Politics and Ethics and a National Framework to Combat Corruption in Zimbabwe

One of the issues that has preoccupied the minds of researchers in Zimbabwe has always been the issue of governance and corruption. Rebuilding trust is critical to Zimbabwe in improving governance, public administration, combating corruption, and reconnecting the citizens with the government. There is, therefore, an urgent need to come up with viable blueprints for good governance in Zimbabwe. This paper seeks to interrogate issues of politics and ethics because they have a bearing on the realisation or lack thereof of the Zimbabwean Vision 2030.

Zimbabwe is one of the developing countries striving to reach a middle economy status by year 2030. In its bid to achieve this vision, it has adopted an electronic government strategy (e-government strategy) where government business is done electronically. An e-government strategy is a plan for e-government systems and their supporting infrastructure, which maximises the ability of government to achieve its objective of Vision 2030. An e-government strategy must give direction where the government is going, its goals, vision, mission, and some implementation guidelines. In order to reach this objective, the government has to become more accountable and transparent on its journey to Vision 2030, and one of its key drivers is proper records and archives management. Properly managed electronic government records bring about accountability, transparency, and good governance.

EzGov is a leading company providing online solutions for governments. Ed Trimble, EzGov CEO, states, “He’s doing something that’s changing government, that’s changing the world, that’s really making a difference” (Diana, 2004). This article is about changing government. Considered as the main agent to change government are politics. Mainstream studies of public administration also consider government itself, judges and citizens as change agents. This fits with the classical, liberal vision on the public domain, wherein these parties are the only known subjects (see Howlett & Ramesh, 1995, pp. 52-59; Stone, 1997, pp. 351-372). In this vision companies are considered to be citizens. Problem then is to see clearly the profound influence business has on governmental change. With increasing velocity information technology products appear on the market that are especially designed to change government. Also with other products the government buys its own change, for instance with management consultancy. In the study of public administration a good view lacks on the importance business has here in changing government. That’s the focus of this article, what’s its purpose? First purpose is to give an explanation of the way business changes government with the products it sells. Second purpose is to come up with ideas on how to deliberately accept change of government by way of business products. How to do that in a way that both government and business will function better and present society with legitimate solutions for physical and social problems?

This study analyzes the urgency of implementing public administration ethics to realize good governance. This study uses a qualitative method with a case study approach. The data sources used in this study are primary and secondary data. Preliminary data was collected from interviews and questionnaires to respondents, while secondary data was collected through the literature study method. The location of this research is in one of the sub-district offices in the Sumedang District. Respondents who were given a questionnaire totaling 100 people living around the sub-district were selected based on the random sampling method. Based on the data and analysis of research results, it can be seen that sub-district employees in Sumedang District still have not implemented bureaucratic ethical governance properly. Government governance has not been able to absorb and develop more advanced management values. The problem arises because of the following: learning culture, processes, tools and techniques, and skill and motivation. This should be a concern, especially by the government, to create good governance, which is indicated by the high public trust in the government.

The spirit of reform encourages the State Civil Apparatus to carry out renewal and improvement of the system in the development, improvement and service of the community in order to encourage the community and support the implementation of good governance in public administration. Supervision carried out by. The Government, has determined the Functional Position of Auditors who have the scope, duties, responsibilities, and authority to carry out internal supervision on government agencies, institutions or other parties in it. For this reason, this research has two problems. First, how is the role of JFA in improving the performance of bureaucrats in the Central Java Province Inspectorate. Second. What obstacles were encountered by JFA in the supervision process of the performance of Bureaucrats in the Central Java Province Inspectorate. This problem was examined using a sociological juridical approach. In the sociological juridical approach, law as law in action is described as an empirical social phenomenon. The results of this study confirm that: First, there are 2 (two) roles of JFA in improving the performance of bureaucrats in the Central Java Province Inspectorate, namely: Improving the system of internal supervision and control, and improving the quality and professionalism of resources. Secondly, there were several factors encountered by JFA in the supervision process of the performance of bureaucrats in the Central Java Province Inspectorate that had to be immediately corrected to support good governance in public administration.

