Designing and Implementing Views on Competencies

In education as well as in Human Resource Management the concept of competency is becoming more and more important. However competency is a fuzzy concept that lacks coherent terminology and is used in many different meanings. In the first part of this chapter competency is defined as a multi-dimensional construct with five dimensions: specificity, coherency, durability, activity and trainability. Then two approaches are presented to establish the competencies organisations or educational institutes should address :the function-based approach which focuses requirements for good performance in a specific function and the employee based approach which focuses on individual competencies for excellent performers. Finally it is argued that a competency based curriculum should move towards self-directed competency-based learning (SDCBL), using personal learning plans and adopting the flexible learning opportunities of e-learning. However SDCBL can only be successful when learners can be taught to be responsible managers and owners of their own learning process.

Learning becomes more flexible when options are offered to learners, not only about the time and place and pace of learning, but also relating to types and origins of study materials, to forms and quantity of learning activities and assignments, to ways of interacting with others within the course, and to forms of assessment. De Boer (2004) has analyzed flexible course delivery within universities and found that the most flexibility is found in logistic aspects of the course such as flexibility in dates by which assignments must be submitted or flexibility in the location of course meetings, whereas pedagogical flexibility in which the learner can tailor aspects of the learning process itself is still relatively little seen. Within companies, flexible learning is often described as e-learning or blended learning. In an analysis of literature about flexible learning in companies, Margaryan and Bianco (2002) found that e-learning typically involves logistic flexibility at the price of pedagogy: little or no options are available for social interaction, a direct relationship with an instructor, or for choice in types of learning activities and ways of carrying out those activities.

RESUMEN:La investigación se centró en el diseño de un Modelo que permitiera el desarrollo de competencias genéricas, a partir del e-Learning fundamentado en aprendizaje Autónomo, que pueda constituirse en un modelo de formación del talento humano en la organización del siglo XXI. El estudio realizado es de carácter exploratorio y se propuso en primera instancia, la identificación de las variables del modelo y en segunda, la construcción del mismo. Como metodología se utilizó un Delphi en el que participaron 30 expertos en e-Learning. El cuestionario se aplicó en dos ocasiones al mismo grupo. Así mismo se realizó un análisis factorial.Los resultados de la investigación han permitido proponer un Modelo para la Generación de Competencias Genéricas a partir del e-Learning Fundamentado en Aprendizaje Autónomo, desde la combinación de nueve categorías de variables, cuya significancia ha quedado demostrada. No obstante, también se evidenció que dicha relación debe potenciarse mediante estrategias de control, en dirección hacia los logros que se desean alcanzar, pues existen factores inherentes a las categorías que dependen de condiciones personales y del proceso de aprendizaje personal, que se podrían convertir en barreras del Modelo.ABSTRACT:This study focuses on the design of a model that allows the development of generic competences, from an e- learning perspective based on autonomous learning that can be clearly stated in a model for the formation of human talent in the XXI century organization. This study has also been an exploration and has the purpose to identify the variables of this model firstly, and secondly, to build up the model itself. As a methodology, a Delphi was used in which 30 e- learning experts took place. The questionnaire was applied twice to the same group and an analysis of factors has been made.The results of this study allows us to propose a Model for the Generation of Generic Competences from an e- learning start, and based on the principles of autonomous learning, having a combination of nine variable categories, whose significance has been fully demonstrated. However, it was also shown that this model can be strengthened through control strategies since there are factors which depend on the categories of personal conditions, and personal learning process that can become barriers for this resulting model. RESUMÉÉ:La recherche est axée sur la conception d’un modèle qui permettrait un développement de compétences génériques de l’enseignement à distance basé sur l’apprentissage autonome ce qui pourrait constituer un modèle de formation des ressources humaines de l’organisation du XXI ème siècle. L’étude réalisée est de caractère exploratoire et la proposition en première instance est l’identification des variables du modèle et, en deuxième instance, la construction de celui-ci. La méthodologie utilisée est un Delphi ayant rassemblé 30 experts en enseignement á distance. Le questionnaire a été proposé deux fois au même groupe. Une analyse factorielle a ainsi pu être réalisée. Les résultats de la recherche ont rendu possible un Modèle pour la Génération de Compétences Génériques de l’Enseignement á Distance basé sur l’apprentissage autonome grâce à la combinaison de neuf catégories de variables, dont l’importance a été démontrée. Toutefois, il est également apparu que cette relation devrait être maximisée par le biais de stratégies de contrôle dirigées vers les objectifs que l’on souhaite atteindre car il existe des facteurs inhérents aux catégories qui dépendent de conditions personnelles ainsi que du processus d’apprentissage personnel, ce qui pourrait devenir des obstacles au modèle.

