Zimbabwe's E-Government Readiness and Adoption of Cloud-Based Records Management in the Fourth Industrial Revolution

Zimbabwe is one of the developing countries striving to reach a middle economy status by year 2030. In its bid to achieve this vision, it has adopted an electronic government strategy (e-government strategy) where government business is done electronically. An e-government strategy is a plan for e-government systems and their supporting infrastructure, which maximises the ability of government to achieve its objective of Vision 2030. An e-government strategy must give direction where the government is going, its goals, vision, mission, and some implementation guidelines. In order to reach this objective, the government has to become more accountable and transparent on its journey to Vision 2030, and one of its key drivers is proper records and archives management. Properly managed electronic government records bring about accountability, transparency, and good governance.

The chapter looked at records management in the fourth industrial revolution (4IR) with the challenges and the way forward. The chapter discussed the industrial revolutions, records management, and the fourth industrial revolution (4IR), and described the advancement in records management in the 4IR based on the 4IR tools and technologies including artificial intelligence, blockchain, internet of things (IoT), robotics, and big data. The chapter also identified and discussed the benefits of technological advancement in the management of records; challenges of records management at the wake of 4IR and charted the way forward. In the context of document and records management, and taking into account all characteristics of the 4IR technologies and tools as well as its underlying technologies and concepts, the chapter concluded that the 4IR tools can be used to save time to create and process records, secure records from being damaged or destroyed, confirm the integrity of records, among others.

This chapter describes how Tourism 4.0 is a concept that combines tourism and the fourth industrial revolution, and although the literature in this field is very scarce, this concept has been explored in some research projects, such as the government-sponsored research project in Slovenian tourism. People with various kinds of access requirements represent a combination of challenges and opportunities for the tourism industry. Tourism 4.0 set up the main goals of making tourism accessible to everyone at any time. Therefore, this new phenomenon may have an essential role in the development of accessible tourism. The adoption of technological components in accessible tourism enables the development of a new technological solution that can facilitate access to tourism products for disabled people, contributing to the development of accessible tourism. The new term Accessible@Tourism 4.0 is the answer to the role of the fourth industrial revolution in accessible tourism, emphasizing the effect of Industry 4.0 components in the tourism sector.

Background: South African cities have been facing challenges since democratisation to meet the expectations of the citizens. The challenges have included fraud and corruption, financial constraints, lack of service delivery and technological progress, amongst others, which were underpinned by weak leadership and governance processes. This article explored eThekwini Metropolitan Municipality’s technological progress and identified that inefficiencies in good governance and the lack of a governance framework have limited digitalisation.Aim: The aim of this study was to assess the progress towards digitalisation and review the effectiveness of the governance processes within the eThekwini Municipality in contributing towards the fourth industrial revolution.Setting: The study was based on the processes at the eThekwini Municipality in KwaZulu-Natal province, South Africa.Methods: A qualitative research approach was used, and the study is exploratory in nature.Results: The study identified that there was limited digitalisation at eThekwini Municipality. Furthermore, governance processes and an overall governance framework were lacking within the municipality. There was also limited support from the national government to address the fourth industrial revolution at local government level.Conclusion: The implications of a lack of a strong public governance framework, and not being supported sufficiently by the national government, mean that the eThekwini Metropolitan Municipality cannot compete internationally within the digital economy. The national government must co-ordinate a collaborated effort towards digitalisation, especially at municipal level. A multilevel governance framework, identifying collaboration between the various levels of government and the public, has been identified as the key response in embracing and enhancing the fourth industrial revolution within municipalities.

Currently, the issues of corruption or white-collar crime rise in government sector and this issue raised during the audit checking. The organization itself do not take the initiative and follow the policy and standard assigned by the government when manage the records in their organization with the requirement of records management practices. This study also emphasizes the role of records management in conducting the risk mitigation in governance regarding the auditing process, the relationship of the records management and good governance and to analyse the general report of one organization in Malaysia which related with the audit department. With this study, hopefully the good governance and accountability could be achieved and the crime rate could be minimized as well as no litigation occur during the auditing process if the records management practices plays their roles. This study is to investigate the impact of the implementation of good records management practice in exercising good governance and to ease up the auditing process.

