Implementation of the national project “Ecology” in the Russian Arctic zone in connection with the current strategic documents on carrying out the state policy in the Arctic until 2035 is analyzed. A special attention is paid to the state environmental management on the basis of the best available technologies and ensuring the balance of interests of economic entities operating facilities with a significant negative impact on the environment. Methodological and organizational inconsistencies in implementing the project with the conceptual provisions of the theory of transition to the best available technologies are considered. In connection with Russia's national development goals until 2030 in the field of environmental safety, the “Strategy of development of the Russian Arctic zone and ensuring national security for the period up to 2035” and the “National Action Plan, ensuring recovery of employment and population incomes, economic growth and long-term structural changes in the economy” measures and mechanisms to achieve a notable positive result in the implementation of the national project are justified and specified. The feasibility of the financial and organizational restructuring of the federal project “Introduction of the best available technologies” and the possibility of implementing its activities as part of other projects of the national project “Ecology” during the period until 2024 is argued.

In recent years, a new market trading in cryptocurrencies and instruments based on them has been formed. The market of This paper The goal of the study is to analyze the degree of differentiation of the Arctic regions of Russia by the key indicators of socioeconomic development, dependence of their economic development on the raw materials industries, which should be accounted to shape an efficient regional policy by the state and achieve the strategic goals for the reclamation and development of the Russian Arctic zone. The methodology of the study is based on a systematic approach to assessing the socioeconomic and sectoral differentiation of the Arctic regions of Russia. A set of general scientific and special research methods was used. The conducted analysis indicates that all the Arctic regions under study have a narrow raw materials nature of the economy, the sectoral structure is poorly differentiated. The policy of equalizing the per capita income and the cost of living in the Arctic regions with other regions of Russia largely determined the outflow of population from the northern regions. The state regional policy in relation to the Arctic regions should take into account their heterogeneity in order to achieve the results outlined in the strategic documents.

The similarity of the regions of the Russian Arctic and the state of Alaska in the United States in the climate, geographical and geopolitical terms is obvious. However, at the same time there are many differences, in many ways determining the level and quality of life of the population of these territories. The historical retrospective of the development of Siberian and northern lands development by the Russian people, who reached the strait between Asia and America and colonized part of the territory of North America, about the successful beginning and end of this "company" stretching for two centuries, some understanding of the need to develop new lands for the Russian man individually and the state as a whole, the article refers. Considering the situation of modern Russia and the United States of America in terms of the sustainable development of the northern, Arctic regions of both countries, an attempt is made to find possible ways to improve the financial situation of the indigenous peoples of the North and the non-native inhabitants of the Arctic zone of the Russian Federation by comparing constitutional approaches to socio-economic development and the area of environmental management of the Russian and American Arctic.

The article considers issues associated with the problems and means of supporting the construction organizations operating in the Arctic zone of the Russian Federation (AZRF), including the state measures of supporting these organizations. The author proposes to establish an organizational and economic mechanism of supporting construction organizations operating in the AZRF. According to the author, this mechanism would ensure a faster and more effective implementation of the state goals set out in Presidential Decree no. 645 of 26.10.2020 «On the Strategy for the Development of the Arctic Zone of the Russian Federation and Ensuring National Security for the period up to 2035». A system of assessing the level of development of state means of supporting construction organizations operating in the regions of the Russian Arctic is offered.

In the current context of strengthening the existing and emerging challenges and threats for the economic security of the Russian Federation, studying structural transformations that define the immunity of the economic system to internal and external negative impacts seems quite essential and relevant. This paper aims at identifying main trends in structural transformations in the industrial production in the Arctic zone of the Russian Federation (or the RFAZ), which is strategic for the sustainable development of the national economy. For this purpose, the author executed an analysis of structural shifts and an estimation of the changes in the branch structure of industrial production in the Arctic regions in 2017–2019. The research was implemented on the basis of relative indicators for the types of economic activity in the total volume of dispatched goods produced domestically, works done and services provided by own efforts. The quantitative measurement of structural changes was made using the aggregate speed indicators (L. Kazints quadratic absolute structural changes coefficient (or the Kazints index)), intensity (K. Gatev integral structural shifts coefficient (or the Gatev index)) and a materiality level of structural changes (V. Ryabtsev integral coefficient of structural differences (or the Ryabtsev index)), as well as particular indices describing the weight, speed and index of structural shifts. It is found out that the structure of the industrial production in the RFAZ has not generally undergone significant changes for the period in question. This is explained by the multidirectionality of the dynamics in structural shifts at a regional level. Their analysis indicates that the orientation of the majority of Arctic region for mining of mineral resources becomes more pronounced that allows inferring the strengthening of structural disproportions in the industrial production of the Russian Arctic.

The impact on healthcare organization on the territory of Russian Arctic of unique natural and climatic, demographic, ethnic, settlement and professional factors of influencing the health of population, constantly or temporarily living on this territory is studied. The necessity is substantiated of various forms and resource provision with healthcare services such real and potential patients of Arctic medical institutions, as representatives of indigenous small peoples of the North, workers of mining and metallurgical industry, military personnel, sailors and shift workers. In this connection a correction of a number of All-Russian normative acts is proposed.

