E-government has become a part of our society gradually as a derivative of the current information society. To adapt to international affairs, the country’s economic development and social progress, China should expedite the transfer from a traditional superintendent government to a modern service government by building an e-government. However, there are many obstacles in the way of popularizing e-government. The “validity” and “reliability” of e-governance are key problems, because China’s administrative legal system hasn’t made specific laws and regulations on e-governance administration. In the current situation, it is of great and practical importance to discuss the new characteristics of e-government administration and understand the influence of information on the administrative legal system.

In the process of development of society, the problem of sustainable development has always been relevant for any subject of the economy. It affects areas such as social progress, economic development and environmental responsibility. In addition, sustainable development is directly related to the macro and micro level of the economy of any country. In this regard, it is necessary to analyze the current situation to meet this need. The article presents the MRFM-analysis method. It includes segmentation of customers who have made at least one purchase. This approach is based on classic RFM-analysis. According to the method, the segmentation of Zenit LLC clients for 2019 and 2020 was carried out, the clusters were characterized and recommendations were given for further work with each cluster.

Abstract Entrepreneurship is recognized as one of the factors stimulating economic growth and increasing economic competitiveness. In addition, the Europe 2020 Strategy has focused its attention on entrepreneurship as a key factor of economic growth, social progress, and employment. In this context, our study examines the role of entrepreneurial performance for sustaining the development of countries, focusing on a sample of European countries. We attempt to reveal if increasing entrepreneurial performance would have significant influence on improving the economic position of countries and their future economic development. Starting from the OECD-Eurostat Entrepreneurship Indicators Programme we use a set of entrepreneurial performance indicators as independent variables and examine to what extent they can influence competitiveness and economic growth, seen as dependent variables of the models. We focus on a period of 10 years (2008–2017) and we apply panel-data estimation techniques. Because the period considered includes the period of the last international financial crisis, we also include in our analysis a dummy variable. Our results emphasize that the changes in entrepreneurial performance play a significant role in enhancing national competitiveness and economic growth. Our findings contribute to the expansion of literature in the field by providing evidence on the correlation of indicators that measure entrepreneurial performance with national competitiveness and economic growth. Moreover, our findings point out the need of the policy makers to adopt measures and policies that help and stimulate entrepreneurs to become more performant because they can generate positive effects to the economy as a whole.

Improving the poor’s overall quality through education and promoting local economic development and social progress is an important way for China to alleviate poverty. At present, China has formed a policy system of poverty alleviation by education with its characteristics and has achieved remarkable results. This article first elaborates the definition and impact of poverty alleviation by education, and then through the use of literature review and other research methods, it combs the policies of China’s poverty alleviation by education in different historical periods. The aim is to summarize China’s poverty alleviation by education, analyze possible policy problems, and finally make constructive suggestions for its future development.

This article underscores the need to establish strong linkages between industry and universities in India; assesses the extent to which such linkages exist in a cross-section of Indian universities; and identifies remedial measures as appropriate. The authors describe the challenges facing universities and industry: identify the areas most appropriate for collaboration and the various kinds of collaboration that exist or are possible in India; assess the extent to which collaborative efforts are succeeding in selected universities; and identify factors which help or hinder the development of cooperative activity. Finally, they list the policy implications of their analysis. The article provides an overview of the current situation in India and sets out practical measures for increasing collaboration between industry and higher education which the authors consider essential to the social and economic development of the country.

