The mechanization of the process creates agriculture-based jobs for farmers, providing financial support and facilitating affordable agriculture equipment and machineries. Fruits markets are subject of opportunity and it is important to the suppliers to identify the quality of fruits based on the ripeness level of fruits before selling out in order to get higher level of profit. The proposed framework is an Android application in native language of the farmer to help the jobless farmers to find agriculture-based jobs suitable to their skill set and receive investments from various investors across the country. Further, it finds investment for the needy farmers and create suitable agricultural employment for jobless farmers so that there is an increase in the progress in the field of agriculture. It also facilitates the farmers with advanced equipment for performing various agricultural tasks, obtains the land on lease, and determines various stages of ripeness of fruit and provides the information about the government project and funding facilities.

The study aims to formulate an appropriate strategy for the Government of Banten Province in improving the quality of local expenditure. The study is conducted on the expenditure quality in Banten and then, continued to formulate the appropriate strategy for it. There are 12 indicators expenditures which are used. Expenditure discipline of allocation, the accuracy of the target in distributing grant and social financial support, the accuracy of schedule in determining APBD, the accuracy of schedule in realizing revenue and expenditure, the effectiveness and efficiency of expenditure accountability, transparency of local government financial report and BPK opinion on it. Data collection is done by distributing questioners, document analysis, and interviews. The results show that expenditure had been disciplined priority program, the allocation of capital expenditure is still low, the allocation of personnel expenditure is good, the grant and the social financial support had not reached target yet, there was still APBD which was determined unpunctually, unpunctually expenditure realization. The expenditure was not effective and efficient, there was still unaccountable, accountability has been transparency and BPK opinions has not good. The strategy to be implemented for this case is the increasing commitment of all sides to increase the expenditure quality of Banten Province region.Keywords: Strategy, Banten Province, Quality Of Spending, APBDPenelitian ini bertujuan untuk merumuskan strategi yang tepat bagi Pemerintah Provinsi Banten  dalam  meningkatkan kualitas belanja daerah.  Kajian dilakukan terhadap kondisi kualitas belanja dan dilanjutkan dengan penyusunan strategi. Ada 12 Indikator kualitas belanja yaitu disiplin belanja terhadap program prioritas, ketepatan alokasi belanja modal dan belanja pegawai, ketepatan sasaran pemberian hibah dan bansos, waktu penetapan APBD, realisasi pendapatan dan belanja, efektifitas dan efisiens, akuntabilitas, transparansi dan opini BPK. Pengumpulan data dilakukan dengan penyebaran kuesioner, analisis dokumen dan wawancara. Hasil penelitian yaitu belanja sudah disiplin dengan program prioritas, alokasi belanja modal masih rendah, alokasi belanja pegawai sudah baik, hibah dan bansos belum tepat sasaran, APBD belum tepat waktu, realisasi pendapatan tepat waktu, realisasi belanja belum tepat waktu, belanja belum efisien dan efektif, belanja belum semua dapat pertanggungjawaban, pertanggungawaban sudah transparan dan opini BPK belum baik. Strategi untuk diimplementasikan yaitu peningkatan komitmen seluruh pihak dalam rangka peningkatan kualitas belanja daerah Provinsi Banten.Kata Kunci : Strategi, Provinsi Banten, Kualitas Belanja, APBD

Abstract SMEs have received much recognition as they continue to be the backbone in the development and economic growth of nations. This study intended to investigate how the entrepreneurial orientation moderates the relationship between the utilization of the financial support services and the firm’s performance. This study used Structural Equation Modeling to evaluate the impact of financial support services on SME performance. The sample for this study involved SMEs in Malaysia. The result indicates that financial support services significantly associated with the firms’ performance and entrepreneurial orientation failed to influence significantly the relationship between the usage of the services and the performance. The findings of this study could be useful for the government business support services providers to enhance further the quality of services and will provide an understanding of how effectively the characteristics of SMEs related to entrepreneurial orientation would help increase the effectiveness of the support services.

