Innovative Local E-Government through the PEOPLE Project

PEOPLE, one of the most important e-government projects in Italy, was created in 2002, when it was ranked first among almost 400 projects submitted to the Italian government according to its Piano di Azione per l’E-Government, literally, E-Government Action Plan, that is, the program to which the Italian government allocated around €120 million to finance various projects on e-government development. The financial contribution for each project did not exceed 50% of its total expected budget. The name of the project is the acronym for Progetto Enti Online Portali Locali E-Government, literally, Project Public Bodies Online Portals E-Government. The purpose of PEOPLE is “to innovate and to simplify the relationships between Local Public Administrations and citizens” through the online delivery of almost all the services provided by local bodies, leading to the fulfilment of 95% of individual and company requests. The project seeks to create a multichannel network system with a Web portal as the main method of access and interaction.

This research explains the mysticism of mappadendang tradition in Allamungeng Patue Village, Bone Regency, which is believed by the local community as a form of shielding from danger and can resist reinforcemen such as Covid-19 outbreak. This research is a descriptive study using qualitative method and an ethnographic approach. This research was carried out with the aim of identifying the mystical space in mappadendang tradition which was held in Allamungeng Patue Village. After conducting the tracing process, the researcher found that mappadendang tradition which was held in Allamungeng Patue Village, Bone Regency in July 2020 was not a tradition of harvest celebration as generally in several villages in Bone Regency, especially Bugis tribe, but mappadendang was held as a form of shielding from all distress including Covid-19 outbreak. This trust was obtained after one of the immigrants who now resides in the village dreamed of meeting an invisible figure (tau panrita) who ordered a party to be held that would bring all the village people because remembering that in the village during Covid-19 happened to almost all the existing areas in Indonesia, the people of Allamungeng Patue Village were spared from the outbreak. Spontaneously, the people of Allamungeng Patue Village worked together to immediately carry out the mappadendang tradition as a form of interpretation of the message carried by the figure.

This paper aims to bring into the ethical debate on covert research two aspects that are neglected to date: the perspective of the research subjects and the special responsibility of investigators towards their observers. Both aspects are falling behind, especially in quantitative social research. From a methodological point of view, quantitative forms of covert observation involve a great distance between the researcher and the research subjects. When human observers are involved, the focus is usually on the reliable application of the measuring instrument. Therefore, herein, a quantitative study is used as an example to show how the protection needs of both the observed persons and the observers can be met in practice. The study involved 40 student observers who covertly captured everyday conversations in real-world settings (e.g. in cafés or trains) by a highly standardised observation scheme. The study suggests that the anonymity of the research subjects and their trust in the observers are crucial for their subsequent consent. However, many participants showed only little or even no interest in the written information they were provided. Further, this study strongly emphasises how mentally stressful covert observations are to the observers. Almost all observers were worried in advance that the people they were observing would prematurely blow their cover and confront them. Role-playing and in-depth discussions in teams are good strategies to alleviate such and other fears and to prepare student assistants well for their demanding work in the field.

Shipyard industry is one of the growing industry in Malaysia. There is still a lot of room for improvement with regards to the safety aspects within the industry. This study presents the finding of a survey on the safety management in shipyard operation of class C and D in Peninsular Malaysia registered with Ministry of Finance Malaysia. Shipyard operation is considered a hazardous job. Most of the cases were due to fall from height, fire and explosion. Similar accidents happened in South Korea, where 8 fatalities and 31 injuries were reported in January to August 2017. The accidents were due to crane collapsed and explosion during welding works inside a hull of a Liquefied Petroleum Gas (LPG) carrier. This paper aims to study the Health, Safety and Environment Management System (HSEMS) of shipyard operations in Malaysia particularly in Class C and Class D shipyard. This study was conducted using a survey method following the Glenn D’s equation. The survey was targeted at the people who are involved in the industry including the staffs of clients, consultants and contractors. The findings of this study show that almost all the shipyards of Class C and D have HSEMS in placed but some are incomplete. Accidents still happen in the Malaysian shipyard industry from time to time. The gaps in the HSEMS that lead to the accident are highlighted in this paper. Nearly 10% of Class C and D shipyards do not have clear HSE Policy and this one of possible causes of accidents due to low priority given to HSE matters in this particular Class C and D shipyard.