Penelitian ini merupakan Penelitian kualitatif (deskriptif naturalistik) dengan mengunakan analisis pendekatan induktif (dari khusus ke umum). Proses dan makna prespektif subjektif dimana peran peneliti sangat menentukan. Penelitian akan dianggab selesai bila Tujuan Penelitian sudah terjawab. Bangladesh's government has taken the 7th Five Year plan to implement Sustainable Development Goals (SDGs) by promoting favorable trade policies along with industrialization, digitization, and inclusive development. Hence, well-running trade is considered as the promising indicator to achieve SDGs which is growing exponentially in our country. Here, the Readymade Garment (RMG) is the most influential trading sector to contribute enormously in the export-earning. In recent times, the sector is facing massive changes due to the automation of the Fourth Industrial Revolution (FIR). To sustain in this digital competitive trade market, has become a major challenge for the small RMG industries. A huge number of Small and Medium Enterprises (SMEs) in our country have already been shut down due to automation. The large factories are also changing their manufacturing system by installing automation to cope with the demand for global competition. These are creating an unstable condition for RMG trade. The government needs to take a strategic and integrated plan immediately to gain the competitive advantage of FIR. Otherwise, Bangladesh will lose the international market for the RMGs of the country.

Purpose This paper aims to examine the floating dry dock and 3D printing technologies in relation to the ways in which they have the potential to complement each other. This relates to how the tourism and maritime industries in Jamaica could become more robust and competitive. Design/methodology/approach This study used a qualitative approach through the application of personal interviews and data from secondary sources. Findings Although Jamaica is positioning itself to become one of the leading maritime and logistics centres in the world, the government has not fully taken advantage of the fourth industrial revolution and its enabling factors. The integration of the floating dry dock with 3D printing technology has the ability to advance Jamaica from its current position to become a more economically viable country. Research limitations/implications Time was a limitation for the researchers in conducting this study. As a result, a more robust field study is needed to fully understand the impact of the fourth industrial revolution technologies on the maritime and tourism industries. Practical implications An investment in a floating dry dock and 3D printing technology will spur job creation. The researchers expect improved economic activity in Jamaica resulting from many businesses being created and/or improved. Social implications The quality of life is expected to increase because of the greater economic yields the country will receive from such investments. Originality/value This paper explored the combination of the floating dry dock and 3D printing technologies and their impact on the tourism and maritime industries in relation to increasing service value and economic yields.

One of the issues that has preoccupied the minds of researchers in Zimbabwe has always been the issue of governance and corruption. Rebuilding trust is critical to Zimbabwe in improving governance, public administration, combating corruption, and reconnecting the citizens with the government. There is, therefore, an urgent need to come up with viable blueprints for good governance in Zimbabwe. This paper seeks to interrogate issues of politics and ethics because they have a bearing on the realisation or lack thereof of the Zimbabwean Vision 2030.

Industry 4.0 centers on the connection of physical and cyber networks to allow actionable insights and real-time information flow such that the well-being of the creatures, workplace, and the environment is guaranteed. Plastic pollution has been a major menace in South Africa and the proposed ban has not been implemented by the government. With the current measures of reducing the pollution, it was evident that the use of fourth industrial revolution has not been effective. Thus, it was recommended that government should enforce labelling of very single-use plastic and an associated fine should be attached to every single-use plastic found polluting the environment. It should be made mandatory for all management accountants to include cost for plastic pollution as one of the operating costs of each organisation. Also, it is recommended that robots can be erected around the cities, towns and workplace picking plastic waste. This will show the seriousness of the government to combat the single use plastic pollution and automatically curb the littering of the environment with plastics.

The introduction of digitalization is the beginning of the digital revolution. It is the backbone of the fourth industrial revolution. It is a dream built by the BJP Government of India. With this dream the Government made it sure that public services are available to all the citizens of the country, not to leave the remote areas, definitely by improving internet connectivity and online infrastructure. Jio was the example which was initiated by the Government. The mission of the program was to make India stronger digitally and economically. Right from its launch, it has taken a lot of praise from various sectors of the economy. It will encourage people to connect with various sectors and come with new startup ideas and will also encourage entrepreneurship which can solve the major problem of unemployment. But to implement was a major hurdle. There were many speed breakers for successful implementation like illiteracy (digital), bad infrastructure, slow internet speed, etc. The purpose of my study is to study the scope and challenges faced by the country. We will also try to take out the solutions which can be helpful to the Government in the successful implementation of the program and make India a Digitally proven country.
