Resilience as an Opportunity Approach

Against the background of its conceptual vagueness, practicing resilience is a complex task and a particular challenge for management. Resilience initiatives on the local and regional levels pursue participation by using different methods of stakeholder integration. In this contribution, the private sector is presented as a particularly difficult stakeholder group to attract for cooperative resilience building. Due to limited resources, corporate development and responsibility often remain in the spheres of an operational context. Thus, involvement in regional resilience building is often seen as desirable, but not an integral part of strategic corporate management. This contribution gives recommendations on how coordinated resilience initiatives should act in order to achieve the systematic participation of the private sector. If resilience practice defines measurable outcomes for entrepreneurship and positive experiences are made in the regional network, a sustainable participation of firms in the resilience development should be manifested.

Abstract Catalog design is a procedure in which a system is assembled by selecting standard components from catalogs of available components. Selection in design involves making a choice among a number of alternatives taking into account several attributes. The information available to a designer to do so during the early stages of project initiation may be uncertain. The uncertainty in information may be imprecise or stochastic. Under these circumstances, a designer has to balance limited resources against the quality of solution obtained or decisions made by accounting for uncertainty in information available. This complex task becomes formidable when dealing with coupled selection problems, that is problems that should be solved simultaneously. Coupled selection problems share a number of coupling attributes among them. In an earlier paper we have shown how selection problems, both coupled and uncoupled can be reformulated as a single compromise Decision Support Problem (DSP) using a deterministic model. In this paper, we show how the traditional compromise DSP can be extended to represent a nondeterministic case. We use fuzzy set theory to model imprecision and Bayesian statistics to model stochastic information. Formulations that can be solved with the same solution scheme are presented to handle both fuzzy and stochastic information in the standard framework of a compromise DSP. The approaches are illustrated by an example involving the coupled selection of a heat exchanger concept and a cooling fluid for a specific application. The emphasis in this paper is placed on explaining the methods.

SUMMARY: Africa’s first conference on emergency medicine was held in October 1998 in Johannesburg, South Africa. Attended by 305 delegates from 13 countries, it was an important milestone in the development of Africa, emergency medicine’s last frontier. The violence of South Africa’s post-apartheid society was portrayed in mock scenario demonstrations of the private sector emergency medical services (EMS) system. Many of the presentations had a distinctly African flavour; they dealt with penetrating trauma and with making the best of extremely limited resources. A session reviewing the activities of traditional healers was not only terrifyingly revealing, it also upset and offended a segment of the African audience. The conference ended positively with the creation of the Emergency Medicine Society of South Africa, a step toward recognition of emergency medicine as a specialty in Africa.

It is the requirements of limited resources and realtime in embedded system. Design of network communication system based on embedded system is hard. In this paper, we propose the architecture of embedded network using Modbus TCP/IP protocol, analyze the composition of Modbus TCP/IP protocol. It is that Modbus protocol information can be made in the TCP/IP protocol of the Internet transmission, and thus extend the application of Modbus protocol. The network communication system is designed and implemented on the ARM platform using non-blanking socket in Linux. The system is available, stable and worthy of popularization.

Recent Years have witnessed a sea change in the very approach to corporate governance. Modern corporate governors do not view ‘maximisation of shareholders’ value’ as the sole mission of corporate management. Safeguarding and protecting the interests of the cross-sections of the society has come to occupy the ‘central stage’ of corporate planning today. This ‘new-found corporate philosophy’ is popularly referred to as Business Ethics in management jargon. Of late, the coverage and scope of business ethics have started expanding by leaps and bounds. Corporate practices the world over amply bear out today that the contours of business ethics are no longer confined to an abstract do’s and don’ts for business but represent a set of fundamental beliefs about the same. Observance of corporate ethics has become a global phenomenon with the US emerging as world leader. Other (developed) countries, however, do not lag far behind. Modest attempts have also been made in our country. We do have a host of socially responsible corporate: Tata group of industries providing the beacon light. Yet, we have a long way to go, particularly from the viewpoint of protecting the interests of the consumers, who are badly unorganised even today.

