scholarly journals Policies on teaching English in Southeast and East Asian countries

English is one of the keys to successful globalization; therefore, every country develops own English teaching policy. Teaching English in Asia is a very common issue ruled and supported by the government. This article is a contrastive study on different English policies in such Southeast and East Asian countries as China, India, Indonesia, Japan, Malaysia, South Korea, Taiwan, and Vietnam. The contrastive analysis focused on such aspects as school year of implementing English as required subject, teaching hours of English, teacher’s training, use of local and foreign teachers, teaching methods and materials, funding, etc. The contrastive study among countries mentioned above evaluated the advantages and disadvantages of certain English teaching policies. The positive results of one country can be borrowed and adapted by another country considering its cultural, political, economic or social features. On the other hand, the failures of one country’s English teaching policy can be considered and avoided by another country’s planning on English teaching policy.

ABSTRACT East Asian countries have been successful at specialising in machinery and capital goods. Latin American countries, on the other hand, have retreated from these sectors, reinforcing their specialisation in resource-intensive goods. Institutional arrangements in place in both regions explain these divergences. In particular, the differences in the strategy and structure of leading firms, the nature of industrial promotion by the government, the development and support of small and medium-sized firms and the operation of foreign-owned firms may explain the respective success and failure in sectoral specialisation in machinery. Failure to develop these sectors may hinder the process of economic development.

To date, few political scientists have researched the political, economic, and social relationships between Russia and Myanmar. The two countries, which at first glance may seem to have little in common, have intensified their cooperation in recent years. This article explores the ties between the two countries, not only the historical development and the dimensions of the relationship, but it also examines the current advantages and disadvantages of the relationship. Is Myanmar Russia's open door to the region in order for it to become a significant player in the Asia-Pacific region? Can Russia provide a ‘counterbalance’ for the smaller Southeast Asian countries against the great powers such as China and India? Will this relationship be a pivotal one for both countries in the future, or will it remain a limited partnership, restricted to particular interests?

Abstract This paper explores the potential consequences of the Higher Education Sprout Project (hesp) announced by the Ministry of Education (moe) in March 2018. In the fast-changing global arena of higher education, the Taiwanese government is striving for excellence in the performance of its higher education. Together with other East Asian countries like Japan, Korea, and Singapore, Taiwan officially entered the competition of global university ranking in 2006 when the government initiated the first round of the Aim for Top University Project (atup). After two five-year atup rounds, moe reviewed the results and started to revise the policy. Consequently, hesp was proposed and implemented. In this paper, we explicate the context of changing higher education landscape in Taiwan since 1994, the year the most recent education reform started. The discussion then moves to the issues emerging from the nationwide atup project. During the ten years of atup, most Taiwanese universities were influenced by the directions the project established. However, there has been criticism of atup and its outcome was severely in question. After reviewing the atup, the hesp came out in 2018. We analyse the policy as well as address its potential influences on universities in Taiwan.

The impacts of the government funding on the NGOs in terms of advantages and disadvantages has received mixed response from the scholars. This study attempts to review the promises and perils of government funding on the NGOs and aims to gather the scattered knowledge from literature at one place. Literature review was carried out for the relevant studies. Using the inclusion/exclusion criteria established for this article, 31 studies were finally selected for review. Using thematic analysis approach, 5 main themes regarding government funding impacts on NGOs were extracted from the reviewed 31 studies. The themes are institutional theory and Isomorphism, accountability, loss of autonomy, mission drift and crowding out. Some scholars and studies linked these themes with underperformance while others linked them with stability of the NGOs. Definite results are hard to draw to determine the impacts of government funding on NGOs and in fact these impacts depend upon a number of factors such as, age, size, sector, demography, political, economic and social environments of an NGO

This publication is written in commemoration of the 200th anniversary of the “Case of Professors" of St. Petersburg University, which heralds the important stage in the formation of conservative policy of the Russian government in the sphere of science and education. The object of this research is the impact of the events of 1821 upon the development of government science in Russia – the early direction of statistical science. The author analyzes the prerequisites for the emergence of political-economic direction of government science in Russia, draws parallel with the traditional German school, outlines the key peculiarities – attempt to determine the advantages and disadvantages of the phenomena under review, establish causal relationships between them, appose government science with political economics. In the course of the “Case of Professors”, two of the most prominent representatives of this scientific direction – C. T. Hermann and K .I. Arsenyev were exposed to harsh criticism by the officials of the Ministry of Religious Affairs and Public Education. Leaning on the published and archival sources, the article explores the arguments of M. L. Magnitsky, I. S. Laval, A. N. Golitsyn on the topic of teaching statistics at the university. The conclusion is made that the major complaint of the officials to the teaching techniques and scientific works of Hermann and Arsenyev was their extensive interpretation of the subject of statistical science. The opponents of the scholars sought to bring the government science back to the traditional for the XVIII century descriptive school, as well as limit it solely to the empirical methods. It is indicated that the prohibition against using the works of Hermann and Arsenyev in the educational institutions entail significant consequences and halted the development of political-economic direction of government science for over two decades. The university statistical education returned to this tradition only after 1835, with the adoption of the new university charter.

