Access to and Usage of E-Resources in Selected Higher Learning Institutions in Tanzania

This chapter assesses the usage of e-resources in higher learning institutions in Tanzania. It identifies how electronic resources are acquired, determines the factors influencing the usage of e-resources, and assesses how e-resources are managed and disseminated. The chapter also investigates the efficiency of the Consortium of Tanzania University and Research Libraries in enhancing accessibility and usage of e-resources. The study employed a survey in data collection where face-to-face interviews and online surveys were used. Collected data was analysed through content analysis. The study found that all higher learning institutions in Tanzania had Internet connectivity, thus providing an opportunity for usage of online and offline resources. It was found that the usage of e-resources was influenced by users’ attitudes, preference and searching skills, funds for e-resources subscription, Internet connectivity, and electric power. It is recommended for higher learning institutions to invest in ICTs infrastructure and support the current trends of subscription and usage of e-resources.

Only 23% of Malaysian workforce has tertiary education compared to Organisation for Economic Co-operation and Development countries such as Singapore and Finland that have tertiary education with an average of 28% and around 35%, respectively. This study investigates perceived needs lifelong learning programmes for professionalisation among the workers. A survey was conducted on workers from the industries. Most of the workers felt that lifelong learning programmes provide personal satisfaction. In terms of perceived needs, workers from higher positions in industries need lifelong learning programmes to get better positions and better salaries as compared to those with lower positions in industries to get better job and education. Both groups have different preferences for means of learning whether face-to-face or online learning. The implications are that the government has to change their policy in terms of requirement for these companies to register with the Human Resource Department Fund so that their workers be subsidised for attending lifelong learning programmes and to encourage the participation of public higher learning institutions for providing online and weekend lifelong learning programmes to the workers.

Self-employment and self-entrepreneurship activities among graduates in local and global economic trends lead to the birth of small scale animation studios. Government funding and business exposure in higher learning institutions are driving the young workforce to establish their own company rather than working for others. The current generations of graduates are very much in favor of entrepreneurship and begin to break away from the notion of stability in conventional professions due to the lack of flexible work-life balance and office benefits. Company ownership and financial freedom self-management remain the most recent phenomena in today's graduates. The idea of maintaining self-expression and control of the personal intellectual property is driving the young animator to venture into a small scale studio setup (4S).

Studies have identified that women enter higher learning institutions for personal enrichment and lifelong education. In spite of these benefits, societal perception and traditional roles affect women’s participation in formal education. This qualitative study sought to explore the experiences of female students on how they deal with their lifecycle roles as they access higher education outside their home countries. The study was conducted in a Kenyan university using seven graduate international female students. These participants were purposively selected for face-to-face interviews. Content analysis was used to analyse data based on similarities and differences. It was revealed that the female faced challenges such as psychological stress, financial problems and time constraints. They managed these roles through support from family and friends as well as the use of self-motivation strategies. It was therefore recommended that interventions geared towards the needs of these female students are developed by institutions who admit international students.

This article investigates the role of learning Jawi classical book as one of the important teaching and learning methods in Islamic sciences especially in the study of Islamic Jurisprudence in Malaysia. The method of using the classical Jawi texts has been in place in the Malay Archipelago since a long period of time. However, it is no longer becoming the primary teaching and learning methods nowadays. Thus, this study will look into the effects and significance of learning the classical Jawi texts in understanding the Islamic sciences, particularly the Islamic Jurisprudence. The analysis will also focus on the implementation of learning classical Jawi texts through the talaqqi (face to face) method in several academic faculties at the Universiti Sains Islam Malaysia. For this purpose, descriptive qualitative method is utilized as well as questionnaires and coupled with semi-structured interviews. The study concludes that the learning of classical Jawi texts through talaqqi method is extremely essential in Malaysia specifically to Shariah students. These texts are considered the main sources in the study of Islamic sciences in this region. The understanding of such primary sources in Islamic studies empowers students with well-grounded knowledge before they embark into the study of other modern discipline of knowledge. With such well-grounded knowledge students are able to withstand themselves from other influences which may affect their understanding of their religion. The tradition of studying of classical Jawi texts should be reintroduced to the Malay Muslim communities in Malaysia especially to the students at higher learning institutions in the country.Keywords: Islamic Turath; Islamic Education; Malay Civilizaton; Pondok System; Jawi Classical Book. ARTIKEL: Artikel ini meninjau peranan pengajian kitab turath Jawi sebagai satu bentuk kaedah pengajaran dan pembelajaran ilmu-ilmu Islam yang penting terutama kepada pengajian ilmu fiqah di Malaysia. Tradisi pengajian yang menggunakan teks turath Jawi telah lama dipraktikkan di Alam Melayu. Namun begitu, sistem pengajian moden tempatan dilihat kurang memberi penekanan kepada pengambilan teks turath Jawi sebagai teks utama dalam pengajaran dan pembelajaran. Oleh itu, artikel ini cuba melihat kesan dan kepentingan pengajian teks turath Jawi untuk memahami ilmu-ilmu Islam, khususnya ilmu fiqah. Di samping itu, perbincangan artikel ini turut melihat perlaksanaan pengajian talaqqi kitab turath Jawi di beberapa buah fakulti di Universiti Sains Islam Malaysia. Untuk tujuan ini, kaedah kualitatif deskriptif digunapakai di samping soal selidik dan temu bual berstruktur separa. Hasil kajian ini mendapati bahawa pengajian talaqqi kitab turath Jawi merupakan satu kaedah yang sangat penting dalam dunia pendidikan di Malaysia terutama kepada pelajar aliran syariah. Kitab turath Jawi dianggap sebagai sumber utama dalam pengajian ilmu-ilmu Islam di rantau ini. Kefahaman terhadap teks turath Jawi ini dapat memantapkan para pelajar dengan ilmu-ilmu asas Islam yang kukuh sebelum mula mempelajari ilmu-ilmu moden. Dengan itu, mereka dapat mempertahankan diri daripada pelbagai pengaruh luar yang boleh menjejaskan kefahaman mereka terhadap Islam. Tuntasnya, tradisi pengajian kitab-kitab turath Jawi perlu diketengahkan semula dalam masyarakat Melayu di Malaysia khususnya masyarakat kampus di institusi-institusi pengajian tinggi tempatan.Kata Kunci: Turath Islami; Pendidikan Islam; Tamadun Melayu; Sistem Pondok; Kitab Jawi.

