Abstract The authors are interested in some aspects of a development project entitled “The methodology of risk assessment for the purposes of crisis management system RP (ID 193751)”. The project funded by the National Research and Development Centre under the Competition 3/2012 (security and defense). As part of the project the following items were reviewed and analyzed: materials related to the Government Security Centre, already completed and available products of the project ID 193751, and literature relating to, among other things, crisis management, critical infrastructure, business continuity, security, and threats. The basic emphasis of the article is focused on the resource-critical infrastructure interpretation of the state, whereby the state is perceived as a complex administrative structure in which, on the basis of external and internal interactions of resources, the risk of threats measurement is done.

The Aviation Group of the Ministry of Technology (formerly the Ministry of Aviation) is responsible for spending a large part of the country's defence budget, both in research and development on the one hand and production or procurement on the other. In addition, it has responsibilities in many non-defence fields, mainly, but not exclusively, in aerospace.Few developments have been carried out entirely within the Ministry's own Establishments; almost all have required continuous co-operation between the Ministry and Industry. In the past the methods of management and collaboration and the relative responsibilities of the Ministry and Industry have varied with time, with the type of equipment to be developed, with the size of the development project and so on. But over the past ten years there has been a growing awareness of the need to put some system into the complex business of translating a requirement into a specification and a specification into a product within reasonable bounds of time and cost.

Following the critical report from the House of Lords on civil research and development (1986), the government recently announced changes in its machinery and priorities and expressed concern about British industry's (lack of) funding of R and D compared to the main sources of foreign competition (see HM Government, 1987).

Introduction. The review of individual results of economic management of the state with a special status evidenced by the Donetsk People’s Republic is provided in this article. The newly formed state has to create its own economic management system as a result of the military-political conflict.The conditions of limited opportunities require, on the one hand, taking an account of available opportunities and external constraints for the purpose of providing for current societal needs, and on the other hand – a strategy for a long term economic development, which should contain the development of its own economic model, identification and prediction by the government of future threats and risks, which will provide a correction impact on the socialeconomic system. The more the republic’s economic management system borrows old tools and mechanisms, restores technological chains that have proved their economic futility in the pre-conflict period, the more urgent the solution of this dual problem is. The article provides a brief analysis of the prerequisites for the formation of a management system for the republic’s economy and the consequences of the implementation of its principles.Materials and methods. The methodological basis of this research includes the following general scientific and special methods of cognition of organizational and economic phenomena and processes in the field of public economic administration: comparative method; formal-logical method; statistical method, grouping method, method of analysis and synthesis, substitution method. Results of the research. As a result of the analysis, it was revealed that the economic management system of a state with a special status requires increased attention, resources and time. Currently, it has passed only the first stages of its formation, has not completed its first stage of organization - the stage of formation. The system of managing the state’s economy with a special status is still in the process of searching for effective mechanisms and instruments of government and determining priority areas for economic development. This explains both attempts to restore outdated technological chains, despite the fact that they demonstrated a devaluation of their economic potential under more favorable conditions, and continuing uncertainty with the choice of an economic development model, when the old mechanisms no longer work and the new ones have not yet been developed.Discussion and conclusions. The drawbacks of the formed system of managing the state economy with a special status, caused by the use of outdated organizational and economic-production principles and tools are shown. The urgency of the development of its own model of economic development in conditions of limited opportunities is grounded.

The article considers theoretical and practical aspects of management of foreign economic activity of chemical industry enterprises of Ukraine through the prism of crisis management. Attention is focused on the fact that at the moment chemical production in Ukraine is in the shadow of import substitution, and exports in general are losing production and economic potential, perseverance. The chemical industry is closely linked to the agro-industrial complex, and this issue is especially relevant in light of the possible food crisis, the arrival of which is predicted at the UN after the pandemic. That is why the answers at the state level should be found in the appropriate chronology, which will help to find a moment of distortion of the balance between justified imports and lost export potential. The aim of the anti-crisis strategy is to create a huge potential for environmentally friendly products through the introduction of appropriate innovations (based on domestic resources, such as bioethanol from biomass and stubble, biomethanol from solid waste, algae-based projects (from the Black and Azov Seas). The benefits of the strategy will be as follows: 1) dual benefits by reducing dependence on imports and increasing capacity for chemical production projects; 2) stimulating the overall growth of the chemical industry through public-private partnerships; 3) elimination of the current stagnant conditions of the industry caused by the consequences of the pandemic. Proposals to pursue a policy of reasonable protectionism in relation to import substitution for all participants in the domestic market are formulated. At the state level, in order to support the whole sector, it is advisable to adopt a model that emphasizes the use of appropriate fuels / raw materials based on domestic resources to reduce dependence on imports; replace mass imports with exclusive imports of only environmentally friendly and updated foreign innovative chemical technologies; attracting investment from TNC through appropriate government policies. The task of the Government in this situation is to carefully study the situation in each case and make a balanced decision.