One way to finance government expenditures is to collect taxes. Regarding to this financial source compared with other sources positive tax knowledge sharing amongst people or tax payers lead to effective investment. Unlike developing countries in developed countries - that taxes have little effects - almost all government expenditures is financed by taxes. One of the main challenges in the tax system is how to collect taxes due to tax evasion. The main reason is the uncertainty surrounding how government uses the taxes paid by the people. A major factor in the outbreak of the sense of failure to pay taxes, is the discussion and sharing the viewpoint of each other. If there is any positive tax effect prevalence of speech among people motivate them to pay more and if not, paying taxes is impaired. Therefore in order to avoid disorderliness in paying taxes that lead to a reduction in the development growth rate of investing taxes in industry and services sectors procedures should be designed so that taxes spread in speech with more quality. In this article five categories that people share their knowledge about them with each other, have been proposed. Defining risk structure and using data from surveying form the risk values of tax payment the results indicate that sharing tax knowledge amongst people have positive effects on tax payments.

Citizens of our country face municipal complications like Street damage, Street cleaning, Garbage bin overflowing, light post damage, wa-ter outage etc. They started to register their complaints with advanced technologies. The complaint registration has many ways to file their complaints, it makes easier to register the complaint and saves our time. To solve these types of complications, we are going to implement a web application that helps the people to intimate about their issues directly to the government officer. So when the people iden-tify any complications in the city`s environment then, the government officer will solve the complications through his web portal. This will minimize time as well as money to go to an office for complaint registration. If the problem solved by those subjective then user will get the problem solved message. Otherwise, the problem will be again send to higher authorities to take action about it. The message alert will hap-pens repeatedly until the problem gets solve. Only the authorized persons have the rights to create the account by using aadhar card etc.

Health is a crucial part of human lives. Nowadays, healthcare is becoming vital each day, as there are lots of diseases that emerge around us. Technology is transforming the medical sector by massively impacting almost all practices and processes of medical professionals. Despite this, many of the people and medical staff still dealing with paper-based medical records and prescriptions while conducting treatment. When a patient wants to appoint any hospital or clinic, to carry previous medical reports or past prescriptions is becoming essential for them. It is necessary because the doctor gets an idea about the patient’s health status by referring to their previous medical histories, helping for better treatments and medications. However, patients cannot maintain every medical documentary for years. Conventionally, the doctor asks patients about their previous diseases, prescription, or medicine details orally, nevertheless it becomes difficult to get exact information from the patient. Sometimes, it becomes more important for the doctor to know about the medical history of a person so that they can provide suitable treatment with better clarity of that person’s health. Focussing on this, a smart medical assistant system is designed where doctors can record all prescriptions, treatment, or medical details of the patient on software instead of writing on a paper. All these records are stored in the central cloud and made visible to doctors as well as patients. Each patient has assigned a unique authentication card for maintaining the privacy of their medical history account. Doctors can access and update a patient’s medical history anytime and anywhere by logging into their account through a smartcard swipe. The system can avoid overdue to treatment decisions. Likewise, the system helps to keep transparency about medicines and treatment.

