends in the state program, the need to focus on the mechanism of prevention and combating criminal threats, the victims of which are children, is completely ignored. In this connection, it is concluded that it is necessary to improve the legislation acting as the basis of social and criminal policy for the protection of children.

The article analyzes the problem of rounding the processes of formation of the state youth policy in Uzbekistan as a theoretical source of the legislative and legislative acts of the Republic of Uzbekistan in this field. This is due to the fact that these normative documents define the content of a number of concepts that serve as a category system for research in the field. It also reveals that the period of formation of the state youth policy in Uzbekistan is considered as a determinant of the date of adoption of the Law and other legislative acts.