Gradually, more institutions around the globe are becoming involved in dynamic change over a long period to provide time- and location-independent asynchronous e-learning opportunities. With the potential of network-based technologies, asynchronous e-learning has become a powerful, global, interactive, economic, and dynamic as well as democratic tool of virtual learning (Khan, 1997). Asynchronous e-learning provides an opportunity to build flexible online programs for sharing knowledge with virtual educational contents. To generate cogent asynchronous e-learning opportunities, however, it is important to analyze the principles, ethics, and pitfalls of sharing knowledge online between professionals and community. Therefore, asynchronous content must be designed carefully based on macro- and micro-level frameworks, which provide us with elaborating open, flexible, and distributed virtual learning milieus.

Over the past 10 years there has been a great evolution of technology and the way the teaching and learning process is developed, as well as how research and publication are carried out. The Web 2.0, a term coined by O'Reilly in 2004, has introduced a new concept to the use of the Internet, in particular as it relates to the educational framework. The web 2.0 tools allow the creation of emerging ubiquitous environments that enable the development and management of a real Personal Learning Environment (PLE). This chapter is a proposal for the “Handbook of Applied Research on E-Learning in Engineering and Architecture Education” and represents a literature review on the topic of Personal Learning Environments (PLE). It explores the definition around the concept of PLE, its history, the advantages for its use in a lifelong learning process and its importance in the scope of the present research.

The framework of the European Higher Education Area (EHEA) has turned the student into the main protagonist of the new educational scenario, and the teacher into the coordinator of teaching-learning process instead of transmitter of knowledge. In this new model of learning, the use of ICT is facilitating competency-based learning and the autonomous use of educational resources by the student. In view of this situation, e-learning platform Moodle gives teachers and students a tool that extends and improves the teaching-learning process, and that makes possible the creation of virtual subjects to develop a virtual- presence model which can favour the self-learning, the participation and the acquisition not only of specific skills in our discipline, but also of instrumental skills, personal and systemic. Therefore, the objective of this paper is to share our experience in relation with the virtual university and with the development of an education in Accounting supported by the Moodle platform and new ICTs, with their advantages and disadvantages, putting forward the global design that has been applied to the virtual subject and what technological tools have been considered relevant to achieve our educational aims.

Abstract The internet can be made as a way to transfer knowledge from lecturers to students, while Learning that utilizes the internet is one of the E-Learning Learning media. E-learning is distance learning that utilizes computer technology or computer networks or the Internet E-learning, so that it can enable the learning process through computers in their respective places without having to physically go to attend classes or lectures in class, Systems e-learning learning is a new way of teaching and learning. E-learning as a special learning media PAI courses provide a very important role and a large function in the course because so far there are many shortcomings and weaknesses such as the limitations of space and time in the teaching and learning process through E-learning which prioritizes the efficiency of learning so students get full teaching even though they do not have to be face to face, can also be accessed anywhere, anytime, according to the assignments given by the lecturer usually scheduled with a specified deadline. The development of education towards e-learning is a must so that the quality standards of education can be improved, E-learning is one of the uses of internet technology in the delivery of learning and its broad reach. E-learning  sebagai   media pembelajaran khususnya mata kuliah PAI memberikan  peran   sangat   penting  dan fungsi yang besar pada mata kuliah tersebut karena selama  ini terdapat banyak  kekurangan  dan kelemahan seperti keterbatasan ruang dan waktu dalam  proses belajar  mengajar melalui E-learning yang  mengedepankan keefisienan dalam belajar sehingga  mahasiswa mendapat pengajaran yang penuh meski tidak harus bertatap muka, juga bisa di akses di mana saja, kapan saja,  sesuai dengan tugas yang diberikan oleh dosen biasanya terjadwal dengan  batas  waktu  yang  di tentukan. Pengembangan  pendidikan menuju e-learning merupakan suatu keharusan agar standar mutu pendidikan dapat ditingkatkan,  E-learning merupakan salah satu penggunaan teknologi internet dalam penyampaian  pembelajaran  serta  jangkauannya yang luas. E-learning  juga dapat menjadi jawaban dari suatu permasalahan kesehatan yaitu Pandemi Corona (Covid-19) ini yang sangat berpengaruh juga pada setiap aspek kehidupan terutama bidang pendidikan.Kata kunci  :  Keefektifitas, Pemanfaatan, Pendidikan Agama Islam,  E-Learning, Covid 19.

