Abstract.The article considers modern aspects of financial support of investment activities on the basis of public-private partnership. The expediency of using one of the key forms of public-private partnership -concessions in the process of financial support of investment activities of state and communal economic entities is substantiated. The existence of a significant impact of the mechanism of transformation of the movement of financial resources as a result of concession relations, the practical implementationof which allows to obtain a significant economic effect for the national economy and the state budget. Financial support of their investment and innovation development. The extremely important role of the state in the process of financialsupport of investment activities on the basis of public-private partnership is emphasized. Taking into account the existing approaches of scientists and practitioners to the interpretation of the essence of the categories "state regulation", "state regulation of innovation development" the author's interpretation of the definition "state regulation of innovative development of concession activity" is proposed as a component of concession management system. Increasing financial and economic security.The necessity to singleout among the main tasks of the mechanism of state regulation of financial support of investment and innovation development of concession activity such tasks as: development of financial and economic relations of concession subjects is substantiated; providing practical orientation of research works; innovative renewal of production facilities of concession facilities.The existence of a systemic impact of financial support of investment activities on the basis of public-private partnership on the trajectory of future socio-economic development of the country is proved.

Introduction. The development of the tourism industry significantly affects the development of the country's economy as a whole. Its role is determined not only in the financial contribution, but also in stimulating other related industries that perform both ancillary and independent functions. The modern Ukrainian tourist market is undergoing many changes, so one of the current problems today is the use of effective tools for finding and systematizing the necessary information to forecast the development of the tourism industry. The purpose of the paper is to define the concept of monitoring the tourism industry as a means of improving the efficiency of state regulation of the economy, proving the importance of monitoring research, identifying problems of monitoring and ways to solve them. Results. The main purpose of tourism monitoring is to assess and forecast the state of tourism. Tourist services are localized and specialize in meeting the socio-economic needs of the population directly at the municipal level and are one of the main sources of funds coming to the state budget and ensure the reproduction of social infrastructure. In order to analyze trends in tourism and tourism in Ukraine, as well as assess the socio-economic effect of the implementation of measures of state support for domestic and inbound tourism, the central executive bodies of state regions of Ukraine, carrying out executive and administrative activities in tourism, the state of the tourism industry is being monitored. Given the large recreational and tourist potential in Ukraine, there is no full-fledged system of monitoring the market of tourist services by the state. This is due to the lack of an independent executive body in the field of tourism, endowed with certain powers, and a single system of statistical indicators of the market of tourist services. Modern statistics, both at the state and regional levels, do not give a complete picture of the state of tourism. Monitoring of tourist resources, objects of the tourist industry should give a clear picture of interaction of various branches of economy of the republic for the purposes of a complex estimation of directions of improvement and efficiency of functioning of the connected branches, exclusion of interbranch disproportions which negatively affect general development. Conclusion. To increase the growth rate of the tourism industry, the formation of a positive tourist image of the region, increase its visibility requires constant monitoring of the state and development of the tourism market. Monitoring will allow tracking the trends of the tourism market in the dynamics and promptly make changes to the developed programs and plans for the development of the tourism industry, develop recommendations for their adjustment, increase the effectiveness of tourism management.

In the Brazilian case, we have struggled so hard since the so-called ‘opening period’ of political democratization with social rights materialized in public policies. The article is devoted to the development of such a form of state property management as a public-private partnership. Public-private partnership is one of the most widespread format of interaction between the state and business. The article analyzes the legal foundations and trends in the development of this form of interaction. Modern methods for assessing risks, benefits and effects for different stakeholders of projects implemented in the form of PPPs are considered. The authors propose their approach to building a financial model and assessing the effects of PPP projects. Taking into account risks, the fair price of participation in the PPP project for both parties is estimated. The proposed financial model can be used to calculate the concession fee in tariff-regulated projects where the state is supposed to participate, usually with the subsequent transfer of the ownership for the created object to the state. The results of the work can be used by departmental and regional centers of public-private partnerships, by specialists of private investor companies and tariff regulation bodies when formulating the financial and economic justification for public-private partnership projects, justifying its preference in comparison with other forms of state budget investments.

Development of the Russian economy causes the growth of public requirements and structural changes connected with it directed to an increase in the efficiency of social and economic tasks solution. Need of partnership of the state and private business development for the solution of problems in the social and economic sphere predetermines by the insufficiency of opportunities of the public (budgetary) financing of investment projects, large-scale and significant for society. The public-private partnership (PPP) acts as one of the modern economic mechanisms allowing realizing the interaction of the state and business. The PPP, on the one side, represents a special form of influence of state authorities and management for the purpose of stimulation of business activity, and with another, acts as the economic mechanism of the solution of social and economic tasks. The article is devoted to the consideration of the public-private partnership mechanism as one of the most modern methods of economic activity state regulation which basis the basic coordination principle of the parties interests and allowing to combine interests and technologies of business. Need and the prospects of further development of mechanisms of state-private partnership on the basis of the state strategic planning are proved. Special attention is paid to the interrelation of development of public-private partnership and need of theoretical scientific research in the field of improvement of institutional, ensuring its realization. It is shown that the role of the mechanism of public-private partnership in the economy is defined, first of all, by its elements as subjects and objects of public-private partnership, priority spheres of realization. Authors allocate and describe a number of aspects of the mechanism of functioning of public-private partnership, namely: organizational and legal, financial and investment, technical and organizational, regional. In the article, the main problems connected with the development of the mechanism of PPP, including with lack of the description of concrete mechanisms of use of the majority of forms of PPP and lack of regulation of questions of division of powers between public authorities and business are allocated and proved.