This study aims to clarify regulations used among each type of registered and unregistered Malaysian homestays and to reveal issues arose regarding the implemented regulations. Selected homestays that are established by the government organizations and individuals were investigated to carry out the comparison on each homestay. Host families and persons in charge of the Ministry of Tourism, Arts and Culture (MOTAC), the Ministry of Agriculture (MOA), and the Ministry of Rural and Regional Development (MRRD) were also interviewed. Findings showed that there is only one guideline used for all types of homestays in Malaysia, which is the Malaysia Homestay Registration Guideline, established by MOTAC. MOTAC has also been selected as a leader of homestays in the Southeast Asian countries by the ASEAN Secretariat; therefore, the ASEAN Homestay Standard is also being referred. However, the implementation of this guideline and standard among other homestays unregistered with MOTAC (homestays established by MOA, MRRD, and individuals) is not compulsory, although encouraged, where they may receive equal benefits in term of facilities and promotion. Some issues arose due to the tax regulated by the local authorities, failure on homestays to be registered with MOTAC, and abandoned homestays. This study recommended that the Malaysia Homestay Registration Guideline to be standardized and regulated to all types of homestays, including individuals and unregistered homestays in Malaysia. This is important in order to reduce issues arose involving the homestay industry, providing safety and comfort to the tourists and, to help to develop rural income among host families and the rural community themselves.Keywords: Rural tourism, homestay, regulation, management, operation

New Zealand's COVID-19 lockdown in March and April 2020 was among the world's most stringent. Similar to other countries, New Zealand's lockdown occurred amidst pervasive health and economic uncertainties. However, New Zealanders experienced comparatively less psychological distress. To test theories of pandemic distress mitigation, we use national longitudinal responses with pre-COVID-19 baselines and systematically quantify psychological distress trajectories within the same individuals during the lockdown (pre-COVID-19 = 2018/2019; stringent-lockdown = March/April 2020; N = 940). Most distress indicators were minimally elevated. However, there was a three-fold increase in feelings of worthlessness. Neither satisfaction with the government, nor business-satisfaction, nor a sense of neighbourhood community were effective distress defences. Perceived social-belonging and health-satisfaction mitigated feelings of worthlessness. A silver lining was a relief from feelings of effort, which social-belonging fostered. That social-belonging and health satisfaction could quell serious distress among those low in government confidence, low in business satisfaction, and low neighbourhood community proves that distress mitigation is possible without shifting a population's general political, economic, and civic attitudes. Protection of income and containment of infectious disease threat reduces mental health burdens. Though feelings of worthlessness surge during lockdown, such feelings attenuate from interpersonal belonging with people one already knows.

 Abstract Generally speaking, media is extensively used as the means to disseminate news and information pertaining to business, social, political and religious concerns. A portion of the time and space of media has now become an important device to generate economic and social activities that include advertising, marketing, recreation and entertainment. The Government regards them as an essential form of relaying news and information to its citizens and at the same time utilizes them as a powerful public relations’ mechanism. The effects of media are many and diverse, which can either be short or long term depending on the news and information. The effects of media can be found on various fronts, ranging from the political, economic and social, to even religious spheres. Some of the negative effects arising from the media are cultural and social influences, crimes and violence, sexual obscenities and pornography as well as liberalistic and extreme ideologies. This paper sheds light on these issues and draws principles from Islam to overcome them. Islam as revealed to humanity contains the necessary guidelines to nurture and mould the personality of individuals and shape them into good servants. Abstrak Secara umum, media secara meluas digunakan sebagai sarana untuk menyebarkan berita dan maklumat yang berkaitan dengan perniagaan, kemasyarakatan, pertimbangan politik dan agama. Sebahagian dari ruang dan masa media kini telah menjadi peranti penting untuk menghasilkan kegiatan ekonomi dan sosial yang meliputi pengiklanan, pemasaran, rekreasi dan hiburan. Kerajaan menganggap sarana-sarana ini sebagai wadah penting untuk menyampaikan berita dan maklumat kepada warganya dan pada masa yang sama juga menggunakannya sebagai mekanisme perhubungan awam yang berpengaruh. Pengaruh media sangat banyak dan pelbagai, samada berbentuk jangka pendek atau panjang bergantung kepada berita dan maklumat yang brekenaan. Kesan dari media boleh didapati mempengaruhi pelbagai aspek, bermula dari bidang politik, ekonomi, sosial bahkan juga agama. Beberapa kesan negatif yang timbul dari media ialah pengaruhnya terhadap budaya dan sosial, jenayah dan keganasan, kelucahan seksual dan pornografi serta ideologi yang liberal dan ekstrim. Kertas ini menyoroti isu-isu ini dan cuba mengambil prinsip-prinsip dari ajaran Islam untuk mengatasinya. Tujuan Islam itu sendiri diturunkan kepada umat manusia ialah untuk menjadi pedoman yang diperlukan untuk membina dan membentuk keperibadian individu dan menjadikan manusia hamba yang taat kepada Tuhannya.