Актуальность данных исследований обусловлена недостаточной проработанностью механизма управления процессами в сфере обеспечения продовольственной безопасности территории, что значительно снижает эффективность их регулирования и приводит к нерациональному использованию ресурсов (природных, трудовых и др.), возникновению негативных последствий и угроз. В рамках данных исследований разработан управленческий цикл продовольственной безопасности территории в виде структурно-функциональной модели, которая, наряду с субъектным и объектным блоками, состоит из комплекса взаимосвязанных подсистем. Оценку регионального уровня продовольственной безопасности предполагается проводить с помощью общепринятых критериев и показателей самообеспеченности, независимости (зависимости), достаточности, доступности и качества продукции. Основу метода моделирования в цикле составляет неотъемлемая его часть – наличие условий проверки, что не только способствует изучению сложившейся ситуации в продовольственной системе, но и позволяет спрогнозировать развитие этой системы при заданных условиях в кратко-, средне- и долгосрочной перспективе. В статье определено основное содержание, смысл и функциональное назначение подсистем, которые в совокупности создают все предпосылки для проведения системного мониторинга, выработки управленческих решений, определения текущей ситуации в обеспечении продовольственной безопасности и возможной координации действий в сфере ее обеспечения. Разработанный цикл имеет практическую значимость при выборе взаимоприемлемых мер и действий по устранению или смягчению критических ситуаций в сфере продовольственной безопасности. В данном цикле для каждой подсистемы определена специфика географических знаний, объединенных пространственным аспектом исследования. В заключение отмечается, что логическая взаимосвязь подсистем в цикле позволила получить целостное представление о потребностях управления продовольственной системой территории в геоэкологических знаниях, которые имеют экспертное и предметное значение. The relevance of these studies is due to the insufficient elaboration of the mechanism for managing food processes in the field of ensuring food security of the territory, which significantly reduces the effectiveness of their regulation and, in turn, leads to the irrational use of resources (natural, labor, etc.) and the emergence of negative consequences and threats. Within the framework of these studies, a management cycle of food security of the territory has been developed in the form of a structural and functional model, which, along with the subject and object blocks, consists of a complex of interconnected subsystems. As a method for assessing conditions, the use of modeling and foresight methods, an integral assessment of the level of food security and methods of strategic planning, in particular the situational method of SWOT analysis, is proposed. The assessment of the level of food security at the regional level is supposed to be carried out using generally accepted criteria and indicators of self-sufficiency, independence (dependence), sufficiency, availability and quality of products. The basis of the modeling method in the cycle is its integral part – the presence of conditions for checking the situation, which contributes not only to the study of the current situation in the food system, but also makes it possible to predict the development of this system under given conditions in the short, medium and long term. The article defines the main content, meaning and functional purpose of the subsystems, which together create all the prerequisites for conducting system monitoring, developing management decisions to enhance food security resulting from the iterative food process, to determine the current situation in ensuring food security and possible coordination of actions in the sphere of ensuring food security. The developed cycle is of practical importance in choosing mutually acceptable measures and actions to eliminate or mitigate critical situations in the field of food security or to enhance food security. In this cycle, for each subsystem, the specificity of geographical knowledge of natural-social relations, united by the spatial aspect of the study, is determined. In conclusion, it is noted that the logical interconnection of subsystems in the cycle made it possible to obtain a holistic idea of ​​the needs of managing the food system of the territory in geoecological knowledge, which have expert and substantive significance.

One of the most important trends in the modern stage of the socio-economic development of the countries of Southeast Asia is the acceleration of the process of urbanization which will determine the future of the region. By 2050, the share of the urban population in the total population of the region is due to increase to 65% compared to 42% at present. The author stresses that the process of urbanization in SEA has a number of distinctive characteristics. Firstly, it should be noted the uneven distribution of the urban population among the countries of the region. Secondly, there is an accelerated growth of medium-sized cities. Thirdly, in the socio-economic and political systems of Southeast Asian countries, large cities and primarily capitals still dominate Being the foundation of economic growth and social progress, urbanization at the same time has many challenges, one of which is the threat of environmental degradation for almost half of the region’s population. With all the diversity of socio-economic development and the political structure of the countries of the region, the environmental situation in their cities, and especially the capitals, is strikingly similar, which indicates the presence of common causes of environmental crisis. The article notes that environmental tension in cities, primarily subjected to problems associated with urbanization, are at the same time a consequence of the national environmental crisis, the cause of which is the realization of a model of extensive economic development, the implementation of which is accompanied by the over-exploitation of natural resources and increased pollution. The deterioration of the environmental situation in cities, which reveals itself in a high level of air and water pollution, restricting public access to drinking water sources and sanitary facilities, increasing the production of solid waste with imperfect disposal technologies, devalues the results of the economic and social progress of Southeast Asian countries.The author discusses in detail the main environmental problems of cities, analyzes the causes of their occurrence and assesses the possibilities for their prevention. The latter involves an integrated approach to overcoming the environmental crisis along with implementing measures at different levels and in different areas. The author comes to the conclusion that despite the fact that in recent years there have been some positive changes in the approach of the authorities to solving the most acute environmental problems, nevertheless, it is doubtful that the environmental situation will noticeably improve in the near future without changing the philosophy of development itself

The promulgation of the "Civil Code" provides a path for the codification of other important legal departments closely related to the socialist market economy and the improvement of the socialist legal system with Chinese characteristics. However, due to the fact that the development of economic law in our country is relatively short and the economic development is changing rapidly, the current economic code is facing numerous obstacles. This article analyzes the relationship between civil law and economic law, drawing on the innovation of the content of the Civil Code, and puts forward new requirements for the development of the content, concept and system of economic law, and promotes the development of economic law.

The paper Potential of open data in the Czech Republic deals with the current situation of open data government and autonomous institutions in the Czech Republic in comparison with other European Union countries (Great Britain, France, Belgium, Austria, Estonia, ...) and defines the possibilities of open data economic development of the Czech Republic. Methodology of the paper includes a search resources dealing with the issue of open data in the Czech Republic and the European Union, comparing the obtained data, the analysis of obtained data and draft of recommendations for further development. The first part is an evaluation of the current situation and the situation compared with other EU countries. Further conditions for further development and evaluation of the potential of open data for the Czech Republic. The final section of the paper deals with evaluation of possibilities open application data management processes of companies in the Czech Republic in terms of strategic and innovation management. The result is an overview of the potential use of open data in the context of economic development and an estimate of the trend in applications open at the government level.
