Zur Geschlechterdimension sozialräumlicher Reformvorschläge in der Pflegepolitik

Zusammenfassung Pflegepolitische Reformvorschläge beziehen sich häufig auf eine im weitesten Sinne sozialräumliche Perspektive. Ihre jeweils zu erwartenden Auswirkungen auf Gleichstellung bleiben dabei meist unbenannt – obschon pflegepolitische Reformen keineswegs geschlechterpolitisch neutral sind, wie insbesondere die feministische Care-Debatte herausgestellt hat. Um den Zusammenhang von Gender, Sozialraumorientierung und Pflege auszuleuchten, skizziert der Beitrag zuerst den fachlichen Stand von Teilperspektiven: erstens Gender und Care und die Konkretisierung Gleichstellung und Pflegepolitik, zweitens Sozialraumorientierung in der Pflegepolitik, drittens die Berücksichtigung von Geschlecht in der Sozialraumorientierung. Anschließend werden pflegepolitische Reformvorschläge vorgestellt, die Gender und Sozialraumorientierung zusammendenken, und schließlich zusammenfassend Handlungsbedarfe einer gleichstellungs- und sozialraumorientierten Pflegepolitik dargestellt. Abstract: On The Gender Dimension of Socio-Spatial Reform Proposals in Care Policy Reform proposals in care policy often refer to a socio-spatial perspective. Their expectable effects on gender equality usually remain unnamed – although care policy and its reforms are anything but gender neutral, as the vast feminist debate on care has shown. To illuminate the connection of gender, socio-spatial orientation and (geriatric) care policy, the article initially sketches the state of expertise on subsections: first gender and care and their operationalisation as gender equality policy and (geriatric) care policy, second socio-spatial orientation in (geriatric) care policy, third consideration of gender in socio-spatial perspectives. Subsequently, it presents reform proposals in care policy combining gender and socio-spatial orientation. Finally, it compiles needs for action of a care policy comprising gender equality as well as socio-spatial perspectives.

Problem setting. Gender policy today is one of the decisive factors in building civil society, reaching consensus between different branches of government, the successful implementation of democratic reforms in Ukraine, its integration into the European Union. The observance of gender equality in the state demonstrates how civilized and democratic it is. The purpose of this article is a general study of the main directions of state gender policy, analysis of international norms in the field of gender equality and compliance of current Ukrainian legislation with international legal standards. Analysis of recent researches and publications. Issues of legal support for gender equality in Ukraine are studied by scientists in various aspects, as indicated by the scientific works of Kobelyanska L., Hrytsyak N., Hrytsai I., Grabovska I., Melnyk T., Honyukova L., Pedchenko N., Kresina I. and others. Article’s main body. However, some aspects related to further improvement of the state gender policy, bringing the current legislation in line with international and regional legal standards remain unresolved. The implementation of these tasks has not only theoretical but also significant practical significance and, accordingly, requires further research. Problems of studying the state policy of Ukraine in the field of gender equality remain relevant, as evidenced by the analysis of international norms and current Ukrainian legislation in the field of equality of rights of men and women, elimination of all forms of discrimination against women, combating domestic violence. The article considers both the positive and negative aspects of the state gender policy; the necessity of further improvement of the current legislation, bringing it in line with international legal standards, which is especially important in connection with the European integration processes of Ukraine, is substantiated. Conclusions and prospects for development. Thus, it should be noted that gender policy remains an important area of public policy, but unfortunately, despite significant advances in gender equality, public policy is reduced to such separate areas as assistance to families with children, social protection of women, protection of women in sphere of labor, etc. These areas of state social policy are very important, but they are not exhaustive. In addition, the legal framework for state gender policy needs to be further improved. Not all legal documents are perfect, unambiguous and can be fully applied in practice and therefore need further refinement. The Law on Ensuring Equal Rights and Opportunities for Women and Men, adopted in 2005, needs to be updated because it does not meet modern needs. In addition, Ukraine lacks a National Strategy in the field of gender equality, which would promote the further development of the principle of gender integration in all spheres and branches of public administration. The problem of equal rights for women and men in a democratic society is proclaimed as one of the main tasks in solving today’s social problems.

Abstract This paper aims to contribute towards a better understanding of the dynamics of women's movements and their relations with institutions, political parties and the official mechanisms used to promote gender equality. It is the outcome of the first study on State feminism in Portugal. Our research was carried out using a case study which focused on the main gender equality official mechanism and its networks, which required a qualitative approach. We concluded that currently, while the Portuguese State is confronted with its persistent inability to implement gender equality policies, the present situation of Portuguese women's movements is that of redefining and adjusting to the major challenge of reinvention and resignification within a very difficult external environment.

The purpose of this article is to study the share of women involved in healthcare management at various levels. Results: The women engaged in top management are 28%. The share of women at the middle level of management is nearly twice larger (53.4%). In operational management such as the management of healthcare establishments, women’s participation is 36%. Conclusion: Women’s representation in the management of the healthcare system in Bulgaria (35.9%) falls behind European countries’ indicators (41%). Bulgaria is applying a gender equality policy but a lot remains to be done.

This article provides an insight into the contemporary level of gender equality that characterizes Swedish news programs. The study is based on available data and reports regarding women’s status in the newsroom, as well as their opportunities and access to the process of making news. The study analyses Swedish public service channels’ policy concerning women’s and men’s equal rights in the newsroom and the reflection of this in practice. The main aim of the article is to explore whether Swedish news is really as gender neutral as expected and what needs to be improved to achieve actual gender balance.

This paper offers an in-depth review of the Soviet hit film Moscow Doesn’t Believe in Tears (1979). Focusing on its female characters, it analyses the gender dynamics that prevailed in the Soviet Union at that time and the narrative impact it had on the plot. The article is divided into three subsections: a brief historical and political context, a depiction of the state of gender equality in the Soviet Union, as well as the power dynamics that existed both in the professional and domestic sphere, and a summary of the different femininities portrayed by the characters, along with the role morality and fate played in the film.

The analysis of numerous scientific publications demonstrates the great relevance of gender studies at the current stage of Ukrainian social development, in almost all spheres of social relations. As for ensuring equal participation of men and women in the functioning of the military organisation of the state, the implementation of such a gender balance contributes to improving civilian control over it through the possibility of developing the capacity of regulatory bodies in gender issues, promoting dialogue between the community and control bodies, and drawing public attention to the problems of accountability of institutions of this organisation. The main purpose of this study is to highlight the state of gender equality in the military organisation of the state through the lens of civilian democratic control. The study determined the state of legislative regulation of the concept of military organisation of the state and civil democratic control. The study analysed the introduction of a gender perspective in Ukraine in the subject matter and the dynamics of establishing a gender balance in the military organisation of the state; the impact on existing trends of legislative initiatives. It is stated that the modern Ukrainian army is mostly “male”. Despite the fact that women are allowed to serve in the military, they do not take part in making socially important decisions, they do not hold high military positions, and career growth is challenging for them. The study identified the main problems of implementing gender equality in the Armed Forces of Ukraine and other structures of the Defence Forces of Ukraine, which are more based on social stereotypes of pre-defined roles for men and women. Civil control over the Armed Forces is described as a socio-political process in this area