During the COVID-19 pandemic, higher learning institutions switched from the traditional face-to-face teaching method to online based teaching. Even though the country is facing crisis due to the pandemic, teaching can still be conducted through online platform. It offers flexibility to both students and academicians. However, online learning is believed to reduce the students’ motivation, performance and lead to mental health problems. To reduce these issues, this study was conducted to determine the impeding factors towards the effectiveness of online learning. The respondents consists of 267 social sciences students. Three impeding factors were discussed which are accessibility, social and academician capability factor. The descriptive findings determined that accessibility factor was the main impeding factor towards the effectiveness of online learning. Thus, the roles of government, university and telecommunication firm are important to reduce the issues of internet access, internet data cost and lack of technology devices. Consequently, the students’ motivation and performance during online learning can be enhanced.

It can be envisaged that the use of multimedia computer technology as replacement, or supplement to, human educators in engineering education would become widespread in the future. Such technology can be employed to demonstrate and correlate real life application and theory thereby promoting deep learning. Interactive courseware for higher learning institutions may be extremely useful where trained human resources in the engineering education sector are limited. This Chapter discusses the current trends of incorporating new technologies with TAPS packages in the teaching of engineering subjects.

It is well known that there is a lack of diverse professionals within the field of library and information science (LIS). As the entry point for future LIS professionals, university library programs are in a unique position to proactively address this issue. Websites serve as digital representations of Canadian LIS programs and are several programs’ main recruitment tool. This project adds to the growing body of Canadian focused data on diversity within LIS, and it is the first study to exclusively observe Canadian LIS higher learning institutions. Through a content analysis of Canadian LIS program websites, this project seeks to explore the following research questions: (1) How are Canadian LIS programs addressing issues like diversity, inclusion, and equity?; and (2) How do the LIS programs’ diversity initiatives relate to their recruitment of students? Emergent themes drawn from literature related to diversity efforts in higher education were analyzed alongside data collected from websites of LIS programs in order to frame the larger discussion of how issues like diversity, inclusion, and equity are addressed within higher learning institutions.

<p>Earlier forms of distance education were characterized by minimal social interaction like correspondence, television, video and radio. However, the World Wide Web (WWW) and online learning introduced the opportunity for much more social interaction, particularly among learners, and this has been further made possible through social media in Web 2.0. The increased availability of collaborative tools in Web 2.0 has made it possible to have online collaborative learning realized in Higher Learning Institutions (HLIs). However, learners can perceive the online collaborative learning process as challenging and they fail to utilize these collaborative tools effectively. Although a number of challenges have been mentioned in the literature, considerable diversity exists among countries due to diversity in infrastructure support for e-learning and learners’ background. This motivated this study to investigate components of online collaborative learning perceived as challenging by learners in HLIs in Kenya. Using a questionnaire, a survey was conducted in two public universities and two private universities to identify students’ perceived challenges in an online collaborative learning environment. Through purposive sampling the questionnaire was distributed to 210 students using e-mail and 183 students responded. Based on descriptive analysis the following five major challenges were rated as high: lack of feedback from instructors, lack of feedback from peers, lack of time to participate, slow internet connectivity, and low or no participation of other group members. There was also a relationship between the university type (private or public) with the perceived challenges which included: lack of feedback from the instructor (p=0.046) and work load not shared equally among group members (p=0.000). Apart from slow internet connectivity the rest of the challenges were in line with the observed challenges in the literature.These key challenges identified in this study should provide insight to educators on the areas of collaborative learning that should be improved in order to provide access to quality education that supports effective online collaborative learning in HLIs in Kenya.</p>
