Test and Evaluation for Weapon Systems

Defense systems are complex and expensive and decision makers acquiring these systems aspire better value for money. As part of a procurement decision, test and evaluation (T&E) is conducted to assess if the system is meeting desired requirements. This chapter reviews the concepts in T&E for weapon systems in the navy and presents the process for its implementation. The authors point out the role of modeling and simulation and how to use them to support T&E. The review reveals that developmental and operational T&E can examine weapon systems requirements before their deployment, T&E process can effectively be implemented in six steps, and mission/capacity requirements must be decomposed into predefined evaluation criteria.

Increasingly, government departments are being held accountable for investment in public services. In Queensland the Financial Accountability Act 2009 (Queensland Treasury, 2016) requires that accountable officers and statutory bodies ‘achieve reasonable value for money by ensuring the operations of the department or statutory body are carried out efficiently, effectively and economically’ (Section 61). Whilst there is a directive for agencies to evaluate and demonstrate value for money, it has in practice been difficult to embed long term, as many systems and decision makers have neglected the role of organisation-wide evaluation capital. This paper will outline the work being undertaken in the Queensland Department of Agriculture and Fisheries (DAF) to implement an Impact and Investment Framework, which will support and embed evaluation in a multidisciplinary setting. A central tenant of this framework is ‘business empowerment and learning'—building the evaluation culture in the organisation by first establishing evaluation building blocks, through business empowerment, support and utility. The framework is comprised of five key elements and is built on the principles of evaluation and evaluation capacity building disciplines. It has been designed to be low-cost, effective and efficient, whilst enabling business improvement, meeting accountability needs and allowing the department to demonstrate the value of its work.

A decision making procedure for selection of a weapon system involves different, often contradictory criteriaand reaching decisions under conditions of uncertainty. This paper proposes a novel multi-criteria methodology based on D numbers which enables efficient analysis of the information used for decision making. The proposed methodology has been developed in order to enable selection of an efficient weapon system under conditions when a large number of hierarchically structured evaluation criteria has to be processed. A novel D number based Level Based Weight Assessment – Multi Attributive Border Approximation area Comparison (D LBWA-MABAC) model is used for selection of an automatic cannon for integration into combat vehicles. Criteria weights are determined based on the improved LBWA-D model. The traditional MABAC method has been further developed by integration of interval numbers. A hybrid D LBWA-MABAC framework is used for evaluation of an automatic cannon for integration into combat vehicles. Nine weapon systems used worldwide have been ranked in this paper. This multicriteria approach allows decision makers to assess options objectively and reach a rational decision regarding the selection of an optimal weapon system. Validation of the proposed methodology is performed through sensitivity analysis which studies how changes in the weights of the best criterion and the elasticity coefficient affect the ranking results.

PurposeThis paper explores the role of the COVID-19 pandemic in the financial and parliamentary accountability mechanisms of public-private partnership (PPP) “City Hospitals” in Turkey. Diverse and changing accountability mechanisms are explored regarding budgetary, affordability and emotions during the COVID-19 pandemic.Design/methodology/approachThis is a case study of City Hospitals in Turkey. Empirical data are collected and analyzed qualitatively from publicly available government and related sources, Turkish National Audit reports (Sayistay), strategic healthcare investment plans, relevant laws, decrees and NGO reports and news articles.FindingsExisting accountability mechanisms for arranging and/or delivering value-for-money (VfM) in Turkish PPP hospitals are weak. This provided policy makers with more flexibility to manage expectations of its citizens in dealing with COVID-19 pandemic. Political decision makers, through PPPs, created political capital for themselves by engaging in emotional accountability at the expense of better financial and parliamentary accountability.Originality/valueThis article contributes to the literature by articulating how roles of accountability change in crisis and introduces the concept of emotional accountability during a period of heavy infrastructure investments in City Hospitals in Turkey.

Response evaluation criteria in solid tumors (RECIST) are a method used to evaluate and document the response to cancer treatment in solid tumors. The availability of a new class of immuneoncology drugs has resulted in the need to modify RECIST criteria methodology. The first leadership immuno-oncology network (LION) master course brought together experts in oncology and immuno-oncology. Six questions were put to the experts and their opinion, supporting evidence, and experience were discussed to arrive at a practical consensus recommendation. n this nascent field, the availability of a practical consensus recommendation developed by experts in the field is of immense value to the community oncologist and other health-care consultants.