The study analyzes the aspects that determine the change in the role of the state and the form of its impact on the agricultural sector in the context of the impact of the pandemic on all socio-economic processes in the country. The article reveals the importance of implementing the import substitution program from social and economic positions for Russia. A complex of adverse consequences brought by the pandemic to the public life and economy of the country is given, which determines the change in the role of the state in matters of regulation and direct financial support of agricultural production. The article discusses the advisability of using "helicopter money" as a way to help the population in difficult social conditions and at the same time as a way to stimulate effective demand for essential domestic products, including food products. In the context of a pandemic, the necessity of payments to support direct agricultural producers to maintain their financial stability is substantiated, the calculation of which is recommended to be tied to the arable land area and livestock population. The study provides a list of basic principles that are recommended to be applied when using instruments of direct financial support and regulation from the state. It is important to ensure not only the survival of agribusiness in the current conditions, but also to create opportunities for maintaining investment activity in the implementation of large projects, as well as to ensure the maintenance of the level of intensification in the current production cycle.

Subject of research – relations in the process of improving the mechanism of regulation of road development in Ukraine and putting into practice proposals to ensure innovative approaches and modernization of the road system on the basis of public-private partnership are formed. The purpose of the article. The scien- tific and methodological and practical proposals with the purpose of applying the mechanism of regulation of the road economy development as a promising of the national economy have been developed. The methodology of the work. The theoretical and methodological basis of the research is the system of both general scientific and special methods of scientific cognition, fundamental provisions of modern economic theory and practice. In scientific research such methods as mono- graphic in formulating approaches that the development of the road economy de- pends not only on the level of economic development, but also on the influence of regulatory mechanisms that are applied, economic and statistical – in determining and calculating the concession payment for the right to management are used. The results of the work – the scientific results of the improved basis of development of the national economy through the creation of an effective mechanism for the implementation of new rules and tasks in the system of regulation in the field of road economy are proposed for application. Conclusions. We propose modern mea- sures and tools for shaping the innovative environment, and we propose to intro- duce such rules that would meet the interests of the authorities, increase the level of protection of interests of private investors and the state in the implemen- tation of public-private partnership projects. The advantages in developing mech- anisms for guaranteeing public-private partnership project financing by the state partner during the whole project implementation period are substantiated; mecha- nism of fair compensation in case of early termination of the public-private part- nership contract at the initiative of the state partner in order to compensate for the reasonable losses of the private partner. The scientific-methodological and practical proposals for the purpose of application of the mechanism of regulation of the road development are revealed. It is proved that due to the impact of mod- ernization transformations, the public-private partnership can play a dual role as an institutional innovation and has every reason to combine both the modernization of investment activity and the modernization of the regulatory mechanism for the purpose of evolutionary transformations in the leading spheres of the national economy.

The article deals with the new theoretical approaches to natural monopoly. It describes essential features of the appropriate branches of economy. The role of the state in the regulation of natural monopolies in the developed and transition economies is also analyzed. The author compares the advantages and shortcomings of various institutional alternatives of organization of natural monopolies functioning as well as the perspectives of public-private partnership in this sphere. According to the latest World Bank estimates, today the Russian economic system is in the tenth place in the global economic space [1].A successful solution to the problem of ensuring economic security of the state in the context of the growing role of economic factors that determine the need for more efficient spending of the state budget is determined, first of all, by the presence of an appropriate regulatory legislation and scientific and methodological support. The formation of a new applied methodology for ensuring the economic security of the country during the implementation of public-private partnership projects is a priority in the study. A distinctive feature of the approach to ensuring economic security in the implementation of public-private partnership projects is that they maximize the possibility of obtaining a generalized assessment of the implementation of promising public-private partnership projects, taking into account the adopted restrictions on the level of economic security [2]. To date, the Russian Federation has a certain production potential, which must be developed and effectively promoted. All this necessitates the development of theoretical, legal and organizational foundations, as well as managerial mechanisms aimed at improving the economic security of the state. The purpose of this study is to study the economic interaction of the state and business to ensure the economic security of the Russian state using financial and economic indicators.

The article considers the directions of the development of integrated business structures based on innovation and investment in the agro-industrial complex of Ukraine. The paradigm of the development and functioning of integrated business structures of the agro-industrial complex of Ukraine, which intensify the innovative-investment process and network interaction of public-private partnership in a competitive environment, has been implemented. It is proved that the impact of public-private partnership on innovative-investment development and the creation of real value of business structures of the agro-industrial complex should be considered for different periods associated with the appropriate levels of evaluation of their effective cost-oriented platform. The efficiency of the functionality of business structures of the agro-industrial complex, which is characterized from the standpoint of time, level and integrated approaches, is determined. The temporal approach provides the allo-cation of three periods – short-term, medium-term and long-term, for each of which specific criteria for assessing the effectiveness of functionality is determined. A block diagram of qualitative criteria for evaluating the effectiveness of business structures in the introduction of innovations and investments in agriculture from the standpoint of the interests of a group of stakeholders in public-private partnership on a time basis is presented. The comparative characteristics of innovative-investment activity of business structures in high- and low-tech branches of the agro-industrial complex are determined. A model of integrated interaction of network interaction between business structures of the agro-industrial complex, institutes of agricultural development and stakeholders in public-private partnership has been developed. The institutional model of subsystems of the functional mechanism of harmonization of interests of business structures of agro-industrial complex and the state is offered. It is proved that the harmonious state regulation of investment activities of large agricultural producers (agricultural holdings) should be based on administrative, legal, organizational and economic methods and ensure compliance with norms and rules in the investment sphere at the level of relevant structural and functional institutions.
