The church conducts entrepreneurship for the congregation and the community as one of the fulfillment of cultural mandates. One form of church social service is congregational entrepreneurship during the COVID-19 pandemic. The impact of the pandemic has made it difficult for the congregation to meet the needs of daily life. Therefore, the church as an institutionalized individual and community is responsible for carrying out concrete social services through entrepreneurship. This research is a theological response for the church to address the pandemic conditions specifically related to entrepreneurship. This paper uses the literature study method and theological reflection approach. The results of this study are the formation and increase of entrepreneurship managed by congregations and churches in the COVID-19 pandemic area.

ABSTRACTThe theory of incrementalism is a long-standing and influential perspective on policy making and resource allocation in the public sector. Previous research on social services budgeting suggests that resources are allocated incrementally, although there has been some debate as to whether this would persist in an era of prolonged expenditure restraint. Incremental budgetary outcomes are operationalised as percentage changes in budgets pro-rata with percentage changes in the total budget, and as stable shares of total expenditure for each activity. Data for 99 English social service departments supports incrementalism in that budget shares change by only 1.8 per cent, but percentage allocations depart from pro-rata incrementalism by a mean of 74 per cent. The comparison of the two summary indices over time supports those who have argued that prolonged restraint would encourage non-incremental budgeting, but change in the agency's total budget does not consistently predict budgetary outcomes. The effect of restraint on incrementalism varies with the measure used and across the component activities of the measures, but there is enough evidence to suggest a significant decline in the level of incrementalism in social service departments. In particular, non-incremental budgeting is strongly associated with the growth of day centre expenditure on the mentally ill and the elderly before 1982–3, and after that with the pursuit of the ‘community care’ strategy within state provided services for the elderly and children. Incrementalism as a general theory of agency budgeting is limited in its ability to explain variations in the degree of incrementalism between agencies, between component budgets and over time. The conclusion suggests that further research should seek explanations for these variations in the varying balance of the competing forces which shape outcomes in welfare bureaucracies and in the relationship between these forces and the organisation's environment.

Strong social connections often deter residential mobility beyond reach of the social network. A missing link in the body of research on this subject is the significance of the role of social networks in pooling resources for costly services and neighbourhood-level access to social services. Few have explored whether assistance from local social service agencies may substitute for practical help from social networks, thereby enabling low-income assisted renters to locate housing in more desirable neighbourhoods. Relying on data from the Moving to Opportunity experiment, this article examines the impact of social networks and social services on the dynamics of residential mobility. I find that the existence of social networks in the place movers left behind tends to increase the likelihood of moving back, but this likelihood varies with current access to social service providers and distance moved. These findings suggest that policy efforts in spatial dispersion of poverty should pay close attention to the geography of social services.

How does foreign support for rebel groups affect rebel governance of civilians during armed conflict? Existing studies primarily examine the local and domestic politics of rebel rule, leaving the effects of foreign intervention on rebel governance underexplored. Focusing on rebel provision of social services, this study considers two competing arguments. The first suggests that foreign sponsorship reduces rebels’ need to rely on local civilians for resources and hence decreases rebels’ incentives to provide services. The second anticipates that by augmenting rebels’ resources and military capabilities, foreign support increases their capacity to provide welfare services. These competing logics suggest that different types of foreign support have divergent effects on rebel social service provision. The article tests this theory using cross-sectional time-series data on external support for rebel groups and rebel governance for the post-1945 period. It finds that rebel groups that receive external funding, weapons or training are significantly more likely to provide education and health services to civilians. In contrast, direct military intervention to assist insurgent forces has no effect on rebel service provision. This article is among the first to systematically study the impact of external support and third-party intervention on rebel social service provision during civil war and holds implications for civilian welfare in contested territories.

This article argues that a failure to draw on social and contextual perspectives, in both pastoral care and theological reflection, is behind failures in effective practice and theological reflection. This is demonstrated by reference to the clergy’s experience of pastoral care and some recent examples of theological reflection on the state of the Church today. Missing in both cases is reference to the social and contextual consequences of the catastrophic decline in church membership of the ‘long 1960s’. It is suggested that ignoring these factors reflects the impact of the decline.

