Organising around ideas: Why we need to take the battle of ideas in education more seriously

In this article we develop the notion of 'organising around ideas'. We highlight the ways in which education debate in England has narrowed as traditional spaces for discussion and debate have been closed down. The state now has extraordinary power to shape discourses and frame narratives about the purposes of schooling. Here we argue that we must find new ways to engage in the battle of ideas, not simply as an exercise in rational argument, but as an essential element of organising and movement building. The article provides three short case studies of 'organising around ideas' in action to illustrate what this work can look like. The cases are not templates, but illustrate the flexible, grassroots-based activity that is central to building a movement from the bottom up.

Community participation has become an essential element of government policy around the globe in recent decades. This move towards ‘government through community’ has been presented as an opportunity for citizens to gain power and as a necessary part of the shift from government to governance, enabling states and communities to tackle complex problems in tandem. However, it has also been critiqued as an attempt to shift responsibility from the state onto communities. Using evidence from detailed case studies, this article examines the implementation of Localism in England and Community Empowerment in Scotland. The findings suggest a need for a more nuanced analysis of community participation policy, incorporating risk alongside responsibility and power, as well as considering the agency of communities and the local state. Furthermore, understanding the constraints on community participation is key, particularly in terms of the enveloping impacts of austerity and state retrenchment.

This article analyzes the collective basis of the establishment of the Socialist Realist model of production for the fine arts in Romania in the early 1950s. It discusses the unstudied case of the “artists' collectives” (of production) together with other collective forms, such as the collective studios and the guiding commissions. This is an archive-based study of cultural institutionalism of socialist regimes, based on the analysis of under-explored archival sources such as those of the Romanian Artists' Union (UAP) or the Artistic Fund (FP). Focusing on two specific case studies, those of the artists' collectives “Progressive art” and “Th. Aman”, both founded in 1951, it provides more context to the establishment of the socialist model in Romania. The article finds the state assumed definition of art considered the artist as a simple executioner, and the “artists' collectives” participated in eradicating the individuality of the artist, one of the goals of the new socialist model.

After the Rose Revolution, President Saakashvili tried to move away from the exclusionary nationalism of the past, which had poisoned relations between Georgians and their Armenian and Azerbaijani compatriots. His government instead sought to foster an inclusionary nationalism, wherein belonging was contingent upon speaking the state language and all Georgian speakers, irrespective of origin, were to be equals. This article examines this nation-building project from a top-down and bottom-up lens. I first argue that state officials took rigorous steps to signal that Georgian-speaking minorities were part of the national fabric, but failed to abolish religious and historical barriers to their inclusion. I next utilize a large-scale, matched-guise experiment (n= 792) to explore if adolescent Georgians ostracize Georgian-speaking minorities or embrace them as their peers. I find that the upcoming generation of Georgians harbor attitudes in line with Saakashvili's language-centered nationalism, and that current Georgian nationalism therefore is more inclusionary than previous research, or Georgia's tumultuous past, would lead us to believe.

Nowadays, a lot of people engage in unsustainable daily behavior unconsciously, although most of them worry about the state of our natural environment. Designers can find ideas in people’s unconscious saving behavior and wasting behavior, and then realize these ideas into design. Based upon the case studies, the paper gives hints how to realize ideas derived from unconscious behavior into sustainable design.

The implementation of the comprehensive national defense system in Latvia marks a new turning point in the relationship between the state and society – instead of being consumers of the security and defense provided by the state, every inhabitant of Latvia must become an active contributor to the natio-nal defense system. Thus, the society’s willingness to defend the state becomes an essential element in the successful implementation of the comprehensive state defense system. This article analyzes the different views of Latvian and Russian-speaking population on issues that affect the willingness to defend the state, as well as evaluates the role of intercultural communication for informing public and increasing the involvement in the comprehensive national defense system.

In the article an idea is conducted that practice of education goes away the roots to the deep layers of human civilization. The author of the article concentrated the attention on the analysis of work of Socrates and Aristotle. It is shown that Socrates first began consciously to use the bottom- up reasoning and give general determinations, work on concepts. On the initial stage of educating Socrates induced students the system of questions to find truth, that in modern pedagogical anthropology is one of main tasks in education. By means of the skilfully put questions Socrates tricked into a student to confession of those positions that are true. The author of the article pays attention to that Socrates used the new for that time methods of educating constantly, for example, conversation, unlike sophists that preferred to the lecture. The feature of conversations of Socrates consisted in that the simplest vital cases came into question at first, but after themes became complicated. Comparisons, metaphors, turns, satire, were thus used, that facilitated perception of sense of conversation to the students. In the article the analysis of anthropological and pedagogical ideas is given in labours of Aristotle. It is shown that Aristotle studying a man, his " nature" and " essence", did not stop thereon, and set by the question of improvement of human family by means of education. Aristotle considered that education must be under control the state, and nobody can doubt in that a legislator must belong with exceptional attention to education of young people, as in the states, where small attention is spared the questions of education, the political system suffers from it.

