The problems of the National Projects implementation are considered. It is shown that science and technology form the basis for achieving breakthrough development goals outlined for the country. The main problems of research and development organization are the lack of comprehensive state scientific and technology policy, mistakes in reforming of the research and development sector, management system and inadequate resource support. Priority measures are proposed to create the research and development sector focused on achieving the state development goals.

Scientific research, new knowledge, technological innovations are the main source of economic growth of the state, ensuring its national security, competitiveness and living standards. The development of science in any country is influenced by global trends in knowledge generation, key factors influencing science and technology policy, global trends in research and development spending. Budget funding for science is a key government tool that supports the activities of public sector organizations of science, universities, regulates the development of priority areas of science and innovation. The state of scientific potential, its effectiveness for the country’s economy is determined by the adequacy of funds needed to perform competitive research and development, which are in demand in both domestic and foreign markets. The article considers the global costs of research and development in the United States, leading countries in Europe and Asia, shows trends in their change. The results of comparative assessment of financial costs of the world’s leading countries for research and development are presented. A brief analysis of current trends in the field of research is presented. Based on the results of the monitoring, the current state of indicators of financing of scientific and scientific-technical activity in Ukraine, volumes of budgetary financing of scientific researches and developments on priority directions of development of science and technology are analyzed. It is determined that neither the amount of budget funding nor the structure of expenditures on research and development do not meet the requirements of innovative economic development and building a knowledge-based society.

Abstract The authors are interested in some aspects of a development project entitled “The methodology of risk assessment for the purposes of crisis management system RP (ID 193751)”. The project funded by the National Research and Development Centre under the Competition 3/2012 (security and defense). As part of the project the following items were reviewed and analyzed: materials related to the Government Security Centre, already completed and available products of the project ID 193751, and literature relating to, among other things, crisis management, critical infrastructure, business continuity, security, and threats. The basic emphasis of the article is focused on the resource-critical infrastructure interpretation of the state, whereby the state is perceived as a complex administrative structure in which, on the basis of external and internal interactions of resources, the risk of threats measurement is done.

ResumenEl propósito de este documento es describir la orientación de la modernización administrativa promovida en las tres últimas administraciones del Gobierno del Estado de Hidalgo. Orientación dirigida a modificar el sistema de gestión administrativa haciéndolo más eficaz, eficiente y así­ reducir las dimensiones de la estructura organizacional del gobierno. Nuestro interés radica en identificar esas orientaciones por medio de la revisión documental de los tres últimos Planes Estatales de Desarrollo y los directorios de la Administración Pública Central. Sin embargo, la hipótesis que proponemos nos muestra que la incorporación de la NGP en el aparato administrativo exhibe una tendencia al incremento antes que a la reducción de la estructura gubernamental.Palabras Clave: Modernización administrativa, Planes Estatales de Desarrollo, Estructura organizacional y Aparato gubernamental. AbstractThe purpose of this document is to describe the orientation of the administrative modernization promoted in the last three administrations of the Government of the State of Hidalgo. Orientation aimed at modifying the administrative management system making it more effective, efficient and thus reduce the dimensions of the actual government's organizational structure. Our interest lies in identifying these guidelines through the documentary review of the last three State Development Plans and the directories of the Central Public Administration. Finding and retaining the right talent is an important issue for organizations worldwide. The definition of what is the right talent for the organization should be created first to make sure we recruit the right people and then the next question is what should be done after the right talent has been recruited? Skills Management Systems try to answer these questions by providing skills library and skills inventory for the organizations, thus the gap analysis between the available skills and ‘missing’ skills for the organization can be produced. This analysis accompanied with the prediction of skills demands in the future is a good base to develop a hiring policy and also development plans for the current employees. This paper describes the implementation of Skills Management System in a world-class research and development organization.

The effectiveness of scientific, scientific-technical and innovative activities, the contribution of science to economic growth and social progress are largely determined not only by the quality of the formation of the state science and technology policy, but mainly by the scientific validity and completeness of the mechanism for its implementation. This article focuses on the economic mechanism of implementation of the state science and technology policy (financing, taxation, lending, leasing).

The computerized complex makes it possible to get an objective picture of the state of scientific research and development in the country, provide up-to-date information for decision-making and conducting expertise, compile statistical and analytical reports, perform cross-disciplinary research and queries, form updated reference books of scientists and organizations in all scientific areas, solve key problems of increasing the efficiency of budget investments in science and the interaction of science and production, focusing research on obtaining productive results.
