Information technologies have transformed libraries in ways that most academic librarians could not have imagined twenty years ago. Traditional services, such as interlibrary loan and document delivery, have changed dramatically with the advent of technology and new telecommunications protocols. Electronic access to a myriad of databases, the proliferation of Internet sites, and patron expectations of speedy service have forced academic libraries to re-examine how they function. Higher education is no longer campus bound. Where librarians once served as the gatekeepers to information, that role is less important, as patrons now find information without the use of an intermediary. Thus, the questions for those librarians working in access services areas become those of service and resource provision. This chapter will examine interlibrary loan, electronic reserves, licenses and contracts, and the impact of distance learning on access to electronic resources and services.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

This paper focuses on the use of interactive technologies and distance learning in sustainable education. It discusses how remote learning technologies can positively influence students’ learning and entry in sustainable education. The paper looks at the use of distance learning in higher education as a means to help students in the built environment and its use within the education system. It studies and expands the theoretical research on the benefits of distance learning, where the study is remote and there is no personal contact with staff or students, and examines the impact of distance learning on the student’s learning experience. It also proposes and evaluates potential solutions to overcome the barriers to learning in the built environment and create successful virtual learning communities, recognising that such improvements must be reconciled with the primary benefits identified. The paper provides an overview of sustainable distance learning within higher education and discusses the differences between learning outside the structural environment of a profession, what it means for the student’s learning experience and the potential to overcome barriers to distance learning. This is a very timely topic in the times of COVID-10 pandemic. Lockdowns of the economy and social life impacted all spheres of education with schools and universities closed for long periods of time and all teaching moved to online and distance mode. However, coronavirus pandemic also brought the digital surge in the system of education, including the sustainable education. All these innovations might stay after the pandemic and help the education to evolve and to embrace more novel trends and technologies.

Aim. The presented study aims to analyze the impact of the pandemic on Russian education at different levels.Tasks. The authors consider the specific features of distance learning at different levels of education: general, vocational, and extended; identify the positive and negative effects of modern information technologies on the organization and results of education.Methods. This article uses general scientific methods of cognition, including analysis, synthesis, comparison, analogy.Results. The major problems that arose during the mass introduction of innovative technologies at educational institutions during the pandemic and the positive results of their application are identified. Despite the ambiguous attitude to distance learning, this format has certain positive aspects due to the modernization of the educational process.Conclusions. Digital technologies open up additional opportunities for personal development and self-improvement, giving access to information, digital tools, materials, and services. They make it possible to transfer the interaction between students and the academic staff to a new level, expand opportunities for self-check, improve motivation, and increase interest in gaining knowledge.

High competition in the educational service market and the necessity to provide advanced level of quality in training of specialists require introducing into traditional educational form a new format based on information technologies and interactive methods of educational process by research and educational staff of higher education institution. The specific of MOODLE using for distance learning during the quarantine COVID-19 is considered and its advantages and disadvantages for training management and administration specialists are discussed in the article. The questionnaire which was carried out by authors among students of the Accounting and Finance Faculty of the Centralukrainian National Technical University in terms of their attitude about LMS MOODLE use for distance training during spring semester of 2019–2020 academic year students shows the next results: Most of the students had a positive attitude to distance learning – 48,3 %, negative – 34,5 %, neutral – 17,2 %. From students prospective the main advantages were the opportunity to study and work at the same time (32.4 %) to plan more flexible study schedule (29.7 %). Existence of such negative situation as wish to cheat while performing tests and tasks in MOODLE. Difficulties for lecturers to control stand-alone basis tests and tasks performance by students. The main problem was the independent study of lectures and practical tasks by students without teachers’ support. To improve the effectiveness of training asynchronous Moodle or Google Classroom platforms and learning sessions in Zoom, Meet, Skype, etc should be combined. This approach allows visualizing educational material with presentations and simplifying training materials by students, as well as expanding opportunities for students with special educational needs to obtain professions in management and administration.

Introduction.Nowadays, information technologies are developing rapidly. This process affects practically all spheres of life and causes the need of system technological revolutions and modern methods of data processing. A process of digitalisation inevitably changes the structure of population employment and the educational environment as being provider of new HR-recourses.Theaimsof the research were to identify the problems of the digitalization policy in Russia and to formulate possible solutions.Methodology and research methods.The methods of theoretical investigation were used: abstraction, synthesis, analysis and generalisation.Results.The interaction of education systems and science in the field of preparation of HR-recourses at the stage of digital modernisation of the Russian economy is considered. The impact of digitalisation on vacancies and competences needed and the level of preparedness of Russia for the new technological mode are analysed. The perspective directions of higher education and recruitment policy of enterprise and the whole state are identified. The authors have come to the conclusion that rational recruitment policy is an essential part of Russian economy’s digitalisation. The efficiency of realisation of this strategy requires systembased approach to the organisation of staff training for the enterprises in actively changing economic conditions. HR management has become an extremely important element of this system. It is impossible to manage with such digitalization risks as structural unemployment and – at the same time – deficit of highly-qualified specialists without paying attention to what HR-market requires.Scientific novelty. The originality of digital economy is in its optimising effect on production and consumption possible because of operativeness and consolidation of information and computing systems. There has appeared an opportunity to manage socio-economic processes systematically. The necessity of structural changes in HR-market is proved. Moreover, high schools should head the process of overcoming the expected structural unemployment caused by new technologies appearing, i.e. they provide high-quality education of specialised competencies necessary for workers, in particular. Universities must not wait for the government to work out and present new standards and recommendations. On the contrary, high schools ought to independently and urgently initiate the organisation of competitive experts training and to form innovative methods of education of new specialists by cooperating with business sphere and taking examples of digital leaders. To sum up, sensible approach to educational policy can solve the problem of balancing the HК-market and prevent social disturbance.Practical significance.On the example of activity of separate higher education institutions, the ways and models of functioning of the higher school are shown according to economic tendencies.

The article analyzes the importance of computer technologies in the educational process in higher education. The possibilities of entering the educational information space for engineering specialties were demonstrated. The capabilities of modern virtual laboratories are analyzed. The possibilities of using a virtual laboratory in distance learning were demonstrated. The use of modern computer technology is illustrated by the use of the Electronics Workbench electronic software package.

<div><p><em>Open and Distance Learning (ODL) has very crucial role in our higher education. According to Distance Education Bureau, UGC; approx. 23.50% of the total higher education enrolment comes from distance education but this mode has been facing few major challenges since the time of its inception. ‘Distance’ is the biggest challenge for ODL. Distance educators have been trying to overcome this issue with the help of technology. ICT is the most appropriate solution. The interactive nature of this technology can minimize the impact of ‘distance’. Website is one of the most important tool of ICT. This study talks about the priorities and expectations of ODL mass communication students from the Websites of their Institutions. Higher education has been shifting to learning management systems (LMS) for decades. Some universities, like the Open University, have managed to gain international recognition by providing undergraduate degrees to students in different countries. However, in moments of emergency and international disruption higher education institutions need to adapt at unprecedented speed. This chapter focuses on the use of technology in moments of extreme internationalised interference. Using the COVID-19 pandemic as a ground for change, students enrolled in presential courses in Spain, Malta, and the United Kingdom were interviewed in order to understand how they are coping with having contact with their academic life exclusively online. The students' impressions, LMS software, and results (assignments and exams) were also discussed. Finally, the chapter analyses the solutions provided by lecturers and students.
