Model of Socioeconomic Development Based on Market Economy and Public-Private Partnership (PPP) Mechanism

This chapter systematizes the main components of the socio-market model of the economy. Its basis is formed by market economy and public-private partnership as the mechanism stimulating the attraction of private investments. Using the opportunities of the market economy and PPP mechanism creates a real opportunity for the formation of a new model of socio-market economy. This model does not imply the weakening the role of the state and infringement of democracy as such, but rather strengthening of institutions and PPP mechanisms with the aim to attract private investments and improve social relations at the same time. This chapter is thus aimed at revealing the main elements of this socioeconomic model along with the theoretical, methodological, and practical aspects of its main components: the market economy and the PPP mechanisms.

In the Brazilian case, we have struggled so hard since the so-called ‘opening period’ of political democratization with social rights materialized in public policies. The article deals with the new theoretical approaches to natural monopoly. It describes essential features of the appropriate branches of economy. The role of the state in the regulation of natural monopolies in the developed and transition economies is also analyzed. The author compares the advantages and shortcomings of various institutional alternatives of organization of natural monopolies functioning as well as the perspectives of public-private partnership in this sphere. Special attention is paid to the analysis of Russian natural monopolies reforms.

This work aims to verify how the Public-private Partnership contracts can be used as a tool for the policy makers to provide infrastructure in health services, specially seeking to fight the coronavirus pandemic, like the construction of hospitals and health centers, plus research and development of vaccines and medicine. An analysis of PPP cases already currently working in Brazil was conducted, based on the empiric literature. The PPPs arise as a feasible alternative of investments in this sector, particularly in a fragile moment of public accounts, in addition to the need of healthcare improvements throughout the country. Besides being more efficient, this kind of contract also attenuate the pressure on the public accounts since it is financed by private investments.

Abstract.The article considers modern aspects of financial support of investment activities on the basis of public-private partnership. The expediency of using one of the key forms of public-private partnership -concessions in the process of financial support of investment activities of state and communal economic entities is substantiated. The existence of a significant impact of the mechanism of transformation of the movement of financial resources as a result of concession relations, the practical implementationof which allows to obtain a significant economic effect for the national economy and the state budget. Financial support of their investment and innovation development. The extremely important role of the state in the process of financialsupport of investment activities on the basis of public-private partnership is emphasized. Taking into account the existing approaches of scientists and practitioners to the interpretation of the essence of the categories "state regulation", "state regulation of innovation development" the author's interpretation of the definition "state regulation of innovative development of concession activity" is proposed as a component of concession management system. Increasing financial and economic security.The necessity to singleout among the main tasks of the mechanism of state regulation of financial support of investment and innovation development of concession activity such tasks as: development of financial and economic relations of concession subjects is substantiated; providing practical orientation of research works; innovative renewal of production facilities of concession facilities.The existence of a systemic impact of financial support of investment activities on the basis of public-private partnership on the trajectory of future socio-economic development of the country is proved.

The subject of this research is the prospects for the development of international legal regulation of public-private partnership. The question is raised on the diminishing role of the state in regulation of international and transboundary relations in the sphere of public-private partnership. The author indicates a quite noticeable replacement of traditional regulatory processes, the key role in which is played by the states, with informal processes of international rule-making, in which the lead is taken by non-state actors. It is substantiated that the absence of international convention on public-private partnership negatively affects the regulation of relations in the sphere of public-private partnership. Leaning on the domestic and foreign scientific literature, the author outlines the vector of development of international law in the sphere of public-private partnership, as well as substantiates the need for adopting the international framework convention on public-private partnership. Analysis is conducted on the special forms of interaction between international law and national law in the sphere of public-private partnership, as well as on correlation between international law and non-legal regulators of public-private partnership. The article describes the key aspects of the content of the international framework convention on public-private partnership. The novelty of consists in establishment of the vector of development of international legal regulation of public-private partnership. Based on the “clash” of private law and public law approaches towards regulation of international investment relations, the author substantiates the comprehensive approach towards regulation of public-private partnership.

