The concept of platform, its connotations and relationship with local governance The aim of this article is to shed light on the relevance of platforms in urban governance. Discussion starts with a brief description of the evolution of platform discourse and a critical view of how platforms relate to governance paradigms. As the idea of platform is often associated with openness and participation, this particular dimension is elaborated as a potentially beneficial feature of platform governance. In order to concretize the picture of platforms in the given context, this article presents a typology of urban platforms based on the most common platform functions. Our discussion reveals that while platforms have a connection with classic modes of governance, they have irreducible features worth acknowledging in the theorization of public governance. The type of platform, the level of analysis and social structures are preconditions for understanding the platform logic in urban governance.

A key theme in urban governance research is how neoliberalism reshapes the state–society relationship. Our study on Guangzhou, where urban regeneration through massive redevelopment of “villages-in-the-city” uncovered interactions between the state, market, and community in local governance, contributes to this debate. Based on intensive field research to analyze three projects, we find that what really controls neoliberal growth in China is not simply the authoritarian tradition of the socialist state but also the power of the indigenous village communities. Our findings suggest that state intervention for community building is vital for rebalancing power relations between the state, market, and community.

AbstractSo far, management research on mechanisms of exclusion of employee groups has mainly applied constructs of racism to understanding issues of origin-based ostracism. This research has primarily focused on issues faced by employees whose heritage is markedly different from the heritage shared by the norm group in the given socio-cultural, linguistic, and geographical setting. Against this backdrop, the present study investigates how ostracism plays out when the heritages involved are similar, as exemplified by German employees in Austria. Study 1 examines the discursive production of Austrian stereotyping of Germans in the usage of different terms of reference for ‘Germans’ in Austrian discourse. A corpus analysis of online comments on newspaper sites highlights the implicit Austrian need for delineation against Germany. Study 2 analyzes Germans’ perception of Austrians’ exclusionary linguistic practices and how this impacts on their employment experience and turnover intention. A quantitative analysis of survey data from 600 German nationals employed in Austria reveals that the degree of exposure to these demarcating practices is associated with lower job satisfaction, a higher burnout level and an increase in turnover intention. This study is amongst the first to shed light on the central role of nationalism and national identities in organizational mechanisms of exclusion.

Public governance and income inequality relationship is complex and debatable. This paper examines the extent to which the quality of local governance affects inequality in Vietnam spanning the 2006–2016 period. I apply a generalized method of moments (GMM) estimators to a dynamic panel data extracted from the Vietnam’s provincial competitiveness index and the Vietnam household living standard surveys. The findings are that there is a positive inequality — corruption link but no statistically significant correlation coefficient between the overall level of governance and income disparity. The study, therefore, suggests that the Vietnamese Government at all levels should consider both more effective legal practices and economic low-cost solutions to mitigate corruption.

Public governance must ensure financial sustainability. This investigation aims to assess Portuguese local governments financial sustainability as the ability to service the upcoming obligations in commercial transactions (under the Late Payment Directive framework) and to study if accounting information enables public local governance with greater transparency and accountability about their financial sustainability. The study will focus on the 308 Portuguese local governments from 2009 to 2017. The number of local governments with average payment periods (PMPs) within 30 days had an increasing tendency. However, their adjusted average payment periods greatly exceed the 30 days, which means limited financial sustainability. In 2017, only 29% of the local governments have an adjusted PMP within 30 days against the 63% if it is used the officials PMPs. Therefore, accounting information does not enable public governance with greater transparency and accountability about Portuguese local government financial sustainability.

Responding directly to the themes of the Special Issue, this paper addresses a surprising absence to date of the voluntary sector’s important role in the constitution of place leadership. Drawing on an empirical study of locally rooted voluntary sector organisations in a district of the Midlands of England, we aim to untangle the complex relationship between leadership, place and the voluntary sector, building on recent advances in the collective and critical approaches to leadership studies. A thematic analysis of a rich qualitative dataset highlighted three core themes of the voluntary sector contribution to collective place leadership: their ability to draw on and mobilise local knowledge, their positioning in a web of dense local relationships, and the notion that their intrinsic characteristics are a key source of their distinctiveness and value to the local governance network that constitutes the district’s place leadership. In addition to contributing to a nuanced understanding of the voluntary sector’s place in both the leadership and place leadership studies corpus, our findings shed light on the multiplexity and tensions of leading in the collective, as well as the extent to which the voluntary sector is constrained by wider structures and macro-dynamics.