The Arctic has always been in the field of close attention of the Russian leadership. This was especially true in 2020. This year, a number of important strategic planning documents were adopted that define the country’s state policy in the Arctic zone for the next 15 years. These are: The Fundamentals of State policy in the Arctic Zone until 2035 and the Strategy for the development of the Russian Federation’s Arctic zone and ensuring national security for the period up to 2035. In parallel, work continued improving the federal authorities activities on the exploration and development of the Arctic. New members of the State Commission for Arctic development approved including their powers expanded. The newly formed Ministry of the Russian Federation for development of the Far East and the Arctic has begun its activity. Simultaneously, the Government decided on the extension of the Far East development institutions competence in the Arctic zone. The attention of the public was drawn to the planned major infrastructure projects in all the subjects of the Russian Arctic. The author, drawing attention to a wide list of planned major arctic infrastructure projects in all the subjects of the Russian Arctic zone, expresses doubts about the possibility of their implementation, taking into account the existing and potential difficulties. The article points to the need to use the experience in the advancement and development of the Arctic, acquired in 2020, during the Russian presidency of the Arctic Council in 2021–2023.

The author of the paper analyzes the prospects for the poverty level reduction in the Republic of Sakha (Yakutia) and its Arctic regions in terms of achieving the national development goals of the Russian Fed-eration by 2030. On the basis of official statistics and data from open sources, the factors and the downside risks to the socio-economic situation of the people of the region are assessed. The paper considers measures poverty reduction, provided for in the “Strategy for the socio-economic develop-ment of the Arctic zone of the Republic of Sakha (Yakutia) for the period until 2035”. The conclusion is made about the limited effectiveness of such methods of improvement in this area as a social contract, stimulation of self-employment and em-ployment in traditional economic sectors and a low feasibility of a twofold decrease in the poverty level in the Arctic zone of the Republic by 2030. The pos-sibility of achieving this goal exists only if there are system changes in the socio-economic sphere and the comprehensive effort at all levels of government. The importance of an equal distribution of income for the accelerated reduction of the number of citi-zens, who are unable to meet the social and general-ly accepted standards in society owing to a lack of money, is noted.

The development of the domestic tourism market, including the Arctic zone of the Russian Federation, is important for overcoming the consequences of the economic crisis caused by the COVID-19 pandemic. A comprehensive and reliable methodology for assessing the tourism potential is necessary for effective decision making and attracting tourists. Based on the analysis of international and Russian experience of assessing tourist destinations, we identified the shortcomings of the existing methods and substantiated the necessity of a nuanced approach to assessing the tourism potential of regions using authors’ balanced scorecard. Our methodology relies on the balanced approach, demonstrating the compliance of the assessment results with the interests of tourism stakeholders. The developed method considers information needs and main interests of tourists, business representatives, regional population and authorities. Based on key parameters of the tourism potential of the Arctic zone, we defined the structure of the balanced scorecard (economic, infrastructural and cultural-natural aspects) using systems and structural-functional analysis. Further, using the multivariate mean (with target values of indicators as a standardised coefficient), we calculated integral indicators, eliminating the influence of dynamics of other regions on the assessment results. Structural and comparative analysis of a matrix of integral indicators allowed us to examine the dynamics of the tourism potential of the Russian Arctic and ways to improve it (on the example of Arkhangelsk oblast). Correlation analysis of the relations between the tourism potential and tourist flows within a time lag confirms the reliability of the developed methodology. Research results can be used by authorities managing the Russian Arctic for identifying the ways to increase its tourism potential

Сформулированы общие требования к пожарной технике и оборудованию, аварийно-спасательным средствам, предназначенным для эксплуатации в Арктической зоне Российской Федерации (АЗРФ). Рассмотрены основные факторы, связанные с использованием пожарной техники в условиях экстремально отрицательных температур и затрудняющие тушение пожаров, проведение аварийно-спасательных работ. Основным фактором является неприспособленность к работе при значениях температуры окружающей среды ниже минус 40 °С имеющейся пожарной техники или ее отсутствие. Этот фактор определяет и другие негативные факторы, снижающие эффективность пожарной техники или делающие невозможным ее применение. Указаны основные приоритеты развития системы материально-технического обеспечения сил и средств ФПС ГПС МЧС России в АЗРФ. The main directions of FPS GPS divisions development in the Arctic zone of the Russian Federation (AZRF) are formulated. The paper draws attention to the problem of equipping fire and rescue units operating in the AZRF with special equipment adapted to extreme operating conditions. A number of factors have a negative impact on providing fire and rescue units with the necessary equipment. They include an insufficient number of equipment types designed specifically for operation in AZRF conditions, the lack of a regulatory framework containing the requirements to certain types of fire and rescue equipment of HL climatic performance. In addition, the authorizing departmental documents, defining the order of material and technical support of divisions of FPS GPS EMERCOM of Russia, do not consider the features of material and technical support of divisions in AZRF. There are formulated the following main development priorities for the system of material and technical support of forces and means of the FPS GPS EMERCOM of Russia in AZRF: development and implementation of innovative models of multifunctional mobile fire and rescue vehicles and equipment, improvement of the system of maintenance and repair for fire and rescue equipment and vehicles in the Arctic zone. In addition, it is necessary to build, reconstruct and equip the infrastructure objects for divisions of FPS GPS EMERCOM of Russia including the provision with modern information and communication technologies and life-support systems that allow to monitor the situation effectively and, if necessary, to warn the population.

The reasons for the intersection of the geopolitical interests of the leading states of the world in this region are revealed. The main directions of scientific and technical cooperation in the development of the Arctic are identified. The role of the Arctic Council in solving the problem of coordinating the interests of various actors in the region is shown. The strategic necessity of the development of the Arctic as a region free of conflicts and rivalry is substantiated. The analysis of the Russian Arctic policy and mechanisms for its implementation. The author substantiates the conclusion that the development of the Russian Arctic zone can become a driving force for the qualitative growth of the national economy, the formation of the country's competitive advantages in the long term, as well as maintaining the global ecological balance and stability.
