The potential of information technology is increasingly being recognized for the access it provides to educational and vocational opportunities. In Canada, many small schools in rural communities have taken advantage of information technologies to help overcome geographic isolation for students. This article is about students in two small and geographically isolated Labrador communities. Twenty senior students were found to have varying degrees of access to information technologies. Differences were found in their perceptions of the benefits of information technology for their educational and vocational futures.

The concept of access to information has changed in the past three decades to reflect the changes in the methods of receiving and conveying information. With the advent of information technology and the unprecedented opportunities created by the technology for people with and without disabilities, it has become apparent that information technologies have a tremendous potential for allowing people with disabilities to participate in mainstream activities and to support their ability to live independently. However, the new forms of access to information that have made it easier for non-disabled people have often created barriers for people with disabilities.

The international problem facing small high schools in rural communities of providing access to educational and vocational opportunities that approximate those available to urban students has been addressed by repositioning these institutions as sites within teaching and learning networks in the Canadian province of Newfoundland and Labrador. Four inter-connected dimensions of change are outlined (technological, pedagogical, organizational, and conceptual) whereby small rural schools in this Canadian province were repositioned as sites in teaching and learning networks thereby enhancing educational and vocational opportunities for senior students. There are implications in these changes for the professional education of high school teachers who are increasingly likely to be required to teach in networked classes as well as in traditional classrooms.

The research on the digital divide usually analyzes the differences between those who have access to information technology and those who have not. This approach typically considers information technology a homogeneous set of technologies. In this chapter, we will break this assumption establishing different subsets of information technologies according to their impact on the task productivity and the firm’s demand for high skilled labour. This new focus reveals that depending on the information technology used by the firm to perform a given task, the demand for high skilled and low skilled workers may vary and consequently their wages and income, producing in some cases a new and till now unobserved digital divide.

Our economy, infrastructure and societies rely to a large extent on information technology and computer networks solutions. Increasing dependency on information technologies has also multiplied the potential hazards of cyber-attacks. The prime goal of this study is to critically examine how the sufficient knowledge of cyber security threats plays a vital role in detection of any intrusion in simple networks and preventing the attacks. The article highlights the impact of information technology on the economic security of regions and threats to economic security of the region that arise from the use of information technology. The system of economic security of the region in the context of development and application of information technologies is considered, which should include the following elements: diagnostics and identification of the existing state of economic security of the region; identification of threats to the economic security of the region from the use of information technology by business entities and from trends and problems in the development of the IT sector in the region; assessment of identified threats; development of effective mechanisms for their prevention; ensuring the increase of the level of economic security of the region with observance of the balance of national, regional and local interests; monitoring the level of economic security of the region. The main tasks of monitoring the economic security of the region in the context of development for the use of information technology are analyzed: monitoring the state of development of the IT sphere of the region and the level of ICT use in the activities of enterprises; timely detection of changes occurring in the IT sphere of the region and in the activities of economic entities of the region in the process of using information technology, and the reasons that caused them; prevention of negative trends leading to the formation and development of tensions in the IT sphere and socio-economic space of the region to prevent threats to its economic security; implementation of short-term forecasting of trends in the most important processes in the IT sphere of the region and in the functioning of economic entities from other sectors of the economy, due to the widespread use of IT in commercial, management and production activities; assessment of the effectiveness of methods, organizational structures and processes of managing the economic security of the region in terms of information development of society and the deep penetration of IT in various areas of management and economic activity at the regional level. The principles of monitoring the economic security of the region in the context of development and application of information technologies are revealed. The requirements to be met by the mechanism of economic security of the region, related to the intensification of informatization processes and the development of the IT sphere, are described. The functions that should be performed by the mechanism of economic security of the region (MESR) related to the intensification of informatization processes and the development of the IT sphere are substantiated. The main groups of computer crimes with the use of information computer technologies are identified, which have an extremely sharp impact on the economic condition of both a particular enterprise and the region as a whole.

Provision of remote services became relevant all over the world, during the 2020 COVID-19 pandemic. Latvian supervisors were also forced to transfer their practice to the digital space as well. COVID-19 pandemic challenges opened a wider range of opportunities for improvement remote practice. Pandemic also highlighted the risks associated with lack of relevant competences. At the global level over the last decade, risks associated with remote counselling summarized in guidelines, providing professionals with examples of best practice. In Latvia, on other hand, such guidelines have not adopted yet.This study developed with the aim to find out the awareness of Latvian supervisors about the risks (cyber security) of using information technology and the protection of personal data in the conditions created by the COVID-19 pandemic.To find out how Latvian supervisors are aware about the risks of using information technology (cyber security) and personal data protection, a survey conducted among Latvian supervisors and organizing an expert panel discussion, scientific strength of the study ensured by data triangulation.The obtained results allowed to conclude that the COVID-19 pandemic highlighted the need for supervision remote practice, at the same time the research data show that the awareness of Latvian supervisors about the risks of information technology use (cyber security) and personal data protection is medium to low.The results of the research show that in the education of Latvian supervisors it is necessary to allocate place for the acquisition of information technology (cyber security) risk and personal data protection regulation.This research emphasizes the importance of several supervisors’ competences such as digital knowledge and personal data protection, however further research is needed to find the most effective methods how to improve these competences.