Nowadays, initiatives are taken and investments are made in supporting e-government across the world. These initiatives should achieve success to fulfill the outcomes that are desired. Efforts are made in capitalizing the technologies that will help the government to provide services to their citizens. The main objective of the paper is to explore the readiness of federal authority employees and their current skills, adoption, and knowledge about e-government. It is also investigates the new technologies and e-technologies in GCC and UAE. Therefore, it discusses and highlights this objective of using e-government by employees under several headings which include the growth of e-government in UAE and advantages of e-government in the society. This paper will also outline the need of e-government by the employees and citizens and how to make them better trust e-government. The researcher distributed 500 surveys and received 407 from most of the federal authorities in the UAE. The research concluded that the employees agree with benefits of e-government, do care about customers, and, together with high cooperation from the private sector, are prepared for adopting e-government. It was also found that the more challenging the e-government's cost and IT skill, the higher the challenges the organization will face in adopting e-government. At the present, one of the biggest challenges is designing solutions for e-government and evaluating initiatives conducted by the government.

The Whittier Narrows earthquake of October 1, 1987 was the most significant seismic event to occur in southern California since the San Fernando earthquake of February 1971. As such, the 5.9 magnitude temblor provided a basis for evaluating the level of preparedness in at least a portion of the Los Angeles metropolitan region. The Whittier Narrows event provides a hint of the progress that has been made in local, state and private sector preparedness in the last six years as well as suggesting areas that need additional effort.

Abstract Ardron, J. A. 2008. Three initial OSPAR tests of ecological coherence: heuristics in a data-limited situation. – ICES Journal of Marine Science, 65: 1527–1533. As marine protected area (MPA) networks become established worldwide, it will be necessary to track the progress made in meeting the networks’ underlying ecological goals. The 12 coastal European nations of the OSPAR Convention have agreed to establish an “ecologically coherent” network of MPAs within the waters of the Northeast Atlantic by 2010. However, the meaning of ecological coherence has not been explicitly defined, and it has not been explained how it can be assessed. OSPAR’s work on this topic over the past 4 years is summarized here. As the 2010 deadline approaches, the urgency to assess ecological coherence increases. Proper scientific assessment is hampered by the current lack of detailed ecological data, and policy-makers are concerned that collecting data for indicators will tax already limited resources. Unconventional approaches that can make do with what little information is available are being developed, and three initial spatial tests are presented here. A personal perspective of lessons learnt is provided.

The rapid growth of SMEs in Depok City is not accompanied by the increase in the capacity of the SMEs itself, especially in terms of innovation. The limited resources that SMEs have, can be supported by the existence of public-private sector partnerships. This research is a qualitative research with data collection techniques through interviews, observation, and literature study. The results show that public-private sector partnerships in Depok City have not been successful in increasing the capacity of SMEs to innovate. This is because the partnership is limited to providing infrastructure and focuses on increasing temporary income. Therefore, the public-private sector partnership should focus on more technical assistance in increasing added value to ensure business continuity for a longer period.

In conditions of the global management crisis caused by COVID-19 the issues dealing with management efficiency become especially topical. Integrated corporate structures embracing big banks and corporations make the basis both for economic and political force. Though the disintegration strategy is becoming more and more popular, multinational companies are not weakened and continue influencing governments of many countries of the world. Decisions made in these organizations can impact not only economy of a certain country, its ecology, social policy but often the future of states and regions. That is why corporate strategies, which should be relevant to present day realities, become so important. Today the majority of integrated corporate structures stick to traditional logics in corporate management realizing it within the frames of Freedman theory. The article compares and summarizes traditional and innovation theories of corporate management, shows their advantages and drawbacks, analyzes the experience of big global companies and provides legal substantiation of splitting responsibility inside corporations. An attempt was made to prove groundlessness of traditional logics of profit maximization in today’s world and to identify ways to shifting focus to the company development.
