Examination of documents when detecting crimes under Art. 196 and 197 of the Criminal Code of the Russian Federation, is always carried out in a certain sequence. At the initial stage, the specialist-auditor understands the specific tasks assigned to him, arising from the questions submitted for research, determines the sufficiency of the documentary data provided for the study and chooses the research methodology. One of the most important problematic issues facing a specialist auditor at the initial stage of the study is the problem of confirming the reliability of accounting (financial) statements. The purpose of the scientific article was to study the economic and legal main forms of interaction between the state and business, as well as to develop practical recommendations for their improvement. The purpose of the scientific article is to study the existing problems of the reliability of accounting (financial) statements and propose ways to solve them. Methodological base of the research. The theoretical and methodological basis of the research in the scientific article was the work of both Russian and foreign specialists in the field of control and auditing, the system of normative documents on the research topic, as well as materials from the scientific literature of leading legal scholars and economists. The main research methods used in writing the work were observation, comparison, induction, deduction and monographic (descriptive) methods.

The role of economic policy based on the neoliberal theory in depression of Ukraine’s economy is considered. It is proved that in Ukraine a plutocratic system has been formed, the basis of which is interpenetrating and mutually complementary interests of subjects of criminal economy and officials of power structures of all levels. Instead of the promised economy of general welfare and equality, the economy of absurdity and paradoxes is reproduced in society. Ukraine’s economy, once one of the most developed economies in the world, turned out to be the most backward in Europe, its people – the poorest, and its oligarchs – the richest (per US$100 thousand of GDP) in the world. There is no doubt that the reproduced system is unnatural and leads our society to a disaster. It is substantiated that Ukraine needs a decisive turn to a fundamentally new way of life, and consequently – to a change in the socio-economic structure of society. The answer to the existing problems and contradictions is to find a new system of theoretical knowledge, what is inherent in science (including social one). According to the author, to ensure the transition from depression to the growth of the national economy, our country needs to change the model of the market economy, with an emphasis on domestic economic development with a significant expansion of domestic demand, increased consumption and investment. This will contribute to economic sovereignty of the country and increase its export opportunities. An important place in this process should be given to the comprehensive plan for radical reconstruction of the national economy, with an emphasis on the re-industrialization of all spheres of the economy, rational allocation of productive forces and retraining of workers in accordance with the requirements of ITD. To do this, it is necessary to develop a long-term program of strategic development of the country, which should be based on the national interests.

An important precondition for the economic development of Ukraine is the inflow of investment capital in the context of market transformations. For its part, it is possible to satiate the economy of the country with investments only in conditions of stable development of this country, because the main condition for the investor is to avoid the capital loss. For this purpose, scientists create rating systems of investment attractiveness, which allow choosing the best investment object. Obviously, it is desirable to take into account the research results of the investment attractiveness of a country, region or industry for a successful investment project. The purpose of article is to analyze the existing methods for determining the investment attractiveness of the economy, develop a rating system of investment attractiveness of a number of the Ukrainian economy sectors and provide recommendations for increasing the investment attractiveness of the sectors of the national economy. It is used the methods and approaches such as analysis, synthesis, dialectical, systemic and comparative methods which allowed to implement the research. In a study it is described a methodology for determining the investment attractiveness of a country, region and industry. The investment attractiveness of the branches of the Ukrainian economy was investigated. The problems were identified and the rating systems of investment attractiveness of the Ukrainian economy branches was compiled. Recommendations for increasing the investment attractiveness of the national economy were given. The research of the investment attractiveness of the economy sectors will identify existing problems in attracting investments and help with their solution. The development of rating systems of investment attractiveness of the Ukrainian economy sectors will help to attract more investments, and investors could choose the best option for investing. The implementation of these recommendations will help to improve the rating of Ukraine's investment attractiveness.
