Translating Internationalization Initiatives From the Macro to the Micro

Internationalization of higher education is a phenomenon affecting universities around the world in their effort to prepare students to interact in international and intercultural environments. This chapter presents a three-phased, professor-led, grassroots study aimed at, first, characterizing the state of internationalization at a particular Latin American university; second, defining what international and intercultural competences (IICs) should be adopted as the institutional goal for all students; and lastly, piloting pedagogical strategies and activities to bring the IICs into the classroom. Ultimately, this chapter hopes to serve as an example for how institutions can translate internationalization initiatives from the macro-level into the micro-level (the classroom) in a more inclusive way that better impacts student learning within the realm of internationalization at home. Likewise, this experience aims to help fill the current gap in the theory and practice of internationalization in Latin America.

The degree conferred upon me by the University of America with the concurrence of the 24 universities of the Republic of Colombia is a powerful incentive to the work of the Inter-American Development Bank in the field of higher education and research in Latin America. You will forgive me, then, if I take this occasion to mention the role of the Inter-American Bank as the “Bank of the Latin American University,” a role which has placed it in the vanguard of an impressive process of international cooperation for the modernization and decisive expansion of higher education in the Hemisphere. The $55 million it has loaned to 71 institutions in 17 countries bear eloquent testimony to an abiding preoccupation of the Bank in its brief years of existence.

The big data revolution has changed the way organisations operate. The implications have been phenomenal for public relations and communication management professionals who are trying to understand and manage the realm of big data and what it means for them. This study is an attempt to dive deeper into the discussion on how professionals are managing the world of big data. A large survey of European and Latin American countries reveals comparative findings on the knowledge and usage of big data and automation and demonstrates large gaps between the continents. Implications for theory and practice are finally drawn.

Preliminary results of a study on medical education in Latin America carried out by the Department of Human Resources Development of the Pan American Health Organization are given in this article. Each of the Latin American schools of medicine existing at the end of 1967 and at the beginning of 1968 was visited by a researcher for approximately seven days. During this period specially prepared questionnaires were completed. An analysis of the data reveals the presence of three types of imbalances: (1) imbalance between the system of secondary education and that of medical education, (2) internal imbalance between the system of higher education and medical education, and (3) imbalance between the system of health services and that of medical education. The study of the data compiled may serve as a basis for the proposal of activities leading to harmonious development of the health manpower sector.

The higher education sector in Latin America has fallen short of its promise of spearheading cultural, social, and economic progress for the region. As higher education changes to meet the challenges on the new century, the few flagship universities of Latin America are called upon to lead. However, these universities face both internal and external obstacles that hinder their full modernization, threatening their leadership.

In this article the authors investigated the transformation and integration of the higher education system of the Republic of Kazakhstan, as a new approach to solving the problems of education in the world practice caused the need for a radical revision of organizational, structural, ideological aspects, updating the content of education, increasing the quality requirements for training specialists in accordance with the current stage of development of Kazakhstan society and global integration processes in the world educational space. In this regard, the article also analyzes the actualization and the problem of professional training of foreign students in the main areas of higher education: the solutions to such problems as the internationalization of education and the coordination of the activities of the legislative and executive bodies of states in the field of education, and the possibility of organizing a unified system of continuing education and improving the quality of education at all its levels were considered. The authors determined the genesis of the development of professional training of foreign students in higher education institutions of Kazakhstan, motivated by the dependence of education on the needs of society, its economy and national and cultural characteristics; as well as the dependence of the choice of the country of study on the “intellectuality” of the environment, and also made a forecast of the prospects for the development of professional training of foreign students and the internationalization of higher education in general.

Since the Worldwide Financial Crisis of 2008, higher education institutions around the world have been forced to change their financial practices to focus on the bottom line. One such approach is academic capitalism, the heart of which is the entrepreneurial university which views faculty members as producers of capital (not educators), students as consumers (not learners), and business/industry, accreditors, and NGOs as valued business partners. This article defines academic capitalism, reviews the research literature, presents perspectives of academic capitalism in the Americas and discusses the implications of academic capitalism for Latin America. The article ends using anthropophagi to assess what is useful about academic capitalism for Brazil.

