Information Systems Redesign in a State Social Services Agency

Successful implementation of information systems (IS) is an essential part of executing new business strategies. Yet, IS development projects are most susceptible to fail. According to a report by the Standish Group 42% of IS projects are canceled before completion. This case addresses many of the causes of IS project failure. It is based on an information system redesign project undertaken by a state social services agency. The Project aims at automating the welfare system and providing mission-critical applications to the social workers in the field and federal subsidies distribution. The case is written from the perspective of an actual participant on the project during the time that is documented. Although most of the players recognized that they needed automation to conduct their business in a radically different and superior way, the project failed, wasting $32 million of taxpayers money. A number of problems such as lack of proper planning, underestimating the size and complexity of the endeavor, and organizational and cultural issues surrounding government agencies contributed to the project failure.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

The purpose of this study was to identify through the Delphi Technique, important requirements of an information system development methodology. These requirements should satisfy the needs of actual organizations, regarding the strategic use of information technology. An initial listing of requirements was developed through a review of the related literature. The Delphi panel consisted of 31 brazilian specialists in information systems. Two rounds were employed to collect from this panel the most important requirements. The requirements were distributed in five basic areas: technical process, interaction between the end user and analysts, organizational structure, business strategies and quality of the information system. It is expected that methodologies will continue to be of great importance in the development of information systems and they will increase their focus on the social-technical approach.

Smart cities are a natural evolution of the concept of sustainable cities. These cities can be analyzed by social, economic, environmental, and technological biases. For this work, we chose the social and economic vision, with a special focus on the poorest and most vulnerable territories of Brazilian cities. These territories in Brazil are called slums, places of poverty but with opportunities for the development of the creative economy with its own brand. Seen by many in a simplistic way, summed up to be geographic spaces of drug circulation dominated by trafficking, Brazilian favelas have been consolidating themselves as a storehouse of innovative minds, a creative territory with multiple and complex cultures. These places today are capable of producing a positive image with potential for market exploitation. Therefore, the objective was to draw a relationship between the creative economy, branding and favelas, considering the concept of smart cities that include products and services from the slums. The present study shows the results of a survey and a bibliographic analysis based on the methodology Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) and with parameters that took into account the favela, branding and the creative economy. Thus, we expect that it will be possible to point out ways to accelerate entrepreneurial actions and foster the development of these locations.

Millennial consumer behaviors approach purchasing or shopping things differently when compared to what earlier generations encountered. Each generational cohort shares a common technological, social, political, historical, and economic environment that shapes and distinguishes them from one another and the millennial generation is using social media as a shopping platform. Technology advancement has become far more user-friendly during millennials' lifetimes, as they are attached to the social media given that it has become a platform that is utilized to communicate and shop. The aim of the study is to look at the characteristics of consumers' behaviors as it has a huge impact on the development of new business strategies. This article provides an analytical framework of millennial consumers' behaviors based on previous studies along with data collected from a focus group discussion. The study finds that millennials are more confident compared to earlier generations, more willing to be experimented on and willing to experiment, and are fashionable trend-wise. In terms of technology adoption, millennials have adopted technology as a way of life which makes full use of its functions ranging from communication to entertainment and optimized social media presence is essential for brands that are targeting millennials.

This paper presents the systems approach for the design and operation of a social service information system. Because the information technology hasn't been widely accepted throughout the social service profession, the assimilation of its benefits is only beginning to be realized. The paper includes the design and operation factors that have proven successful from the collective experiences of social service agencies and their lessons learned. This paper cites an example of an agency which subscribes to these factors for success. The evolving need for human services information systems is delineated as well as the major forces contributing to system development. Lastly, those factors related to informa tion system success are presented and correlated to various operating and system design criterion.