Purpose: This study has been initiated to measure the impact of fiscal decentralization in case of Balochistan province by using both revenue decentralization and expenditure decentralization to measure the impact of fiscal decentralization on provision of health, education, employment and poverty reduction. Design/Methodology/Approach: In measure, we have applied ARDL approach on the data spanning from 1975 to 2016. Findings: Our results point out that fiscal decentralization improves the social services delivery in case of Balochistan province. Moreover, it improves the provision of health and education facilities in Balochistan. Further, our findings indicate that fiscal decentralization leads to reduction in the poverty and unemployment. In addition, we found that expenditure decentralization is relatively effective in the provision of social services as compared to the revenue decentralization in case of Balochistan. Implications/Originality/Value: Our study findings suggest that to improve the social services delivery; we may opt for fiscal decentralization particularly expenditure decentralization in case of Balochistan.

The objectives of the study were to investigate the impact of i) social services participation undergraduate students on their academic achievement; ii) social services participation undergraduate boys students on their academic achievement, and iii) social services participation of the undergraduate girls students on their academic achievement. A sample of 80 undergraduate students of Gangadhar Meher University, 40 each from participants and non-participants students were selected randomly. Out of which 20 each from boys and girls undergraduate students were participants groups and 20 each from boys and girls undergraduate students were from non-participants groups. Information Inventory on Social Service Participation Test was used for data collection and average academic achievement SGPA score of undergraduate students given by university was adopted for accessing the academic achievement of students. The‘t’ test revealed that i) there was no impact of social service on academic achievements of undergraduate students. Academic achievement of both social service participant and non-participant undergraduate students were similarly; ii) there was no impact of social service on academic achievements of participant and non-participant undergraduate boys students’. Academic achievement of both social service participant and non-participan boys undergraduate students’ were same line; and iii) there was no impact of social service on academic achievements of participant and non-participant undergraduate girls students. Academic achievement of both social service participant and non-participant girls undergraduate students’ were same line. The purpose of this study is to report the effectiveness of ergotherapy and occupational therapy activities included in upbringing and education of children and youths with disabilities that use the social service "Family-type accommodation center". Materials and Methods: The study included 37 users using the relevant social service in the Municipality of Pleven, distributed by age groups and degree of disability. A survey was conducted with 26 employees in these Centers to determine the impact of the program on consumer development. Tests were performed to assess the skills for independent daily life. The obtained results were processed statistically to determine their significance. Results: The data from the study show a statistically significant positive impact of the selected ergo- and occupational therapy program in children and young people with disabilities raised in Family-type Centers, and is most significant in children of preschool and primary school age. The improvement in young people with severe physical and mental disabilities is expected to be insignificant, but the results of the survey of employees show a positive effect on their psycho-emotional state. Conclusion: Inclusion of an appropriate ergo- and occupational therapy program in the upbringing and education of children and young people with disabilities, who are in a disadvantaged social position and use social services, has a favorable impact on the formation of their skills for independent living.