It is time that universities reexamine what is meant by globalization. Contemporary researchers in science and the humanities (Critchley, Chomsky, Mumford, Ostrom, Eisenstein, Ferry, Orr, Shiva, Klein, Margulis, Meadows, Capra and Tolba, just to name a few) have aptly redefined the concept of « world » as a biological and cultural ecosystem. This paper seeks ways to integrate the theory and practice of eco-citizenship into various cross-disciplinary aspects of higher education, with a focus on curricular adjustments that may be steered by World Languages and Cultures programs. While "global citizenship" is still often understood today as a form of supranational citizenship that may find its actualization through the valuable, yet often arrested efforts of the United Nations, or as the individualistic result of a neoliberal economic emancipation of markets and capital throughout the world, this notion must rather be embedded within a radically cultural, natural and ethical bedrock from which a more potent world citizenry will stem. Departments of World Languages and Cultures and cultures are ideally positioned in the academic landscape to foster the development of a greater eco-civic and biospheric awareness that can permeate new curricular orientations of universities in the US and abroad.

Latin America was considered for many years the main bastion of Catholicism in the world by the number of parishioners and the influence of the church in the social and political life of the región, but in recent times there has been a decrease in the catholicity index. This paper explores three variables that have modified the identity of Catholicism in Latin American countries. The first one refers to the conversion processes that have expanded the presence of Christian denominations, by analyzing the reasons that revolve around the sense of belonging that these communities offer and that prop up their expansion and growth. The second variable accounts for those Catholics who still belong to the Catholic Church but who in their practices and beliefs have incorporated other magical or esoteric scheme in the form of religious syncretisms, modifying their sense of being Catholics in the world. The third factor has a political reference and has to do with the concept of laicism, a concept that sets its objective, not only in the separation of the State from the Church, but for historical reasons in catholicity restraint in the public space which has led to the confinement of the Catholic to the private, leaving other religious groups to occupy that space.

Previous theoretical reviews about the development of Psychology in Latin America suggest that Latin American psychology has a promising future. This paper empirically checks whether that status remains justified. In so doing, the frequency of programs/research domains in three salient psychological areas is assessed in Latin America and in two other regions of the world. A chi-square statistic is used to analyse the collected data. Programs/research domains and regions of the world are the independent variables and frequency of programs/research domains per world region is the dependent variable. Results suggest that whereas in Latin America the work on Social/Organizational Psychology is moving within expected parameters, there is a rather strong focus on Clinical/Psychoanalytical Psychology. Results also show that Experimental/Cognitive Psychology is much underestimated. In Asia, however, the focus on all areas of psychology seems to be distributed within expected parameters, whereas Europe outperforms regarding Experimental/Cognitive Psychology research. Potential reasons that contribute to Latin Americas situation are discussed and specific solutions are proposed. It is concluded that the scope of Experimental/Cognitive Psychology in Latin America should be broadened into a Cognitive Science research program.

Latin American higher education in recent decades has experienced the main world trends, relative to the massification of student access, insufficient state funding, increase of private institutions in the tertiary education system, as well as a regional debate on its consideration as a good public guaranteed by the State, increasing the relevance of the university mission in solving global needs. Through the comparative method developed through a documentary analysis, the influence in Latin America of the Supranational Policy on social responsibility of UNESCO higher education institutions is analyzed. The results show this influence in the Region, through the Declarations of the UNESCO World Conferences on Higher Education, materialized in the actions developed by the International Institute for Higher Education in Latin America and the Caribbean (IESALC), such as the holding of the Regional Conferences on Higher Education or the creation of the Regional Observatory of Social Responsibility for Latin America and the Caribbean (ORSALC). In addition, there is an academic debate between the concept of university social responsibility, established in the Region since the beginning of the new Millennium, related to managing the impacts of university work on its stakeholders, evolving towards the recognition of higher education as a good public and a human right as an expression of a territorial social responsibility, effectively contributing to the achievement of the 2030 Sustainable Development Goals. It is concluded that the analyzed Supranational Policy must consolidate its influence in the Region in the long term, by implementing some actions key strategies, such as strengthening the Latin American Higher Education Area or research on the contributions that Latin American universities must make to effectively guarantee higher education as a common good in the Region.
