The concept of access to information has changed in the past three decades to reflect the changes in the methods of receiving and conveying information. With the advent of information technology and the unprecedented opportunities created by the technology for people with and without disabilities, it has become apparent that information technologies have a tremendous potential for allowing people with disabilities to participate in mainstream activities and to support their ability to live independently. However, the new forms of access to information that have made it easier for non-disabled people have often created barriers for people with disabilities.

In the past three decades, the general method of delivering and receiving information has shifted from paper-based, typewriter-generated, hand-edited, and printing-press-produced publications to more technology-mediated, intelligent, WYSIWYG software-generated forms and interactive design. The Web has expanded its horizon as a gateway in carrying and delivering information to include audio and video formats. Further, the advent of the Web 2.0, or social networking/virtual community via the Web has changed the nature of the Web not only as an information carrier, but also a tool for all to use, share, and participate. Consequently, the concept of delivery of, access to, and interaction with information has changed to reflect this phenomenon. The new forms of utilizing the Web that have made it easier for non-disabled people have often created barriers for people with disabilities because, in a large part, the standard methods of access and delivery are inaccessible for people with disabilities. The disability rights movement in the United States originated during the post World War II era when large numbers of veterans who were disabled in the war joined the efforts of parents seeking education and independent living options for their children with disabilities (Slatin & Rush, 2003). The notion of access to information involving the civil rights of people with or without disabilities arises from the fact that access to information through technology has increasingly become a necessary tool for success and a source of opportunity in education and employment. With the unprecedented opportunities they created for people with and without disabilities, it has become apparent that information technologies have a tremendous potential for allowing people with disabilities to participate in mainstream activities and to support their ability to live independently. The legal foundation for protecting the right to access for persons with disabilities has been established through a series of federal and state laws, and court decisions. These laws provide a legal ground on Web accessibility implementation.

Accessibility has become increasingly important in information technology, particularly due to legislation pressure to make affordable public services to all. Being end-users and software companies those who have direct contact with accessibility problems, other stakeholders are committed to defining methods and change mentalities in Web accessibility implementation. In addition to a conceptual definition, this chapter presents entities views with responsibilities in the area, taking into account their work done in the past and the prospects for future. The understanding of the interaction between all these perspectives will help to realize the way it will go, which carries with it great challenges and opportunities, widely explored in this work.

Today, information technology (IT) products are extensively used in everyday life; however, disabled people still experience difficulties in using them. To ensure the equal use of IT products by people with disabilities, various laws/guidelines/standards have been established. In particular, Section 508 of the Rehabilitation Act, 21st-Century Communications and Video Accessibility Act, the European Accessibility Act, and the Web Content Accessibility Guidelines strongly influence IT product sales and, hence, have been included in the scope of this research. This study analyzed the main accessibility provisions/guidelines from the user experience (UX) perspective and the IT device difficulties that are addressed by the provisions/guidelines. Accordingly, the study used the IT interaction disability concept, which analyzes the comprehensive difficulties associated with the use of an IT device from the perspective of interaction, to map each task–user interface–context factor. Finally, this study suggests the aspects to be considered while establishing accessibility provisions/guidelines. Moreover, it clarifies the provisions and guidelines for IT product designers and developers by analyzing them from the UX perspective.

The potential of information technology is increasingly being recognized for the access it provides to educational and vocational opportunities. In Canada, many small schools in rural communities have taken advantage of information technologies to help overcome geographic isolation for students. This article is about students in two small and geographically isolated Labrador communities. Twenty senior students were found to have varying degrees of access to information technologies. Differences were found in their perceptions of the benefits of information technology for their educational and vocational futures.

The research on the digital divide usually analyzes the differences between those who have access to information technology and those who have not. This approach typically considers information technology a homogeneous set of technologies. In this chapter, we will break this assumption establishing different subsets of information technologies according to their impact on the task productivity and the firm’s demand for high skilled labour. This new focus reveals that depending on the information technology used by the firm to perform a given task, the demand for high skilled and low skilled workers may vary and consequently their wages and income, producing in some cases a new and till now unobserved digital divide.

In this chapter, we are mainly interested in ways that use of the Internet can promote helpful, legitimate, and practical support to teachers, students, and others interested in education for peace, conflict resolution, and violence prevention. The World Wide Web, a powerful global network, has immense capacity to influence people (especially children) that can be compared to the influence of television. Research that has been done on television viewing shows that it can have positive and negative effects on behavior beginning in early childhood. It does not affect everyone in the same way—variables such as age, socioeconomic status, and identification with television characters all play significant roles in how content affects a child. The Internet and other interactive media are similar to television by way of underlying factors (such as observational learning, attitudes, and arousal) that influence behavior. Over the past several decades, some of the most profound changes in the way we live have come from the revolution in information technology (IT). A wide range of technologies has not only made it easier to communicate but also to send and utilize information. These devices have not stayed in the province of institutions or specialists but have found their way into common use. From cell phones and personal digital assistants to computers (just to touch on some of the most common of these technologies), they have changed the way ordinary people interact and behave. Their effects have been profound, as reflected in the speed with which these technologies have evolved and insinuated themselves into everyday life. Perhaps the most important of these technologies is the personal computer (PC). In itself, the rise of the PC was a dramatic event, allowing more people to apply the capabilities of the computer to small business, personal activity, and schoolwork. But in the past decade, other information technologies that utilize the PC, the most important of which are the World Wide Web and electronic mail (e-mail), have appeared and promise further large-scale uses.

Seniors aged 65 and over have been the fastest growing group among Internet users in the past few years. Many factors contribute to the increased use of Information Technologies among seniors, including the known benefits of adopting technologies in their later lives and the improvement of the Internet services addressing their concerns. The cyber seniors demonstrate some unique usage patterns in their engagement in information technologies. And they are more likely to be challenged by numerous barriers when learning and using new technological devices. To ensure a “useful” technology becomes “usable” for seniors, the notion of Information Technology innovation in the future must negotiate those constraints encountered by senior users.
