The expansion of social networks worldwide generates the need for their study from an interdisciplinary perspective. In Argentina, the use of digital social networks led state agencies to share public and management information through them, becoming increasingly present in these new platforms. The advantages that are visualized on their uses seem to be clear and multiple. However, the actions that are carried out in them involve certain legal conflicts, which a priori may go against principles applicable to the Argentina Public Administration and of the countries that legally protect the data of their citizens. It is proposed to carry out an analysis from a legal-communicational approach that refers specifically to analyzing the use of social networks in the state with respect to compliance with the regulations regarding the protection of personal data as opposed to the expressive right and regarding the obligation of the state as guarantor of the protection of personal data.

The article is devoted to practical aspects of implementation of communication strategies by the state agencies of foreign countries. The emphasized that current globalization processes in the information area, which take place in the international arena, actualize the introduction of effective communications, which play an important role in the internal and external interaction of state agencies with the public. In the article was emphasized that in order to systematically and clearly cover the activities of state agencies, as well as the objective perception and understanding of the population of the processes implemented in the field of public policy, informing the public about planned government initiatives, communication strategies are actively implemented. Also noted that in the countries of the European Union (hereinafter – the EU) communications are considered by the national institutions as a tool for foreign and security policy, international cooperation in the format of strategic partnership with a leading international target audience and regional cooperation with European countries. The authors determined the main tasks of realization of external and internal communications of state institutions. In particular, the ways of realization of communications by the state agencies in Norway, Great Britain and Estonia. The preference of modern advanced information communications in ensuring the interaction of state agencies and the public are outlined. As today society exists in the world of global communication, which includes not only traditional media, periodicals or television, but also social networks, information and communication interaction is becoming more important. Most foreign countries use popular social networks, such as Facebook, Twitter, Instagram, YouTube and others. It is concluded that the establishment of comprehensive, clear and strategic communication of state authorities of Ukraine with the international and national community, taking into account foreign experience and basic principles of government communication, is important for building a democratic state.

In 2020, the concept, status, and list of legally protected values were legislatively enshrined (the values that are directly significant for all people: the life and health of people, their property in all its manifestations, personal data, animals and plants, the environment, etc.). State bodies were tasked to minimize the risk of harm to these values; therefore, state (municipal) control and supervision measures should be aimed directly at protecting these values from state-controlled risks. Undoubtedly, Russian citizens are interested both in maintaining the already existing level of protection of values that are significant to them as well as in improving this protection. Sociological surveys conducted by the Russian Presidential Academy of National Economy and Public Administration among citizens and business representatives show that the protection of values also depends on the activities of state control and supervisory bodies. In the article, the author gives the dynamics of citizens’ assessment of the protection of these values and considers what exactly affects their security. Also, the article assesses the role of the control and supervisory activities of the state within the framework of ensuring the security of these values, shows the prospects for enhancing security, and proposes a program for increasing protection. The author believes that if we continue to conduct these surveys, then we will be able to assess the effectiveness of the current reform of control and supervisory activities from the citizens’ point of view, including the “regulatory guillotine” and its impact on the protection of the values protected by law that are significant for citizens.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.

A multidimensional analysis of the state of Russian studies on the education issues over 1993–2016 was carried out based on the materials of the data contained in the Web of Science (SSCI, A & HCI and SCI-E databases). There were determined the dynamics and trends of a number of relevant indicators, such as the number of Russian publications by year, the share of these publications in the global flow of publications on education issues, the dynamics of the share of publications made in co-authorship with foreign colleagues, etc. A number of distributions of Russian publications on educational issues was compiled and analyzed: by journals, by Russian regions and cities, by organizations and authors of the publications. It was found that most of these distributions were characterized by a high level of non-uniformity. A list of journals (125 titles) in which Russian works on education issues had been published was compiled. Russian organizations (308) and domestic researchers (about two thousand) engaged in studying the issues of education were identified. It was discovered that more than 200 organizations and about 400 academicians from 60 foreign countries had participated in Russian studies on the education issues.

The article examines the formation of the statehood of modern Turkmenistan through the prism of historical changes that have occurred in the post-Soviet countries. It is noted that after 1991 all former republics of the USSR built new independent states on a fundamentally different basis – interaction between government and society. The authors emphasize that the establishment of trust between the state as an institution and citizens is possible under certain conditions, among which a special place is occupied by a clear organization of civil service and the professionalism of civil servants. The measures that have already been implemented and are being taken by the leadership of Turkmenistan at the present time to solve these problems are considered. It is noted that Turkmenistan acts within the framework and in accordance with the key world-class standards regarding the requirements for the organization of civil service. The measures taken in the country to combat corruption are analyzed.