Issues of the effective participation and cooperation of the civil society in power bodies have been a central social problem of the globe in the latest times. Although theoretical issues of participatory governance have been well developed and widely implemented, e. g. in business sector, cooperation of Power and Community pose a serious problem in the world and Ukraine in particular. The effectiveness of cooperation between Power and the civil society is downgraded by the issue the current condition of both parties, the quality of their work and their mutual trust. Also, it needs to be born in mind that this problem is a part of the triangle Power – Society – Business, and that the external environment has significant impact in the conditions of globalization. Given the Ukrainian context, it should be considered that the power system here was inherited from the Soviet Union. It is incompatible with the present-day realities, and its reform has been so far ineffective. The data from the State Statistics Service of Ukraine (SSSU) show the vast numbers of officials in local governance and central power bodies, picked up in industry-like administrative departments. The bulky apparatus of public governance being streamlined on the problem solution process in economic industries, social problems, not mentioning the ones of individual humans, can be looked at only before elections.   On the other hand, according to SSSU, Ukraine has a network of rather diverse public organizations, but their total number is small. According to Eurostat, quantitative and qualitative parameters of the civil society in Ukraine lag far behind the European ones. A diversity of goals, weak consolidation of efforts, resources and methods for solving the most important problems are factors complicating the cooperation between Power and Community. Theoretical and practical aspects of the problem related with cooperation of Power and the civil society have been elaborated in Europe since long. Advanced principles and various technologies for its solution have been proposed and implemented. The first typology of the public participation in form of “public participation staircase” was admittedly made by researcher Sh. R. Arnstein. She broke the staircase into the three levels: non-participation, symbolic participation, public power. To boost the effectiveness of collaborative action, the European community has elaborated the Code of recommended norms for the participation of the public in taking public decisions. In fact, this technology is the standard of cooperation between Power and Community in Europe.   The need for reform of the system for cooperation of power bodies with the civil society in Ukraine by use the European experience of cooperation is substantiated. The issues of goals, principles, methods and phases of cooperation between the power and the society, their advantages and drawbacks are highlighted.

In the Paleolithic around 100,000 to 10,000 years ago, abstract motives also referred to as signs, patterns, or marks are abundant in parietal art as well as on mobile objects. In the case of parietal art, several studies have been dealing with such abstract signs. However, studies scrutinizing signs on mobile objects, such as figurines, tools, or personal ornaments, are rare and mostly limited to either single objects, or to particular assemblages. Our project SignBase aims to enable large-scale comparisons by collecting abstract motives on mobile objects from all over the European Paleolithic, the African Middle Stone Age, as well as further finds of the Near East and South East Asia. In contrast to the chronological difficulties of dating parietal art, abstract motives on mobile objects are usually well dated, at least with reference to the given techno-complexes. Our project ultimately aims to enable quantitative comparative studies on the development of abstract graphical expressions before the emergence of writing systems. This includes the application of classification algorithms allowing us to study the signs in geographical and chronological dimensions. Furthermore, while any inference about their meaning is inevitably speculative, information-theoretic analyses can shed light on the evolution of their information encoding potential and compare it to later graphical behavior such as early written language.

Network analysis has been one of the fastest-growing approaches to the study of politics in general and the study of international politics in particular. Network analysis relies on several key assumptions: (a) relations are interdependent, (b) complex relations give rise to emergent and unintended structures, (c) agents’ choices affect structure and structure affects agents’ choices, and (d) once we understand the emergent properties of a system and the interrelations between agents and structure, we can generalize across levels of analysis. These assumptions parallel many of the key features of international relations. Key contributions of network analysis helps shed light on important puzzles in the study and research of international relations. Specifically, (a) network analytic studies helped refine many key concepts and measures of various aspects of international politics; (b) network analysis helped unpack structures of interdependence, uncovering endogenous network effects that have caused biased inferences of dyadic behavior; (c) network analytic studies have shed light on important aspects of emergent structures and previously unrealized units of analysis (e.g., endogenous groups); and (d) network analytic studies helped resolve multiple puzzles, wherein results found at one level of analysis contradicted those found at other levels of analysis.

Well-being is a core concept for measuring the satisfaction of citizens with and in their social, political and economic situations. In particular, it is local conditions that are decisive for such an evaluation—and thus also for local welfare production. In addition to municipalities as state authorities, initiatives, non-commercial organisations, associations and federations are also decisive as important welfare producers. From a comparative perspective, the contributions in this volume shed light on various aspects and dimensions of local welfare production and their effects on citizens’ satisfaction. They examine examples from Russia and Germany, in particular the two cities Petrozavodsk and Tübingen as well as the Republic of Karelia and Baden-Württemberg: the theoretical foundations and social challenges, their attitudes and populations, participatory projects and measures of welfare production. Rapid increase of size and demands of the urban population are causing manifold challenges for urban local governance in Bangladesh whereas Japan has successfully tackled similar challenges during last half century by adopting various policy measures at considerable cost. Among those, Bangladesh might easily consider several for her urban governance and development. This paper attempted to find out some policy options that Bangladesh could adopt from Japanese practices and experiences. Accordingly, an explanatory-descriptive design has been employed for content analysis in order to draw logical arguments regarding local autonomy, city governance, local assembly, financial autonomy, environmental and disaster management. Finally, the study concludes that lesson learning is essential but is neither sufficient nor indicative of an exact path to follow.