This article reports on the use of blended learning in higher education. Blended learning has become popular in higher education in recent years. It is a move beyond traditional lecturing to incorporate face-to-face learning with e-learning, thereby creating a blend of learning experiences. The problem is that learning in higher education is complex and learning situations differ across contexts. Whilst there is face-to-face contact at some institutions, others offer distance learning or correspondence learning. In each context, the mode of learning may differ. The challenge is to cater for various learning opportunities through a series of learning interactions and to incorporate a blended approach. The aim of this study was to examine various ways of defining blended learning in different contexts. This was done through an examination of experiences of the use of blended learning in different higher education contexts. The study presents a case of blended learning in a postgraduate course. The experiences from all these cases are summarised and conclusions and recommendations are made in the context of blended learning in higher education in South Africa.

Knowledge management and learning are buzzwords in today’s society, both in terms of company competitiveness as well as in terms of education. Human resources are thus a priority for individuals and companies. The concept of knowledge management and of learning organizations has been object of increased interest by managers and scholars. The increased focus on these issues brings forth the individual as a crucial element in this process; individuals become key elements in competitiveness (Nonaka & Takeuchi: 1995) and protagonists of their own learning process (Senge: 1992).Additionally, the learning methodologies and strategies have also changed in the past decades, so that currently much is offered by means of b-learning and e-learning courses that, on the one hand, allow students to opt for several learning strategies, and on the other hand, require them to actively participate in their learning path. In fact, the evolution of ICT in studies and the growing experience of both teachers and students have gradually adapted to new methodologies. However, while materials and subject matter have been made easier and more accessible to students who do not attend classroom sessions, an underlying problem has always been present: bridging the physical distance among all the stakeholders involved in the learning process and all the difficulties that may emerge from this.Since its first edition in 2001, this Post-Graduation Program, now in its 12th edition, has undergone several changes, from its study plan to learning regime. As a means of responding to the demands of today’s market and in particular new learning styles, new possibilities have been made for attending the course which range from classroom, to blending and e-learning formats. As a means of fostering group spirit, synchronous and asynchronous participation of all students several changes were introduced this academic year. Besides the use of the Moodle platform, a Virtual Learning Environment (VLE) wiziq has been introduced.In 2013-14, the program includes students from Portugal (including the Azores), Mexico and Nigeria. Moreover, this Post-Graduation Program allows students to opt for f2f, b-learning and e-learning regimes, i.e., within the same group, some students attend classes by means of a VLE, others attend some classes f2f and others using the VLE and others attend f2f classes regularly, though they also have access to the VLE. A program that combines three learning approaches/methodologies/strategies allows the possibility of assessing possible differences in terms of efficiency of these three learning methodologies, considering that these imply a change in expectations, attitude and cognitive process.Our paper focuses on a study carried out in a Post-Graduation Program at a Portuguese university, on perceived satisfaction regarding the use of ICT tools in the program, a theme which has already been object of study at UAL in recent years, both in terms of assessing and monitoring learning progress, of learner attitude toward their learning paths (Fernandes Silva & Rodrigues Duarte. 2011a & b) and the tools and methodologies made available to them and of perceived satisfaction (Fernandes Silva & Quintas: 2013).This paper corresponds to a 1st stage of a broader study that will involve all students in the referred program in 2013-14 as well as all the lecturers. Initially, a qualitative analysis is carried out based on semi-structured interviews; at a 2nd stage, we aim to create a questionnaire to be applied to a wider population.
