The Federal District, as the highest link in the economic zoning of the Russian Federation, is the most important element of the national economic system, which largely determines the features of its functioning. The article provides an overview of the internal differences of the federal districts of the Russian Federation in terms of gross regional product. This indicator is one of the most important indicators of the specificity of the socio-economic development of the regions, and also, to a certain extent, reflects the possibility of their balanced functioning. Based on the official data presented on the website of the Federal State Statistics Service, the federal districts of Russia were ranked according to the indicator under study and their typology was presented. Within the framework of this typology, groups are identified that reflect the differences between the constituent entities of the Russian Federation in the distribution of gross regional product per capita in federal districts with its value above or below the average Russian level, respectively. Within each federal district, entities with maximum and minimum values of gross regional product per capita were identified. On this basis, an intra-district imbalance coefficient is calculated, reflecting the degree of the gap in the levels of socio-economic development of the constituent entities of the Russian Federation within the corresponding federal district. A brief description of the federal districts belonging to two different types is given in terms of the balance of their socio-economic development. The general trend of dependence of the coefficient of intra-district imbalance on the level of regional development is shown. There are some features that need to be taken into account when formulating development programmes and strategies at the federal district gape.

The article deals with the problem of the influence of the level of socio-economic development of Russian regions on demographic and migration processes. The relationship between economic indicators, the total population growth in the regions and its components-natural and migration growth during 2000-2017 are analyzed. The authors reveals the relationship between the dynamics of the gross regional product (GRP) and the population of the regions, as well as the factors that determine these processes. For the purposes of the study, a sample of “typical” regions was formed. In the process of its formation, national autonomies and remote territories with a more severe climate were excluded from the total number of subjects of the Russian Federation, where the development of demographic and migration processes may be determined by "atypical" factors for other regions of the Russian Federation (national-cultural, climatic, etc.). The article analyzes the causes of internal migration and features of socio-demographic development of subjects of the Russian Federation. The role of the Moscow region as an object of migration attraction is investigated, and the factors that deter and stimulate internal migration are considered. The official data of the Federal state statistics service for 2000-2017 were used as an information base for the study.

Corruption is one of the key problems facing the Russian state as it seeks to evolve out of its socialist past. Naturally, regional patterns of corruption exist across a country as large and diverse as the Russian Federation. To explain these variations, the authors analyze 2002 data from Transparency International and the Information for Democracy Foundation that provide the first effort to measure differences in the incidence of corruption across forty Russian regions. They find that corruption in Russia is fueled by the size of government and by the level of development. Within each region, the amount of corruption increases as the number of bureaucrats grows and gross regional product per capita decreases. Russian policymakers can therefore work to reduce corruption by effectively reforming or scaling back bureaucracies and by encouraging economic development outside of the key centers of Moscow and St. Petersburg.

The purpose of the monography is to elaborate the concept of the development of inter-regional investment cooperation by identifying the trends and features of its impact on the economic growth potential of the macro-region. The monography consists of the introduction, three chapters, conclusion and applications, as well as a list of references. The first chapter substantiates theoretical approaches to the essence, conditions and factors of regional development and the content of interregional investment cooperation in the current socio-economic conditions, analyzes the features of institutional design and the mechanisms for regulating regional cooperation for economic growth and development purposes, taking into account the Russian and foreign experience on the example of the European Union. The second chapter, basing on the economic analysis, identifies the trends in the development of the regions of the Central Federal District of the Russian Federation in terms of emerging macro-regions. A model has been proposed to assess the extent of the region’s economy’s involvement in inter-regional relations, which would allow to determine the dependence of variables such as interregional exchange, investment and gross regional product. Using mathematical modeling tools, the impact of these factors on the growth of the gross regional product of the Central Federal District of Russia, as well as its two regions — Moscow and Belgorod region — was evaluated. The third chapter identifies the prospects for the development of interregional investment cooperation in the Central Black Earth macro-region of the Central Federal District of the Russian Federation. The concept of developing inter-regional investment cooperation in the macro-region within the framework of the creation of a network of territories ahead of socioeconomic development (PSEDA) has been developed. The mechanism of inter-regional investment cooperation in the framework of the creation and development of the territories ahead of socio-economic development (PSEDA) has been adapted in order to form the points of economic growth in the macro-region. The main text of the monography is laid out on 234 pages and is illustrated with 21 drawings and 40 tables. The monography contains 4 applications. The references list includes 144 units.

Currently, the priority of the Russian Federation socio-economic development is to achieve sustainable economic growth. A significant obstacle to the achievement of this goal is the unevenness and disproportionality in the socio-economic development of the Russian regions. This circumstance makes the problem of an objective and adequate assessment of Russian regions the interregional differentiation particularly relevant. The study notes that the nominal monetary income of the population does not take into account regional differences in price level. This work discusses methodological approaches of reliable determination, advantages of weighted and unweighted estimates in the interregional inequality, special attention is paid to weighing the average per capita indicators of the subject of the Russia for the proportion of the region’s population in the country’s population. To assess the purchasing power of the population at the regional level, the authors propose to use a modified cost of living index. As a result of the study, the dynamics of the variation coefficient of the average per capita monetary incomes of the population and adjusted for the modified cost-of-living index were determined, on the basis of which the regions of Russia were divided into three groups. The efficiency of the transition to the analysis of incomes comparable in purchasing power, as comparison of weighted and unweighted variation coefficients, has been proved. The trend towards smoothing interregional inequality, which is caused by the accelerated growth of real incomes of the population in the low-income group of Russian regions.

