In fact, the development of startups plays an important role in shaping the national innovation system of the country, further increasing the share of innovation in the economy, creating new types of goods, works and services. Although there is no separate law in our country directly regulate the activities of startups, there are dozens of laws that indirectly cover this area. It is natural that the existing legal framework in this area will serve as a legal regulator in the development of startups in the country and the formation of a national innovation system. Today, the models of developed countries in the legal regulation of innovative activities are used as an example by many developing countries. The national model of innovative development of the Republic of Korea is one of them.

The National Innovation System (NIS) of the Republic of Korea is a successful experience in the implementation of national economic policy based on the implementation of advanced technologies in its own production. This approach makes it possible to successfully develop, along with the innovation sector, traditional industries, whose products meet the most intense competition in world markets. The article contains an overview of the formation and analysis of the current state of the NIS in South Korea.

The article considers the current and future systems for assessing the effectiveness of the use of state resources to create a national innovation system as a factor in improving the economic security of the state, the author develops a methodological approach to assessing the effectiveness of the use of state resources to create a national innovation system. The cyclical development of the world economy in the conditions of globalization is connected, first of all, with the change of technological structures, as well as with the provision of competitiveness for all levels of economic management. In the domestic and foreign economic literature, there is an idea of the national innovation system, which covers all types of economic objects in the country with innovations, increasing their competitiveness, and, thus, the national economy as a whole, and also directly affects the increase in the level of economic security of the country. Most developed countries and many developing countries have already established or are in the process of establishing their national innovation systems, built either on the basis of models already known and tested in other countries, or new, unique models for building innovation systems. The differences between these models of creation of national innovation systems of different countries are, both in the levels of economic objects, which are the basis of innovative breakthrough, and in the degree of use of public resources: "centralized model", based on public resources, or "market model", or a mixed model of "public-private partnership". These issues are the basis for consideration of the presented article. The methodological basis for writing the article was modern scientific research methods, including: dialectical method, method of system analysis, methods of analogy, comparative analysis, expert methods, structural-functional and normative approaches.

South Korea is one of the most developed Asian states, located in the northeastern part of the Asian continent. This country has a powerful economy and highly developed industry, being one of the world's major suppliers of computer technology. Korean statehood traces its history from the 4th-3rd centuries BC, when the country was under the control of the Japanese Empire. As a result of the Second World War, Korea was divided into the northern part, controlled by the USSR, and the southern part, under US patronage. The Republic of Korea was founded on August 15, 1948, after which the Democratic People's Republic of Korea (better known as North Korea) was proclaimed on the territory of the Soviet zone on September 9. The subsequent Korean War, which lasted for three years (1950-1953), only consolidated the division of the country. Over the 70 years of its existence, South Korea has achieved tremendous economic progress, and the changes could not but affect the health sector. Despite the fact that compared to other highly developed countries, South Korea spends not so much on the development of medicine — about 7.6 % of GDP, this figure is slowly but steadily growing. More than half of the capital that goes to meet the needs of the healthcare system is of private origin. In addition to compulsory medical insurance, which covers 96 % of the country's population, non-state sources of funding include the system of voluntary medical insurance, payment for treatment received, as well as funds from charitable foundations. On average, each Korean spends about 5 % of their income on healthcare annually.

Against the background of international openness and globalization of the world economy, it is very difficult to achieve higher competitiveness in the state without the support of friendly neighbors. In this age of competition of constructive ideas, high technologies, knowledge-intensive the problem of innovative development of the Republic of Kazakhstan in the context of the Eurasian Economic Union became central dominant of understanding the goals and methods of reforming the modern state economy. The main ambitious goal is a breakthrough of Kazakhstan in the 30 most competitive countries of the world. This goal promotes the development of a coherent policy of modern developments management and the formation of a national innovation system with effective mechanisms of interaction between government, business and science in the context of the EEU. Kazakhstan tries to integrate experience of developed countries into this process. These countries began their journey to progress from the unification into regional economic alliances. The article analyzes the integration processes and actions of economic activity of participating countries of the Eurasian Economic Union in the new environment. It also examines contemporary processes of globalization and the necessity of creating an economic union, particular features of the regional economic communities. The article includes materials of the Eurasian Economic Union historical background. There was conducted analysis of integration processes development in the economic environment on the example of post-Soviet states joined in the Eurasian Economic Union.
