The growth of the Internet over the last 10 years as a medium of information and as a communication technology has provided the opportunity for selling medical products and services online directly to the public. This chapter investigates online medical consultations used for the purpose of prescribing and hence selling prescription drugs via the Internet. With consumers in mind, this chapter takes a critical look at this growing phenomenon from three perspectives—legal, ethical, and social—as a basis for discussion and to illustrate the problems raised by using the Internet in this way. The chapter concludes that online medical consultations pose greater dangers to patients compared to traditional off-line consultations. The chapter also concludes that while new technologies may aid doctors in making better diagnoses at a distance, they often bring new concerns. Finally, the chapter gives suggestions on safeguarding online consumers.

Though many countries are still just beginning to grasp the potential uses and impacts of Electronic-government (EG), advances in technologies and their applications continue. Observing the proliferation of EG, countries are increasingly turning to the Internet to market their EG system to gain a competitive advantage. However, the effectiveness and efficiency of such online government systems largely depends on the mission of implementing EG. For successful adoption and implementation of EG, it is essential that a country first identify an explicit objective and a specific strategy. We have examined implemention strategies of EG of seven diverse countries whose objectives and mission for implementing EG differ significantly. However, they have the following strategies in common: i) extensive application of information and communication technology (ICT) in the public sector; ii) overall reformation of the public sector; iii) development of a better quality service structure; and iv) more cohesive integration of citizens with government.

The founding of the Bell Telephone System, the public switched telephone network (PSTN), has evolved into a highly successful global telecommunications system. It is designed specifically for voice communications, and provides a high quality of service and ease of use. It is supported by sophisticated operations systems that ensure extremely high dependability and availability. Over the past 100 years, it has been a showcase for communications engineering and led to groundbreaking new technologies (e.g., transistors, fiber optics). Yet it is remarkable that many public carriers see their future in Internet protocol (IP) networks, namely the Internet. Of course, the Internet has also been highly successful, coinciding with the proliferation of personal computers. It has become ubiquitous for data applications such as the World Wide Web, e-mail, and peer-to-peer file sharing. While it is not surprising that the Internet is the future for data services, even voice services are transitioning to voice over Internet protocol (VoIP). This phenomenon bears closer examination, as a prime example explaining the success of the Internet as a universal communications platform. This chapter gives a historical development of the Internet and an overview of technical and nontechnical reasons for the convergence of services.

The advent of new technologies in organizations has created unprecedented challenges for professionals and managers alike to explore several cost-effective technology solutions aimed at improving communications among their target audiences. One such technology, which is gaining popularity, is streaming media. Streaming media has been around for approximately 10 years, but only now is becoming the fastest growing IT sector, with real revenues and a bright future (Alanko, 2004). Streaming media is a delivery technology that has great potential for enhancing the way people communicate and share information. The evolution of streaming media has made huge strides in the world of the Internet, from a medium which delivered unstable video streamed very slowly through inadequate networks, to one today that rivals the reach in some cases of small cable television channels and local market radio stations. The use of streaming media is becoming a mainstream communications tool in the public sector. It has the ability to enhance communications both internally and externally (i.e., important announcements, bulletins, community outreach, online learning, training, etc.). Many government departments have started offering live and archived Webcasting of numerous government meetings and programs via the Internet. Whereas outreach has previously been strictly limited to certain individuals, information is now being made available to a wider audience through the use of streaming media.

ISSN 2300-391X. DOI: https://doi.org/10.14746/ikps.2018.22.04 Nowadays, the media education process begins at a very early stage of life and lasts throughout life. Older people are still in a worse position in this respect. In order to find a place in the information society, they have to master the IT and media skills and competences that allow not only to use new forms of education (e.g. e-learning, distance learning, blended learning), but also to an ever greater extent to handle everyday affairs. (e.g. making a payment, booking a ticket, settling a case at the office). The key role is played by education, computer and internet training and non-institutional support. Among the most frequently cited reasons for not using technology, researchers mention the lack of: motivation; access to media, the Internet; competence; awareness of how, for what use ICT can be used. The main obstacles in the dissemination of new technologies to the public are not hard barriers, like lack of infrastructure or financial constraints, but soft, related to the lack of: knowledge, conscious needs or skills.

This paper delves into influence of the internet on international law and global governance, a phenomenon that increased incrementally over the last decade before the COVID-19 emergency precipitated it. It posits that the digital world birthed whole new 'territories' where the practice of states and other actors is recorded and displayed, but it also exists independently from the physical realm. With respect to law-making, the internet acts as both a sounding board for, and an originator of, international practice. New technologies and social networks have also certainly increased the availability of information to governments and the public regarding violations of international norms. Yet, they have created a new – online – environment in which internationally wrongful acts can be committed. This further qualifies, yet does not make less significant, the relevance of the internet for the implementation of international law. The paper further submits that technological power has become a fundamental force of leverage in global governance, akin to economic, military, and political might for states and a wide range of non-state actors alike. Big Tech companies and other corporations but also civil society, social and political groups, and individuals are all potential stakeholders participating formally and informally (or to be included) in the sharing of power. Notwithstanding the difficulty to articulate a concept that comprehensively rationalises the impact of the internet on the processes and structures of international law and governance, the paper highlights a gap between the theory and practice of international law and offers a contribution in this direction.

Information and communication technologies are an important cohesive factor in developing global economy and binding up capital markets. Corporate governance has its place in the process of creation of new capital flows. Financial instrument markets are connected in their existence with relevant information and their dissemination, so that information technologies contribute to the efficiency of their organization and functioning. By its nature, technological changes, which influence the market, encourage the change of structure and processes which make the system of corporate governance. Application of new technologies helps easier problem solution regarding numerous corporate governance issues such as: rational apathy of shareholders, principal-agent problem, transparency, information transfer, etc. The application of technology within a public company should help in distribution of corporate power and contribute to balance of numerous divergent interests within a company, which is very important in terms of achieving primary goal – providing long-term well-being of the shareholders and the public company. On the external plan, application of technology can contribute to better quality of relations among the participants on the capital market. New technologies should help public companies to be successful in a long run by providing more efficient functioning of corporate governance by encouraging shareholders to effectively use their rights. Inability, disinterestedness and inertia of the shareholders will open doors to activities which direct company resources towards satisfying other interests (e.g. management interests) but not interests of the shareholders. Application of information technology can contribute significantly to more effective protection of both basic rights of the shareholders and higher level of more complex managerial enterprises (effective shareholders assembly, material distribution, accepting agenda, discussing and exercising voting power of all shareholders, particularly important for cross-border shareholders, voting in absence etc. The Internet and other technologies provide opportunity for everyday interactive communication between the public company and the shareholders. Interactive communication through on-line forums on the Internet provides instantaneous access of great number of shareholders and an opportunity to find answers on questions they are concerned with in a more effective way. The use of new technologies can reduce these costs of communication in a great deal, for it is possible to send piles of documents important for assembly sessions and decision making to an endless number of e-mail addresses (financial reports, auditor’s report, supervisory board report, board of directors report regarding business operations of the company, as well as reports on corporate governance).