Abstract. The elderly, people with disabilities, people with HIV/AIDS, and people with mental disorders in vulnerable groups during the Covid-19 pandemic. This group must be given special attention because they are susceptible to Corona virus. The church as a social humanitarian institution is very concerned to pay attention to this group by doing charitable social services. This charitable social service aims to restore the physical and psychological state of this vulnerable group from the bad situation caused by the emergence of this Corona outbreak. These charitable social service activities are carried out using a combination of social work and social analysis methods. The impact of this activity is the recovery of physiological and psychological conditions of vulnerable groups. They were finally allowed to undergo this pandemic and new normal without any worries. Charitable social services have helped to make this group aware of their hygiene awareness in maintaining the condition of their bodies during this pandemic and in the future. The presence of the OiC Command Post in charitable social service activities in the form of providing social assistance in the form of food, vitamins and masks is enough to help vulnerable groups in meeting their nutritional needs during this pandemic. Adequate nutritional intake will greatly help maintain immunity and physical stamina, sustain economic needs, and maintain a healthy body. This charitable social service activity also had an impact on recognizing the existence of the Catholic Church as a religious social institution that not only offered heavenly (eschatological) salvation, but was also able to proclaim the real worldly salvation, now and here. Abstrak. Kaum lanjut usia/jompo, difabel, penderita HIV/AIDS, dan kaum yang mengalami gangguan mental termasuk kelompok rentan pada masa pandemi Covid-19. Kelompok ini mesti diperhatikan secara khusus karena rentan terpapar virus Corona. Gereja sebagai lembaga sosial kemanusiaan sangat berkepentingan untuk memperhatikan kelompok ini dengan melakukan pelayanan sosial karitatif. Pelayanan sosial karitatif ini bertujuan untuk memulihkan keadaan fisik dan psikis kelompok rentan ini dari situasi buruk akibat munculnya wabah Corona ini. Kegiatan pelayanan sosial karitatif ini dijalankan dengan menggunakan metode gabungan antara pekerjaan sosial dan analisis sosial. Dampak dari kegiatan ini adalah pulihnya keadaan fisiologis dan dan psikologis kelompok rentan. Mereka akhirnya boleh menjalani masa pandemi dan new normal ini tanpa rasa khawatir dan cemas. Pelayanan sosial karitatif telah turut menyadarkan kelompok ini agar tetap memiliki kesadaran higienik dalam memelihara dan menjaga kondisi tubuhnya selama masa pandemi ini dan masa-masa yang akan datang. Kehadiran tim posko OiC dalam kegiatan pelayanan sosial karitatif dalam bentuk pemberian bantuan sosial berupa sembako, vitamin dan masker cukup membantu kelompok rentan dalam memenuhi kebutuhan asupan gizi selama masa pandemi ini. Asupan gizi yang cukup akan sangat membantu mempertahankan imunitas dan stamina fisik, kelangsungan kebutuhan ekonomi, serta menjaga kesehatan tubuh. Kegiatan pelayanan sosial karitatif ini juga berdampak pada pengakuan terhadap eksistensi Gereja Katolik sebagai lembaga sosial religius yang tidak saja menawarkan keselamatan surgawi (eskatologis), tetapi juga mampu mewartakan secara nyata keselamatan duniawi, sekarang dan di sini.

Abstract Background Using evidence-based interventions (EBIs) is a basic premise of contemporary social services (e.g., child and family social services). However, EBIs seldom fit seamlessly into a specific setting but often need to be adapted. Although some adaptions might be necessary, they can cause interventions to be less effective or even unsafe. The challenge of balancing adherence and adaptations when using EBIs is often referred to as the adherence and adaptation dilemma. Although the current literature identifies professionals’ management of this dilemma as problematic, it offers little practical guidance for professionals. This research aims to investigate how the adherence and adaptation dilemma is handled in social services and to explore how structured decision support can impact the management of the dilemma. Methods The design is a prospective, longitudinal intervention with a focus on the feasibility and usefulness of the structured decision support. The project is a collaboration between academic researchers, embedded researchers at three research and development units, and social service organizations. A multi-method data collection will be employed. Initially, a scoping review will be performed, and the results will be used in the development of a structured decision support. The decision support will be further developed and tested during a series of workshops with social service professionals. Different forms of data—focus group interviews, questionnaires, and documentation—will be used on several occasions to evaluate the impact of the structured decision support. Qualitative and quantitative analysis will be performed and usefulness for practice prioritized throughout the study. Discussion The study will contribute with knowledge on how the adherence and adaption dilemma is handled and experienced by social service professionals. Most importantly, the study will generate rich empirical data on how a structured decision support impacts professionals’ management of adherence and adaptions. The goal is to produce more strategic and context-sensitive implementation of EBIs in social service, which will increase value for service users.
