Urban planning is considered one of the most critical topics in the design and development strategies of cities. There are a vast amount of urban planning rule sets that focus on dominating the geometrical perspective on other approaches when it comes to planning decisions. In this paper, a different point of view towards urban planning is suggested concentrating on the topological analysis and relation between city elements. Streets of cities are chosen to reflect this topological relation and to investigate the topological relations to the limits; six different sized cities were selected for analysis; three large cities and three relatively small ones. Results of study uncovered the hierarchical pattern underlying in street structure of cities; analyses showed that street networks in large cities have a higher degree of hierarchical level than in relatively small cities. Urban planners can get benefit from the results of analyses in this study to make better planning decisions in large or small cities. The paper provides analysis results towards achieving the optimum goals of urban planning to make cities more living and more efficient.

On the basis of the historical and genetic analysis, incremental quantitative and qualitative changes of planning structures of the largest cities of the Volga region: Ulyanovsk, Samara, Saratov, Volgograd; analysis, identifying common to their development stages of structural reforms and laws of formation of planning structures, proposed a method for identifying stable over time the structural and planning foundations of the city, which could help to preserve the principle of urban planning continuity in the development of existing cities at the present stage of their evolution, and would help greater objectivity of urban planning decisions. As part of the method, the technique of perspective transformation of the existing planning structures the listed cities.

In recent years, much attention has been paid to the quality of economic justification of urban planning decisions, the impact of comfortable construction and living environment on the socioeconomic condition of municipalities. In this article, the authors have proposed an alternative method for predicting the socioeconomic efficiency of building neighborhoods and residential complexes, and justifying the effects this construction produces. The method can be applied to select the most effective projects from the point of view of municipal administration and consists in calculating tax revenues from the construction of residential complexes or entire neighborhoods, as well as the number of jobs that appear in new neighborhoods. It is recommended for municipalities that invest limited budget funds in the development of a particular territory on roads, networks, landscaping, etc. to compare urban development projects proposed by developers in terms of the effects they will produce, as well as the period of return of budget investments in the development of the territory due to tax revenues.


The article focuses on the problem of the lack of objective evaluation of space-planning arrangement of buildings as a creative approach of the architect to the performing of functional tasks by the object. It is proposed to create a methodology for assessing the functional of space-planning solutions of buildings on the basis of numerical simulation of functional processes using the theory of human flows. There is a description of the prospects of using this method, which makes it possible to increase the coefficient of compactness, materials and works saving, more efficient use of space, reduce the cost of the life cycle of the building, save human forces and time to implement the functional of the building. The necessary initial data for modeling on the example of shopping and shopping-entertainment centers are considered. There are three main tasks for algorithmization of the functional of shopping centers. The conclusion is made about necessity of development of a method for objective assessment of buildings from the point of view of ergonomics of space-planning decisions based on the study of human behavior in buildings of different purposes.

The authors set out the basics of urban planning policy and represent the capabilities of modern information and communication tools for an integrated way of fixing the material and intangible world for urban planning purposes in the living environment (material and spatial environment). Namely, the possibilities of communication in the field of urban planning development carried out in the context of many circumstances cover federal, regional, municipal and corporate levels of management, while taking into account political, economic, social and technological relevant factors, as well as historical and national special aspects and urban planning typology of territories. The authors describe the operation of the developed computer program Decision Support Solutions (DSS) for evaluating decision options by interested participants in urban planning activities for various urban planning types of territories. The relevance of the article is driven by the need for practical use and legalization of the presented communicative interaction. This will facilitate the identification and solution of conflicts at the pre-project stage of urban planning, as should help to consider the requirements of consumers and their support for ongoing decisions and actions of public authorities at all levels.

In our country, the ongoing processes of new industrialization are acquiring their own specifics, largely associated with the qualitative heterogeneity of its economic space. Large cities are one of the strongholds of the new industrialization. The following work into the concepts "new industrialization", "city". Briefly outlined existing approaches of assessing the processes of new industrialization. The work, based on the analysis of available statistical information, gives a characteristic of the processes of new industrialization in large cities of the country. It is shown that the importance of industry for the economy of these territories remains. To assess the processes of new industrialization from a qualitative point of view, the integration of available statistical information is proposed for calculating indicators in the context of large cities.

Using satellite data and GIS, the location of various urban land uses, including new methods for locating is quick. This study, based on a method of analysis - descriptive, and benefit from the resources in this area to assess the effectiveness of GIS in urban planning and environment, is discussed, and attempted to make a clear point of view, this can provide. Our results indicate that, nowadays, several researchers, from capabilities of GIS are used for localization. Because GIS is able to analyze large amounts of data layers is. Use of GIS in urban planning, with the rapid expansion of cities and increased levels of SAM binding information that must be processed for urban management, is clear. Abnormal location for the development of suitable sites for the establishment of urban green spaces, places for waste disposal and land evaluation, and its features and many other environmental issues, it can be pointed out.

The article discusses issues related to the monitoring of public opinion in pre-project studies on the further development of the Cheremushki district in the city of Odessa. These studies were carried out as part of the international project “Unloved Heritage of a Socialist City?”, in the period from 2016 to 2019. The project was attended by Germany, Ukraine, Russia. The first and second stages of the project were devoted to the study of the German experience in renovation and a research workshop in the city of Odessa. The third stage is the creation of an office to familiarize residents of Cheremushki with pre-project research and monitoring public opinion. The article describes the results of a survey and two discussion round tables on the development and problems of the area; the authors noted the importance of taking into account the results of a sociological survey when conducting pre-design decisions. As a result of the discussion of the first round table, the participants came to the following conclusions: the residents of the region are indifferent to the adjacent territories, believing that these are housing and communal services tasks; their interests end outside their apartments; it is necessary to find methods to activate local residents and involve them in the management of their local territories; the solution may be to create a model quarter on Cheremushki as an example of successful renovation, thereby attracting residents to self-government and the desire to change something; a sociological survey of residents and their acquaintance with research developments on the topic of the development of Cheremushki will favorably affect not only future design decisions, but also the thoughts of residents themselves about the fate of their habitat. Analysis of the survey, the second round table and monitoring the opinions of residents led to the following conclusions: at the moment, investors are not interested in investing in the development of the Cheremushki region; there is no detailed plan for the development of the district at the official level, the city authorities support point and chaotic development; German experience as tracing paper cannot be transferred to Ukrainian realities; the district is inhabited by people of different social levels who have different levels of understanding in the ongoing processes, but most of them favor the preservation of basic architectural and urban planning decisions and the modernization of houses on Cheremushki; there are activists of the region and specialists interested in developing Cheremushki along the path of modernization and comprehensive renovation, using the experience of architectural and urban planning solutions in other countries, for example, Germany, but legal, economic and state support is needed; in conditions of extensive development of the city, it is advisable to use and develop existing territories.