The paper presents the place of the mines rescue service in the structures of the crisis management system in Poland. The mines rescue service as one of several entities of the rescue system in Poland focuses on helping injured miners and other people trapped underground. The paper mentions existing legal regulations concerning the mines rescue service and other emergency services. An important piece of legislation for members of mines rescue teams, is the ordinance of the Minister of Energy of 16 March 2017 which introduces a number of revolutionary changes such as obligation to deliver qualified first aid and on-the-spot psychological support. In this way the mines rescue service has become more utilitarian and more universal and therefore may be efficiently used for operations in more general crisis situations and even better contribute to the smooth functioning of the state.

The problems of the National Projects implementation are considered. It is shown that science and technology form the basis for achieving breakthrough development goals outlined for the country. The main problems of research and development organization are the lack of comprehensive state scientific and technology policy, mistakes in reforming of the research and development sector, management system and inadequate resource support. Priority measures are proposed to create the research and development sector focused on achieving the state development goals.

The cultural sphere as a generator of social development, economic and political potential of a state, its status and relations within international arena requires rapid and qualitative changes in the system of public administration. Three spheres of state sovereignty - political, economic and cultural - are called timeless and important. The identified problems and factors of their crisis state actualize a need to modernize the state management system in terms of functional, resource, legal and communicative support. A requirement to improve quality and efficiency of public management and administration, its publicity and effectiveness at all levels of the system is caused by the following conditions: low quality of services of the bureaucratic apparatus; society's distrust of the government due to ineffectiveness of its decisions, and in some cases - inaction, corruption and bureaucracy; initial stages of decentralization and partnership development between the state in person of government officials and society, business and local authorities. A structural and functional model of management entities that influence and determine the policy and state of a cultural sphere has been developed. The weight of each subject of management system in terms of their functions and tasks is significant, nevertheless current market environment highlights a need for their joint participation in solving industry problems. It is proved that to ensure a development of cultural sphere introduction of public-private partnership as a tool to support culture among existing mechanisms of country's modernization is relevant. Partnership involving public authorities (legislative, executive and judicial branches), local governments, civil society and business is aimed at long-term mutually beneficial cooperation, agreed by the parties taking into account the size and weight of power, influence of parties, resources, experience, competencies and subordination, risk sharing etc. in order to implement socially significant projects, ensuring economic benefits of all participants. An auxiliary mechanism for attracting additional resources, sharing functions, responsibilities and risks, exchange and sharing of experiences and knowledge are not yet decisive benefits of such partnership.

The purpose of the article is to study the features of the development of digitalization in the management system of the logistics complex. The transport complex serving important sectors of the economy is considered, with special emphasis on the development of the unified transport system of the Republic of Kazakhstan, modernization and efficiency improvement of all its elements in the resolutions of the Government of the Republic of Kazakhstan and other state documents. It was also noted that the transport sector of the republic plays a special role in ensuring the further dynamic and sustainable development of the economy of Kazakhstan, the implementation of the state strategy for its integration into the world economy. The development of the transport sector should take into account the current state and prospects of economic development, as well as the best international practices in the development of transport and logistics systems. Hence, the high relevance of solving issues aimed at the development of transport and logistics, which led to the importance of choosing the author's research and research in this area as a real sector of the economy of Kazakhstan. In this article, the authors considered the stages of implementation of the state program “Digital Kazakhstan” on the basis of the basic principles, identified goals and objectives. The system nature of the design work of the intelligent transport system is shown. The solution of tasks for the implementation of the program “Roadmap for the formation of the food belt of Astana for 2017-2018” is justified. Based on the results of a study of the transport sector in the context of the modern development of the economy of the Republic of Kazakhstan, the authors identified problematic issues and made appropriate conclusions.
