Electronic and Mobile G2C Services

Electronic and mobile government services represent a tremendous impetus to move forward in the 21st Century with the potential to bring about a higher quality and more cost effective services to enhance the relationship between citizens and government. In this chapter, the municipalities’ electronic services provided to citizens are examined based on the literature review and the assessment of their websites. As a result, a typology of electronic and mobile services is proposed. Furthermore, the users’ perspective is inquired in order to depict the awareness, the usage and the attitude of citizens in relation to the electronic and mobile services provided by the municipalities in Northern Greece. Therefore, electronic services are used only by a small percentage of Greek citizens due to lack of awareness and trust in electronic government. Mobile services are regarded to be beneficial, while high cost and lack of network connection seem to be barriers for their usage.

This article undertakes a literature review on such articles on social media and citizen-centric e-government services. This research uses 139 articles to perform the intended literature review. The keywords analysis of these articles indicates that Web 2.0, participation and open government/open data were some of the frequently used keywords in addition to the two major themes of e-government and social media on which all the articles were searched for. The analysis of research methods indicated that majority of the studies were analytical, conceptual, descriptive, or theoretical in nature. The theoretical analysis however indicated that there is a lack of theory-based research in this area. The review of literature indicated that research themes such as electronic participation, engagement, transparency, communication/interaction, trust, security and collaboration are some of the most frequently used categories under this area of research. A research framework has also been proposed from the key themes emerging from the review.

This conceptual paper reviews literature on marketing of This conceptual paper reviews literature on marketing of library products and services, and discusses various ways and means for the same. Several marketing techniques to promote the usage of library resources and services have been highlighted in the literature. It is seen that majority of libraries do not have a marketing culture. It is recognised that libraries need to formulate marketing plan along with financial budget on a yearly basis so that library resources can be utilised optimally. Libraries in developing countries have been struggling to conduct outreach programmes to market their resources and services. Latest technologies such as, Web 2.0 and mobile services have opened up new avenues to do marketing in efficient and cost effective ways. Therefore, libraries should not leave any stone unturned to apply the latest technologies in promotion of resources and services amongst the stakeholders. Relationship marketing is a field of knowledge that emerged in the 1980s. The relationship between online consumers and brands is embedded in the same relationship marketing paradigm but become a significant issue for companies in the 21st century with the proliferation of Web 2.0. In order to give insights about online engagement and the process behind, this chapter aims (1) to conduct a systematic literature review on online stimuli experience, adaptability, e-WOM, positive/negative emotions, memory, and online engagement; (2) to present a comprehensive framework exposing the flow from stimuli to e-WOM on online retail consumers. Findings allow the authors propose online retailer recommendations and suggestions for further research.

This study aims to assess the evidence regarding the relationship between previous and new schools of linguistics. According to Kuhn (1970), old linguistic paradigms incorporate vocabulary and apparatus from previous or traditional paradigms. In particular, this review addresses the Question: Do new paradigms in linguistic arise from old or previous ones, as Kuhn suggested? The study is significant in understanding emerging schools of linguistics based on previous ones. A qualitative literature review was applied to compare new and old schools of linguistics. According to the findings, there is substantial evidence that functionalism, structuralism, and Transformational-Generative Grammar support Kuhn's argument. Most notably, the changes of the transformational-generative grammar from a consistent and straightforward Standard Theory to an improved Extended Standard Theory, and finally, to the Minimalist Program, point towards the same conclusion. Interestingly, the transformations demonstrate how new paradigms arise from old paradigms without borrowing many concepts, terms, and experiments from them. This study draws the attention of linguists in the 21st Century to pay closer attention to the trends in schools of linguistics.

This chapter is on responsive electronic government services. Various changes in the relationship between government and citizens will be discussed by examining theory and practice of electronic public service delivery initiatives in a broad sense. The increasing complexity of society, individualization, new expectations of citizens and the use of modern ICT all influence the behavior of governments in their relations with citizens. What impact does e-government have on some of the most important principles of good governance — such as principles that safeguard “access and transparency”, “accountability and legitimacy” and “effectiveness of policy- and decision-making”?

In the 21st century, e-government has become of prime importance in every country. This has prompted many governments, whether developed or developing, to plan and develop digital technology through which government services could be provided. The growing importance of application of e-government stems from the fact that ICT has the capability of promoting transparency, improving public service delivery, removing corruption, and providing better governance. This chapter is based on a literature review of the data, information, and papers relating to e-government in Central Africa and looks into the issues and challenges to the successful implementation of e-government initiatives in these countries on a wider perspective. The results show that ICT policies, ICT infrastructure, Internet access, connectivity, and the digital divide are among the most common issues in the successful implementation of e-government initiatives in Central African countries.

Amongst the several problems with the Brazilian e-government services (e-Gov), many of them are related to the fact that Brazil does not have a National Strategy for Digital Identity Management (IdM). To design a  national strategy, it is crucial to analyze the solutions adopted in other countries and take into account Brazilian characteristics, such as its area, population, digital inclusion index, socio-political and economic profile, the current national identity registration system and the fraud rate. In this context, this paper aims to propose a national strategy for IdM for the Brazilian e-Gov program. This strategy was built upon by a literature review of the experiences of European countries and, mainly, the peculiarities inherent to Brazil.

The rise of e-commerce has brought considerable changes to the relationship between firms and consumers, especially within international business. Hence, understanding the use of such means for entering foreign markets has become critical for companies. However, the research on this issue is new and so it is important to evaluate what has been studied in the past. In this study, we conduct a systematic review of e-commerce and internationalisation studies to explicate how firms use e-commerce to enter new markets and to export. The studies are classified by theories and methods used in the literature. Moreover, we draw upon the internationalisation decision process (antecedents-modalities-consequences) to propose an integrative framework for understanding the role of e-commerce in internationalisation