<p><strong>English</strong><br />Price fall of agricultural commodities usually taking place during harvest season adversely affect the farmers. The government addresses this issue through launching the Warehouse Receipt System (SRG). This paper critically reviews potencies and constraints of WRS in supporting agricultural finance and its improvement measures. Theoretically, SRG provides potential benefits, especially in financial support, stabilizing price fluctuation, increasing farmers’ income, credit mobilization, improving product quality, etc. However, SRG implementation in the agricultural sector encounters a number of constraints, such as high transaction costs, inconsistency of quantity and quality of agricultural products, lack of bank support, and weak farmers’ institutions. Since the farmers’ institutions are not well organized yet, SRG procedures seem very complicated and need simplification. In addition, SRG promotion and more conducive government policy are also necessary to optimize this credit scheme.</p><p> </p><p><strong>Indonesian</strong><br />Fenomena jatuh harga komoditas pertanian, terutama saat panen raya, seringkali merugikan petani. Untuk mengatasi permasalahan ini sekaligus membantu pembiayaan usaha pertanian pemerintah telah menggulirkan skim pembiayaan dengan Sistem Resi Gudang (SRG). Tulisan ini bertujuan melakukan tinjauan secara kritis terkait potensi dan kendala penerapan SRG untuk pembiayaan sektor pertanian. Hasil studi menunjukkan adanya potensi yang dapat dimanfaatkan dari pelaksanaan SRG utamanya dalam mendukung pembiayaan, minimalisasi fluktuasi harga, peningkatan pendapatan petani, mobilisasi kredit, perbaikan mutu produk dan sebagainya. Namun, implementasi SRG di sektor pertanian masih dihadapkan sejumlah kendala diantaranya besarnya biaya transaksi, inkonsistensi kuantitas dan kualitas produk pertanian, minimnya dukungan lembaga perbankan, serta masih lemahnya kelembagaan petani. Dengan kelembagaan petani belum tertata secara baik, aturan SRG masih dipandang terlalu rumit sehingga diperlukan penyederhanaan prosedur agar SRG dapat dimanfaatkan oleh petani. Disamping itu, sosialisasi keberadaan SRG serta dukungan kebijakan pemerintah yang kondusif akan menjadi faktor penting sehingga SRG dapat diimplementasikan lebih optimal.</p>

Housing and utilities sector has remained a topical issue over a long period of time and is closely connected with governmental tasks of improving the quality of providing the population with social services and creating investments opportunities. The increase of the sector efficiency in terms of the regional specificity is affected by such factors: the state of the industrial infrastructure, the level of capital intensity of the operating productions, the features of financial support of the housing and utilities enterprises in Irkutsk Oblast. There are a number of features in the Irkutsk Oblast housing and utilities sector that restrict attraction of private investments. The government works out the projects of increasing their attractiveness with the aim of lowering the share of their participation in financing the sector. The most significant ways of developing the housing and utilities sector (HUS) in Irkutsk Oblast, presented ion the article, include the level of regional acceptability of the rate methods, increasing the quality of public-private cooperation, introducing the ways of lowering the HUS enterprises loan debts. All of them are being implemented depending on the possibility of supporting their effective financing. An issue is raised in the tariff policy about the negative effect of the short-term tariffs for services and products, which can lower the investment risks, a task that is hard to perform at the present time, not involving all types of services. Public-private cooperation can contribute to attracting private investors through making concession agreements that determine and establish mutual relations for defending their interests but strongly restricts the investors rights. The loan debts as a negative factor of attracting private investors in the HUS sphere slow down the development of the sector.

From the standpoint of today, the article presents an overview of the practice of mass migration of peoples used by major powers during the first half of the twentieth century. Mass evictions were a prearranged act of public policy, part of the broader geopolitical plans of the USSR, Britain and the US. Deportations were the usual instrument (tool) of repression for Communist total regimes, were purely political in nature and were not economically justified, being their main purpose ethnic cleansing of civilians, while the secondary purpose was the elimination of the Ukrainian underground. The historical and economic analysis was made of the deportation of the Western Ukrainian population from lands that had been relegated to Poland based on the Lublin Agreement between the Polish Committee for National Liberation and the Government of the Ukrainian USSR. The socio-economic consequences of the deportation of Ukrainians from Poland, their resettlement, and their adaptation are revealed. The article deals with the issues of material losses during deportation, and the extent and quality of compensation in places of new settlement, namely: the unsatisfactory condition of the socio-economic adaptation of the deported, broken promises by the government of the Ukrainian USSR regarding the financial support of resettles people, etc. On the basis of the conducted research a number of generalizing conclusions are formulated.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