On the basis of official statistics from open sources, the article analyzes the characteristics of the economic, budgetary and financial situation of the subsidized regions. The subject of this research is the public-private partnership as a phenomenon of the socioeconomic development of society. The object of the research is the public-private partnership in modern Russia. As objectives of the study, we have identified the formulation of the definition of the concept of “public-private partnership” and the study of the modern practice of joint work of companies and the State to address urgent socioeconomic problems. The objective of the study is to develop recommendations for proposals to improve this tool to support the socio-economic development of the subsidized regions. The novelty of the study lies in the fact that special emphasis is placed on the development of public-private partnerships in the Far East as part of the implementation of a modern state program for the development of this region. In conclusion, the document presents recommendations to optimize public-private partnerships.

The relevance of research into institutional aspects of public-private partnership (PPP) is evidenced by the continuously increasing role of research-and-technology, information technology, territorial and socioeconomic factors of influence on the development and implementation of regional PPP projects aimed at improving social welfare and accelerating the rate of socioeconomic development of Russia’s regions. Systemic impact of technical, technological, territorial and socioeconomic factors stipulates the need for the development of institutional environment of PPPs, which implies taking measures for protecting private investments and interests of private investors. This impact also predetermines the necessity to improve the currently existing institutional models of informational-legal base that ensure integration processes of managing PPP projects, with taking into consideration of regional differences and excess investment risks. In this regard, the present paper is aimed at detecting problems of development of PPP’s institutional environment at the regional level. The solution of these problems will allow elaborating models of institutional environment having integrated legal and regulatory framework, transparent and intelligible procedures and standing orders that are necessary when implementing complex socioeconomic projects of public importance for the development of regions. The authors of the paper have defined the role of institutional environment of public-private partnership (PPP) and municipal public-private partnership (MPPP) in the development of a region. The paper provides the results of generalized analysis of factors of development of institutional environment and regulatory-legal framework at the regional level. There were defined problems entailing the performance risks concerning the support of regional projects by public partners and risks of integrated models of interagency interaction at the stages of elaboration, selection and making decisions on implementing PPP and MPPP projects, performing measures of control, maintenance, monitoring and maintaining a register of PPP projects. The results of the research given in the paper are of applied importance for both academicians and practical workers, especially in using the assessments of a development level of institutional environment and legal framework when preparing or implementing projects on improving a region.

Public-Private Partnership as a model of financing the development projects claims for the active role of the state, especially regarding the legal frame and conditions. After the increasing importance of the partnership in the last twenty years and the individual encouragement, the EU plans the legal initiative on the level of the whole integration. For the countries in transition and Croatia as the specific case, partnership can be one of the key generators of development acceleration. Within the assumptions for partnership, the legal frame is the necessary prerequisite of the partnership.

The article is devoted to analyze the digitalization process in the development of public-private partnership mechanism in informational healthcare infrastructure. The importance of information asymmetry problem is shown in the health insurance market, and the mechanisms that can minimize it are analyzed: public-private partnership and concession. Based on the analysis of report “The Development of Digital Economy in Russia”, the importance of the digitalization process was identified for the social sphere, and the main directions were outlined for the development of the digital economy in Russia. Aim of the article is to analyze the features of public private partnership mechanism in healthcare related to the process of digitalization of the economy. The object of study is the public-private partnership mechanism. Subject of the study include economical, organizational and social relations arising in the process of applying the PPP mechanism for the development of digitalization. The analysis method made it possible to comprehend the main trends of the digitalization process in relation to the healthcare sector. The method of synthesis helped to find the relationship between these trends. Comparative analysis allowed comparing two key models of health insurance. The article allows understanding the key trends of the digitalization process in health care. Аs a result, it will be useful for experts involved in the development of healthcare infrastructure based on the PPP mechanism.