ABSTRAK Permasalahan penelitian adalah mengapa wacana tentang pendalungan dimunculkan berulang-ulang dan bagaimana efek kuasa/pengetahuan dari sisi lain wacana pendalungan. Tujuan dari penelitian ini bermaksud untuk menjelaskan kuasa/pengetahuan dalam rangka pembentukan identitas orang Jember melalui pewacanaan pendalungan dan menjelaskan efek yang timbul dari wacana. Manfaat teoritisnya dalam mengembangkan kajian antropologi tentang konsep identitas berkaitan pendalungan beserta efeknya, khususnya dalam pembentukan identitas dengan pendekatan wacana kuasa/pengetahuan. Manfaat praktisnya sebagai masukan kepada masyarakat dan pemerintah dalam melakukan pengembangan tentang identitas warga Jember. Metode penelitian adalah kualitatif menggunakan instrumen studi pustaka dan wawancara. Populasi penelitian adalah seniman, akademisi dan sejarawan. Variabel penelitian berupa identitas, imajinasi dan multikultural. Hasil penelitian menemukan bahwa identitas bukan lahir dari sebuah situasi yang harmoni dan keseimbangan, melainkan pergulatan,kontestasi, benturan, beradu argumen dan wacana, pergesekan, dinamis dan produktif. Berkaitan dengan itu, simpulan penellitian ini bahwa identitas bukan suatu hal yang tetap melainkan bersifat lentur dan cair atau beragam.Kata Kunci: Pendalungan, imajinasi, identitas, wacana ABSTRACT The research problem formulated within this study is the question of why the pendalungan discourse was repreatedly surfaced and how is the influence of power/knowledge from the other side of this very discourse. This study seeks to unfold the essence of power/knowledge in forming the identity of the people of Jember through the pendalungan discourse as well as to provide an elaboration of the resulted effect from said discourse. The theoretical implication of this study would be the development of anthropological studies concerning the identity and influence of pendalungan, particularly on the formation of identity through the approach of power/knowledge discourse. As for the practical implication, the outcome of this study could serve as a form of valid recommendation both for the people and government in pursuing the development of the identity of Jember people. Drawing upon artists, academics, and historians as the population, this study made use of qualitative approach as the main method as well as literature review and interview as the instrument. A number of variables involved within this study were identity, imagination, and multiculturalism. The result of the study revealed that identity is not to be regarded as an entity born from a harmonious and balanced situation, rather, from an atmosphere that is full of struggles, contestation, clashes, conflicts of arguments and discourse, frictions between parties, dynamics, as well as productivity. From this point, this study embarked upon a conclusion that identity is not something that is fixed or rigid, but flexible and diverse.Keywords: Pendalungan, imagination, identity, discourse

The article examines the issue of combating criminal offenses in the field of economics. It is emphasized that economic crime is caused by destructive tendencies in the development of market relations in the economy and social sphere. Lack of real protection of legitimate economic relations, lag of law-making activity from the needs of economic practice, unsystematic adoption of legal acts concerning certain elements of the economic system. Recently, there has been a process of merging economic and criminal offenses, as well as merging with organized crime. Penetrating into various spheres of the economy, criminal associations seek not only to establish control over the activities of specific enterprises but also to create their own structures capable of occupying a leading position in the infrastructure of individual industries. The intellectual level of criminal activity increases, the scope, and methods of encroachment expand. The reasons for committing mercenary crimes in the economic sphere are both objective and subjective. Thus, in the determination of crime involved both biological and social characteristics of man. An economic criminal does not perceive himself as a criminal, although he admits that he is breaking the law. The problem here is that the media is very one-sided coverage of the image of the traditional criminal, as well as the fact that economically criminal behavior is difficult at first glance to distinguish from socially obedient. Economic criminals justify their crimes by committing them with the tacit consent or approval of public opinion. They deny causing harm to citizens, and also claim that almost all businessmen do the same. If the profit significantly exceeds the possible punishment, then such a crime becomes profitable. Criminal behavior should not be economically or socially profitable. At the same time, it is important to improve the economic and social living conditions of the people.

Abstract: Sustainable Development Goals (SDGs) are designed as the successor of the Millennium Development Goals (MDGs) as the MDGs’ goals have not been achieved by the end of 2015. The SDGs is an action plan for the humankind, the planet, and the prosperity that also aims to strengthen universal peace in a broad freedom. It exists to overcome extreme poverty as the greatest global challenge. The SDGs concept is needed as a new development framework that accommodates all the changes occur after the 2015-MDGs, especially related to the world's changes since 2000 regarding the issue of deflation of natural resources, environmental degradation, crucial climate change, social protection, food and energy security, and a more pro-poor development. MDGs aimed only for the developing countries, while SDGs have a more universal goal. The SDGs is present to replace the MDGs with better goals to face the world future challenge. It has 17 goals and 169 targets that will stimulate actions for the next 15 years, focusing on the significant areas for the humanity and the planet, i.e., the people, planet, prosperity, peace, and partnership.