The continuity of learning programs during the COVID-19 pandemic found educational institutions, especially Madrasah Ibtidaiyyah (MI) temporarily closed the learning process in schools. To prevent the spread of COVID-19 that is currently engulfing Indonesia. Lack of preparation, readiness and learning strategies have a psychological impact on teachers and students. Declining quality of skills, lack of supporting facilities and infrastructure. Learning from home (online) is an effort by the government program to ensure the continuity of learning in the pandemic period. The research method uses participatory action research (PAR), which focuses on understanding social phenomena that occur in the community and mentoring efforts on the problems faced. The assistance effort is to help the children of MI Sulursewu, Ngawi in participating in online learning related to; 1). Preparation of activities, 2). Counselling participants offline method, 3). Offline activities method. Results of the study show that the mentoring activities following the target of achievement; first, the activity can be carried out following the schedule that has been set. Second, students are always on time for the online learning hours that have been set. Offline methods show that efforts can help ease the burden on parents, but can also make it easier for students to receive subject matter.

ABSTRACT   Banana fruit is a commodity that contributes a great value to both national and international fruit production achievement. The government through the National Standardization Agency establishes standards to maintain the quality of bananas. The purpose of this Project is to classify the stages of maturity of Ambon banana base on the color index using Naïve Bayes method in accordance with the regulations of SNI 7422:2009. Naive Bayes is used as a method in the classification process by comparing the probability values generated from the variable value of each model to determine the stage of Ambon banana maturity. The data used is the primary data image of 105 pieces of Ambon banana. By using 3 models which consists of different variables obtained the same greatest average accuracy by using the 2nd model which has 9 variable values (r, g, b, v, * a, * b, entropy, energy, and homogeneity) and the 3rd model has 7 variable values (r, g, b, v , * a, entropy and homogeneity) that is 90.48%.   Keywords: banana maturity, classification, image processing     ABSTRAK   Buah pisang merupakan komoditas yang memberikan kontribusi besar terhadap angka produksi buah nasional maupun internasional. Pemerintah melalui Badan Standarisasi Nasional menetapkan standar untuk buah pisang, menjaga mutu  buah pisang. Tujuan dari penelitian ini adalah klasifikasi tahapan kematangan dari buah pisang ambon berdasarkan indeks warna menggunakan metode Naïve Bayes  sesuai dengan SNI 7422:2009. Naive bayes digunakan sebagai metode dalam proses pengklasifikasian dengan cara membandingkan nilai probabilitas yang dihasilkan dari nilai variabel penduga setiap model untuk menentukan tahap kematangan pisang ambon. Data yang digunakan adalah data primer citra pisang ambon sebanyak 105. Dengan menggunakan 3 buah model yang terdiri dari variabel penduga yang berbeda didapatkan akurasi rata-rata terbesar yang sama yaitu dengan menggunakan model ke-2 yang mempunyai 9 nilai variabel (r, g, b, v, *a, *b, entropi, energi, dan homogenitas) dan model ke-3 yang mempunyai 7 nilai variabel (r, g, b, v, *a, entropi dan homogenitas) yaitu sebesar 90.48%.   Kata Kunci : kematangan pisang,  klasifikasi, pengolahan citra

This article contains a summary of some practical issues of translated texts editing with clear examples. Copy editing of translated texts is different from copy editing of texts written in the native language, because the focus of the work shifts from how to deliver an author’s message in the most appropriate way to how to deliver author’s text, written in the native language, in another language (Ukrainian) in the most appropriate way. The first question is the versatility: does the copy editor need to know the language of the original text in order to do effective copy editing. And she/he should at least understand the basic features of the language of the original text such as phonetics, grammar and syntax. Also a copy editor should pay particular attention to such aspects as: at the lexical level – false friends, transliteration of proper nouns, excess of possessive pronouns, translation or adaptation of lexical gaps; at the syntactic level – copulative verb, word order in a sentence, contrastive stress in a phrase, address words, syntax simplification. A necessary aspect is the unification of certain elements in the translated text: address words, units of measurement (length, weight, area, time, volume, etc.), transliterated proper and common nouns. Described in this article principles of transliteration, unification, adaptation, lexical and syntactic aspects of copy editing of translated texts will help to improve the quality of translated books into Ukrainian.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government