Статья посвящена вопросам прогнозирования развития субъектов Российской Федерации. Рассмотрен прогноз динамики валового регионального продукта Республики Башкортостан на средне- и долгосрочную перспективы, а также ряд взаимосвязанных параметров. Проведен анализ показателей в текущих и сопоставимых ценах, их динамики и соотношения. Выявлен ряд противоречий, указывающих на наличие рассогласованности представленных значений. Раскрыты отдельные противоречия другим документам стратегического планирования. Результаты могут быть использованы для повышения эффективности управления региональным развитием. The article is devoted to the issues of forecasting the development of the subjects of the Russian Federation. The forecast of the dynamics of the gross regional product of the Republic of Bashkortostan for the medium - and long-term prospects, as well as a number of interrelated parameters, is considered. The analysis of indicators in current and comparable prices, their dynamics and correlation is carried out. A number of contradictions are revealed, indicating the presence of inconsistency of the presented values. Some contradictions with other strategic planning documents are revealed. The results can be used to improve the efficiency of regional development management.

Introduction. Improving the quality of the population is an important task for socio-economic development of the Russian Federation as a whole, as well as for its individual regions. Improvements in quality characteristics of the population can only be achieved by raising the quality and standard of living. The aim of this study is to identify the dependence of the quality of the population on the level of socio-economic development in a region and on the solution of socio-demographic problems (taking the Penza Region as an example). Materials and Methods. An analysis of statistical data from the Federal State Statistics Service for the Russian Federation and the Penza Region for 2005‒2018 was carried out. The methods of systems approach, comparative and demographic analysis, generalization, and statistical analysis were used to study the quality of population at the regional level. Results. Based on the analysis of primary statistical data, a high level of dependence of the quality of population of the Penza Region on demographic and socio-economic indicators of the region’s development has been identified and substantiated. The quality of the population of the Penza Region has been compared with other regions of Russia at the current stage and over time. The changes in the quality of population have revealed positive trends: an increase in the overall birth rate, reduction in the overall mortality rate, increasing natural growth rate of the population and life expectancy, growth of educational level of the population. At the same time, the natural growth rate of the population of the Penza Region has been much lower than the average level in Russia and below the indicators in the majority of constituent entities of the Volga Federal District, which is the most acute problem. Discussion and Conclusion. To date, the quality of the population of the Penza Region is a consequence of the increase in the level and quality of life in the region over the past 15 years, but in many respects it remains below the average Russian level. The results of this study can be used by the government of the Penza Region and other constituent entities of the Russian Federation when making decisions in the field of demographic and socio-economic policies.

The object of this research is the innovative and industrial clusters of constituent entities of the Central and Northwestern Federal Districts of Russia that received Federal support. The subject of this research is the projects of innovative and industrial clusters of constituent entities of the Central and Northwestern Federal Districts of Russia that received Federal support. Special attention is paid to the types of cluster projects, their thematic focus and distinctive characteristics in different constituent entities of the Central and Northwestern Federal districts. On the one hand at, the studies are aimed at meticulous examination of the types and topics of cluster projects for each constituent entity of the indicated Federal Districts, while on the other – at generalization and comparison of the projects fpr each Federal District. The novelty of this work consists in the assessment of regional differences in the structure and focus of cluster projects based on the analysis of existing types of innovative cluster projects, which were supported by the Ministry of Economic Development, as well as industrial clusters included in the register of the Ministry of Industry and Trade of the Russian Federation. The analysis of cluster projects of the considered innovation clusters of the Central and Northwestern Federal Districts, which received support of Ministry of Economic Development, and industrial clusters, supported by the Ministry of Industry and Trade, demonstrated that they can be conditionally divided into two types of projects – of entrepreneurial and infrastructure focus. As a result of the conducted research, it was established that in the Central Federal District nine clusters from seven regions of the Russian Federation have received federal support; while in the Northwestern Federal District – eight clusters from three regions of the Russian Federation. A large proportion of infrastructure projects is concentrated in Moscow, Lipetsk, Arkhangelsk and Saint Petersburg; the projects with entrepreneurial focus – in Kaluga; projects on development and modernization – in the Komi Republic; projects on research and development of new products, services and methods of their production (transfer), as well as new production processes – in Arkhangelsk Region and Saint Petersburg.

Subject. This article deals with the issues related to the economic advancement of the subjects of the Far Eastern Federal District of the Russian Federation. Objectives. The article aims to identify trends in the economic advancement of the subjects of the District on the basis of changes in gross regional product and analysis of the investment component. Methods. For the study, I analyzed the Russian Federal State Statistics Service data. Results. The article classifies the subjects of the Far Eastern Federal District by volume and dynamics of gross regional product for 2001–2017. It identifies possible changes in the economic situation of the Far Eastern Federal District entities, taking into account the calculated investment ratio. Conclusions and Relevance. The volume of investments has a significant impact on the production of the gross regional product of the Russian Federation. Therefore, there may be changes in the placement of forces in the economic space of the Russian Far East. The results of the study can be taken into account to develop and adjust State programmes and development strategies of the Russian Far East.