In this study, an algorithm to identify the maneuvers of a satellite is developed by comparing the Keplerian elements acquired from the two-line elements (TLEs) and Keplerian elements propagated from simplified perturbation models. TLEs contain a specific set of orbital elements, whereas the simplified perturbation models are used to propagate the state vectors at a given time. By comparing the corresponding Keplerian elements derived from both methods, a satellite’s maneuver is identified. This article provides an outline of the working methodology and efficacy of the method. The function of this approach is evaluated in two case studies, i.e., TOPEX/Poseidon and Envisat, whose maneuver histories are available. The same method is implemented to identify the station-keeping maneuvers for TDRS-3, whose maneuver history is not available. Results derived from the analysis indicate that maneuvers with a magnitude of even as low as cm/s are detected when the detection parameters are calibrated properly.

. The paper analyzes the legal views of Nikolay I. Palienko, a prominent philosopher of law and a state historian of the beginning of the last century. The authors pay significant attention to the integrative concept of legal understanding that is followed by Prof. Nikolay Palienko. They also substantiate originality and significance of the concept in the light of modernization of the political and legal order in late imperial Russia. It seems that under certain conditions it could serve as a bridge between positivist jurisprudence and the doctrine of “reborn natural law” developed in pre-revolutionary Russia. It was intended to smooth out the contradictions in both doctrines and contribute to the development of a new methodology for law understanding in the context of transformation of the Russian legal system towards establishing institutions of constitutional order.On the basis of published sources, the authors show the evolution of the scholar’s views from the positivist theory of law to idealism that is not properly estimated in the legal literature and is quite typical for the legal scholars of the interrevolutionary period.The authors conclude that Prof. Nikolay I. Palienko scholarship and knowledge allowed him to substantiate his own concept of legal understanding that can be considered integrative on the basis of achievements of the positivist theory of law, philosophy of natural law, psychological and sociological concepts of legal understanding. Prof. Palienko proclaimed the normative nature of law and at the same time expressed ideas of the supremacy of law over the state and the coherence of the state provided by law. An essential element of his legal concept was the legal consciousness of the society, acknowledgement of its role in the course of law education, as well as its establishment as a source of law. Palienko’s idea of legal coherence of the state represents a synthesis of positivism with idealism and leads to a new stage of development of legal methodology and ideology, namely: integrative jurisprudence. Scholar’s political and legal ideas contributed to the development of ideas about the rule of law, which were very popular in Russia during the period of development of representative institutions and constitutionalism.

Abstract Discourses around illicit markets for irregular migration focus on criminality and global dimensions threatening border security and the sovereignty of the state. Organised crime has generally been understood to be committed by crime syndicates outside or parallel to the dominant order and formal economy. In Malaysia and Indonesia, however, the state (or parts thereof) is heavily implicated in such crime and essential for the success of unsanctioned trans-border movements. The participation of state officials could be analysed as a convergence of extralegal income generation and symbolic law enforcement. This article presents case studies from Malaysia and Indonesia that could only have taken place because security officials facilitated them. It challenges the orthodoxy of a state versus criminal network opposition and seeks to explain the circumstances under which legal prosecution occurs. The symbolic punishment of low-ranking officials reinforces networks of control, power hierarchies and cooperation of the state in illicit markets.

This chapter focuses on the official correspondence between Vidin’s administrative council and the provincial capital, Ruse. These reports pertaining to events in Vidin County were a part of the political procedures of the local judicio-administrative sphere. As such, politics of local administration influenced the official correspondence and our understanding of the events in Vidin County. The writing of reports and petitions and other provincial administrative/judicial practices (such as interrogations) constituted a significant part of Ottoman governmentality. Those who could shape how the official correspondence was constructed gained advantage in local political economy. Such correspondence was an essential component of how provincial Ottoman government functioned; therefore, reports, petitions, false accusations, and interrogations became important tools for agents and groups who were engaged in hegemonic negotiations. Both elite and non-elite agents were able to utilize Ottoman governance to pursue their own strategies against other local agents or imperial government. People who refused to use these bureaucratic tools in making claims and negotiating were presented in this correspondence as defiant stubborn and violent. This perspective is critical of the state–society divide, as the case studies reveal a more complex singular government of state and society.