Background: Immune checkpoint inhibitors (ICI) have achieved astonishing results and improved overall survival (OS) in several types of malignancies, including advanced melanoma. However, due to a peculiar type of anti-cancer activity provided by these drugs, the response patterns during ICI treatment are completely different from that with “old” chemotherapeutic agents. Objective: To provide an overview of the available literature and potentials of 18F-FDG PET/CT in advanced melanoma during the course of therapy with ICI in the context of treatment response evaluation. Methods: Morphologic criteria, expressed by Response Evaluation Criteria in Solid Tumors (RECIST), immune-related response criteria (irRC), irRECIST, and, more recently, immune-RECIST (iRECIST), along with response criteria based on the metabolic parameters with 18F-Fluorodeoxyglucose (18FFDG), have been explored. Results: To overcome the limits of traditional response criteria, new metabolic response criteria have been introduced on time and are being continuously updated, such as the PET/CT Criteria for the early prediction of Response to Immune checkpoint inhibitor Therapy (PECRIT), the PET Response Evaluation Criteria for Immunotherapy (PERCIMT), and “immunotherapy-modified” PET Response Criteria in Solid Tumors (imPERCIST). The introduction of new PET radiotracers, based on monoclonal antibodies combined with radioactive elements (“immune-PET”), are of great interest. Conclusion: Although the role of 18F-FDG PET/CT in malignant melanoma has been widely validated for detecting distant metastases and recurrences, evidences in course of ICI are still scarce and larger multicenter clinical trials are needed.

This paper evaluates the history and cycling accessibility of Nova, a shopping centre established in Lund, Sweden, in 2002. The current situation was also analysed through observation and a literature review. Moreover, the study conducted a closer analysis of the history and role of the municipality based on further literature study and interviews with officials. The conclusion of the analysis indicates poor and unsafe bikeways caused by conflicts of interest between politicians, officials, landowners and the general public. It also depicts a situation in which the municipality’s master plan has been ignored, and, in contrast to the local goals, cycling accessibility at Nova has seen no significant improvement since the shopping centre was first established. The reasons for this, arguably, are a relatively low budget for bikeway improvements in the municipality, as well as a situation in which decision-makers have stopped approaching the subject, as a result of the long and often boisterous conflicts it has created in the past. Lastly, it must be noted that it is easy to regard the whole process of Nova, from its establishment to the current situation, as being symptomatic of the power structures between drivers and cyclists that still affect decision-makers at all levels.

Abstract Focus groups were held with family/decision makers of residents in an exclusively Chinese (EC; N=7) and a multi-ethnic (ME; N=8) care home, as well as South Asian (SA; n = 5) and lesbian, gay, bisexual and transgender caregivers (LGBT; n = 5) who had/have a loved one in a care home. Shared themes across groups included the role of the care home in Advance Care Planning (ACP) discussions, the timing of such discussions (i.e., at admission), and the extent to which another person was available and appropriate for such discussions. Issues unique to groups included superstition and the equation of ACP with funeral planning (EC), family history and regrets about not having planned (ME), gender differences and the need for education about ACP (SA) and the absence of traditional family among LGBT older adults. These themes highlight the challenges in ACP among diverse populations and the need for targeted interventions.

Reactive oxygen species (ROS) comprise the superoxide anion (O2·−), hydrogen peroxide (H2O2), hydroxyl radical (·OH), and singlet oxygen (1O2). ROS can damage a variety of macromolecules, including DNA, RNA, proteins, and lipids, and compromise cell viability. To prevent or reduce ROS-induced oxidative stress, bacteria utilize different ROS defense mechanisms, of which ROS scavenging enzymes, such as superoxide dismutases, catalases, and peroxidases, are the best characterized. Recently, evidence has been accumulating that some of the terminal oxidases in bacterial respiratory chains may also play a protective role against ROS. The present review covers this role of terminal oxidases in light of recent findings.
