Using Web 2.0 to Reconceptualize E-Government

This chapter examines the growing literature on e-government and Web 2.0 with particular attention to online collaborative platforms, such as GovLoop, that complement government. The authors present a thorough background to the topic of Web 2.0 in e-government and present numerous examples of how these technologies are used across government both in the U.S. and globally. This chapter explores two main areas: first, how Web 2.0 and social media are being used as a vehicle to enhance e-government, and second, to present a case study of GovLoop, which is a collaborative social media platform designed to complement the work of government. GovLoop provides those working within and external to government—citizens, government employees, academics, non-profit professionals and contractors—with the ability to share information and collaborate on issues of public benefit. The chapter presents a starting point for future research on how Web 2.0 is changing the very nature of e-government and service delivery, and how governments are in a unique position to utilize these tools to expand collaboration and openness with their communities.

Micro-blogging platforms have emerged as marketing tools that multinational companies increasingly utilize to establish and promote their brands. The question is whether they use these platforms strategically, localizing the content and the structure for their target population. This chapter uses case study content analysis to begin answering this question. Social media updates posted by Starbucks over a one-month period on Twitter in the U.S. and on Sina Weibo in China were analyzed using three existing validated frameworks. The results indicate that Starbucks somewhat localizes its posts to its Chinese consumers, in terms of content, symbols, values, and offerings. However, it underutilizes its Sina Weibo page compared to its Twitter counterpart. This chapter goes on to suggest micro-blogging strategies for multinational companies in the Managerial Implications section and concludes with a discussion on the direction of future research for scholars in this field.

In the digital age, technology and digital media shapes virtually every aspect of our lives. Poetry, which has seen a surprising revival in recent years, is no exception. One of the most popular contemporary poets today is Rupi Kaur, made famous for her verse posted on the social media platform Instagram. This MRP seeks to answer the following research questions: 1) In what ways has the digital age effected contemporary poetry? 2) What role has digital media played in shaping the success and formal elements of Rupi Kaur’s body of work? This MRP begins by offering a brief history of poetry’s relationship with media and an account of how poetry is produced and consumed in the digital age. The core of the MRP is a case study of contemporary Insta-poet Rupi Kaur. Through qualitative visual and textual analysis, the case study considers: 1) Kaur’s poetry, 2) her Instagram content, 3) her readership, and 4) the criticisms of her work. As to the discussion, the analysis of the four categories reveals that Kaur’s rise to Instagram fame is due to three factors: 1) Kaur’s use of social media, 2) her readership’s values, and 3) the publisher’s motives. To conclude, this MRP offers some suggestions for future research, including identifying poets suitable for additional case studies.

The article focuses on a study of knowledge creation and organizing in a local history wiki. The background for this study was to understand how web 2.0 and social media might open new possibilities for museums to collaborate with communities and lay professionals in cultural heritage knowledge creation. Digital technologies provide tools that in many ways overcome challenges of physical collaboration between museums and amateurs. But technologies also bring in new aspects of ordering, categorizing and systematizing knowledge that illuminates the different institutional as well as professional frameworks that writing local historical knowledge into digital forms in fact represents.

For those who have studied the history of religious tensions in Egypt, the current rising tide of violence against Christians in the country should come as no surprise. Persecution of Christians in Egypt dates back for centuries. In recent years—particularly during the past decade—we have witnessed a greater interest in understanding the violence, not only in academia, but among the interested general population as well. This has led to an upsurge in academic writings and in media articles discussing the issue. After a thorough literature review, I have discovered that many of the pieces focus on the empirical, while often neglecting the normative. While empiricism is important for any research endeavor, this paper seeks to focus more on the narratives on the ground. As a sociologist for three decades, I have worked closely with the Egyptian Christian immigrant community in the U.S. and have regularly been called to testify in asylum courts across the U.S. regarding the issues of religious intolerance in Egypt. Over the years, I have conducted countless interviews with these individuals. As such, I have used their personal stories as a starting point for my academic inquiries. As a case study, I have selected three personal narratives to include in this analysis. All of the individuals' names have been changed in order to safeguard their identity. For this paper, I have specifically chosen individuals from different backgrounds, genders, education levels, social standings, and geographical location. In doing so, I was able to piece together a larger narrative that demonstrates how the persecution of Christians in Egypt is not limited to one group or another—it is widespread throughout Egyptian society. In the end, I was able to discover that each of the individuals suffered in different ways. However, they all suffered given one basic commonality—being Christian in Egypt.

This research examines social media users’ value-creation processes and the drivers of a start-up company’s successful social media strategy. This research primarily aims to understand start-ups’ effective utilization of social media and value co-creation processes. Although utilizing social media has become key for many organizations, start-ups and small businesses often suffer from a lack of understanding and knowledge of the utilization of social media tools. Therefore, this article uses a case study on the relationship between a social media platform and users’ value co-creation to offer a conceptual framework for start-ups to consider in utilizing social media. Our research reveals that four core drivers of social media success include experience, satisfaction, expression, and sharing ability. Each of these drivers in turn contains conditions for understanding users’ value-creation process and the creation of drivers for successful social media strategies. The research contributes to literature by providing a detailed review of users’ value co-creation as a part of a start-up’s successful social media strategy.

This chapter explores the potential of Web 2.0 utilization in developing countries through the concept of e-government. Successful implementation of the Web 2.0 concept has to combine both technological and human factors. Thus, this chapter proposes a conceptual model that will measure e-government 2.0 readiness. The conceptual model is based on a combination of the Technology Acceptance Model, Theory of Planned Behavior, and indexes from the United Nation’s database. South Sudan is used at the end as a brief case study of the potential of e-Government 2.0. Future research should validate the empirical model. Meanwhile, the implications of the model are presented.

In this chapter, the researchers used an ethnographic stance to demonstrate how conversation evolved within a social media platform. They investigated the online discussions and face-to-face dialogues between teacher educators and pre-service teachers. They compared the participants’ reciprocal conversations within this case study to analyze patterns in the language used in each forum in order to identify the affordances and constraints of perceived understanding. Through this discourse analysis the authors sought to identify indicators of each participant’s metacognitive development while engaging in an online book discussion through a social media platform. Data analysis indicated that there was metacognitive growth when comparing the initial reciprocal conversations with the final conversations.

In knowledge society the utilization of social media as a communication channel between people, groups and even companies is increasing. Current innovation and social media research has already shown the potential of crowdsourcing in the business-to-consumer (B2C) markets. The authors argue in this paper, however, that crowdsourcing has a great and yet partly undiscovered potential also in the context of business-to-business (B2B) markets. In order to get the full potential, a more detailed understanding of the logic of value creation in crowdsourcing activities between multiple stakeholders in B2B context is needed. This paper presents an exploratory study that is carried out as an empirical netnography-based multiple case study. The study opens up potential future research avenues by starting the discussion of value creation logic in B2B crowdsourcing. Practical implications are created through cases revealing what kind of value companies have already been able to gain from crowdsourcing in B2B context.
