The citation indicators of the research papers, published in a random issue of the journal Scientometrics , are analyzed. These papers, published at the same date, can be correctly ranked according to the citations accumulated by May 1, 2021. A significant variation in the citation of the papers was found. The article analyzes both the subject matter and structure of the leading papers, papers from the middle group, as well as papers from the outsider group. It is shown that the largest citation values are achieved by the papers dealing with gender issues in science, the development of methods for processing large amounts of scientific information, as well as issues of publication and publishing policy. The relationship between citation and demand for articles is investigated.

The paper suggests that semantic events in the field of science regulation correlate with the processes of implementation of the global project, conventionally called «Industry 4.0». It is shown that the Russian Strategy of scientific and technological development is implemented to a certain extent with the help of methods and means of semantic management. The Google Ngram Viewer program is used in order to compare the frequencies of management concepts usage. Under the conditions of increasing crisis phenomena, big challenges and sanctions pressure, a multi-level approach should replace gamification and experimental methods in the Science and Technology Development regulation, when changes are carried out sequentially, from one level (organization, social structure, conceptual understanding) to another.

The article discusses the limits of applicability of the idea of falsifiability proposed by K. Popper for the evaluation of scientific theories. The article reviews the original formulations of the principle of falsifiability presented in the works of Popper. Further, the main attention is paid to the problem of the holistic nature of experimental testing of scientific theories posed by P. Duhem. It is claimed that the idea of falsifiability can be considered as a methodological regulative principle. However, this principle seems to be less obligatory than the principle of non-contradiction, the excessive disregard of which will mean the collapse of any research.

The paper presents an overview of ten successfully functioning science and education centers in Russia, two of which are described in details taking into account the fact that their productive activities are associated with the development of the Arctic territories - a task of global importance. The author makes an assumption about the possible potential for the development of the principle of «blooming complexity» in the sociotechnical sphere, and also warns against excessive enthusiasm for the struggle for a high place in international rankings: this may distort the productive traditions of Russian science education.

In the 21st century, the relationship between science and society takes on a new character. Today, public participation is required not only in the discussion and decision-making concerning important scientific and technical issues, but also in the production of innovations and scientific knowledge. Citizens and the public are seen as important participants in the research process and consumers of new technologies. In this regard, new forms of involving non-specialists in joint research projects are emerging. This is largely facilitated by the rapid development of information and communication technologies, which greatly simplify and expand the interaction of scientists and volunteers. Citizen Science projects cover all areas of science and serve as an important complement to scientific research.

The article makes attempt to theoretically comprehend the global social revolution, perfected by digital communication technologies. The emergence of a global society as a new socio-economic paradigm is stated. The sides of this global paradigm are considered in detail - economic side (global economy), value side (neoliberal ideology), technological side (socio-technical system, global digital society) and social side (global civil society). Special emphasis is placed on the analysis of the social side - the phenomenon of global civil society, since this phenomenon is the essence of the global socio-economic paradigm. The conclusion is substantiated that the formation of a global civil society is inevitable despite all the problems of its formation.

Numerous studies by Russian scientists and historians of science are devoted to the state science policy in the USSR and its well-known achievements, but not enough attention is paid to the negative, socially repressed aspects of the Soviet science policy. Repressions became one of the main components of the state's scientific and personnel policy in the Stalinist era. The systemic analysis of the development of Soviet science declared in the scientific literature, limited only by its indisputably outstanding achievements, without under-standing the origins, causes and mechanisms of the repressed state apparatus that operated in the same period, sharply reduces the overall picture of the reliability of the study of Soviet science. The purpose of the study is to comprehend the diverse and dramatic practice of state repression in the system of Soviet science, because in the world history of science no other developed country has experienced such large-scale and tragic events in the functioning of the scientific society.

The «new reality» of crisis makes new demands on science in terms of its contribution to economic growth, social progress and security. The authors claim that the idea of program-oriented management is at the heart of practically all national strategies of scientific and technical development (STD), including those formed on the basis of the concepts of «National innovation system», network research. The paper observes the stages of revitalization in Russia of this newly demanded resource of management in the science and technology sector, and the reasons for the low «innovativeness» of the current economic mechanism. The inadequacy of systems for scientific activities evaluation to the realities, casual legal and linguistic uncertainty in normative papers are significant negative factors. If the influence of these factors is reduced, the methods of program-target management of STD will be much more effective.

The article is devoted to the study of the human problem in a digital society. It is a question of changing the very nature of man, of transforming man into a transhuman, and later into a Posthuman. The principle of constructivism in this process is of key importance, forming constructivist thinking and worldview in the social sphere, in science and in culture as a whole. Such properties of radical constructivism as revolutionism, operationalism, efficiency, technicism, pragmatism, reductionism, and utilitarianism are highlighted. The article analyzes such manifestations of Posthuman as artificial intelligence, cyborgization, genetic manipulation, transhumanization, dehumanization of a person.