Currently, public governance theory and "good governance" have a profound and positive influence on the government reform process in many countries around the world today. In essence, good governance is the set of principles and criteria on social management to maximize public interests as well as promote and ensure the harmonious and sustainable development of a country. It can be said that good governance is both the ideal state and the goal that government reform in countries is aiming for, and the guiding principles for the design and operation of the state apparatus, government or system. In recent years, reform of government as well as reform of local government, according to good governance theory in Vietnam, has achieved many outstanding results. This is evident in the improvement in the indicators of provincial governance and public administration (Provincial Governance and Public Administration Performance Index (hereinafter referred to as PAPI)) in Vietnam over the years. Based on the survey results of PAPI in recent years, the article analyzes the good governance level of the local government of Vietnam, offers comments and assessments and proposes solutions on how to increase and strengthen the reform of local government in Vietnam according to good governance theory.

Purpose It is recognized worldwide that an ombudsman system makes the public administration more transparent and accountable to the public. This paper aims to examine the provisions of the Ombudsman Act 1980, as well as the position, role and necessity of the Office of the Ombudsman in Bangladesh. It also evaluates how the ombudsman institution can act as a gateway for citizens of Bangladesh to resolve complaints against the maladministration of public administration in the country. Design/methodology/approach The study is basically qualitative in nature where both primary and secondary sources have been used. As well, a combination of analytical methods and current legislative methods, together with future legislative techniques, was used in the study. Findings This study finds that the ombudsman is a vital institution for Bangladesh to eliminate maladministration, nepotism and abuse of human rights, as well as abuse of the power of the public administration. Going forward, Bangladesh needs to amend the existing Ombudsman Act 1980 and then take proper steps to firmly establish the Ombudsman Office to ensure and increase public confidence, operational effectiveness and good governance and human rights throughout the country. Research limitations/implications The main implication of this study is that it will play an important role for the development of the rule of law and human rights in Bangladesh. This study will make its readers and particularly the citizens of Bangladesh aware of the importance of the “Office of the Ombudsman” in Bangladesh and the existing loopholes in the current Ombudsman Act 1980. This research also provides a new avenue for scholars to contribute their knowledge and wisdom toward nation-building by further researching the Office of the Ombudsman in Bangladesh. In this way, scholars in this field can share their experiences of the role of the ombudsman to a wider audience. Practical implications The study will facilitate policymakers and the government to enact an effective new law or to amend the existing law relating to the ombudsman. Originality/value The paper sets out the proposed amendment to the Ombudsman Act 1980. Hence, it will be of interest to policymakers, government, organizations of civil society and those developing countries that have not taken steps toward forming an ombudsman institution.

This article aims to analyze the internalization of local values of Bugis culture in the practice of government organizations, as well as the implications of these local values for the public service system. This study uses qualitative research methods, with data collection using observations, interviews, and tracking of related documents. The research location was in the government organization of the Department of Investment and One-Stop Service (Dinas Pelayanan Modal dan Pelayanan Satu Pintu - DPMPS) of Sinjai Regency. The results show that there is an internalization of local values; (1) 'lempu' (honest), (2) 'amaccang' (intelligence), (3) 'astinajang' (propriety), (4) aggatenggeng (firmness), (5) sipakatau and sipakainge, and (6) ajjoareng which have existed since the past and considered to be synergized in the principles of service and apply in the culture of the community that supports the implementation of public services. Then, adopting local values is in line with the principles of good governance namely transparency, accountability and legal certainty. In addition, public administration indicators are oriented to the benefits and effectiveness in achieving goals and as a study of governance and social order.

Abstract Vision 2030 is seen as a contributing factor to diversifying the Kingdom of Saudi Arabia’s economy and stimulating numerous changes in its social sectors, including in the health sector. Sustainable Development (SD)2030 is a global consensual agreement among nation states to build a sustainable, desirable and progressively interrelated world. Achieving the Sustainable Development 2030 is seen as a main component of development for health. This article explores the state capacity and the role of Vision2030 and Sustainable Development 2030 in the revitalizing the healthcare system in Saudi Arabia. Systematic review and thematic data analysis technique are used as method of this study. The Saudi government highlighted and emphasized Vision 2030 to improve population health and the world body emphasized that Sustainable Development 2030 will contribute to “healthy lives and promote well-being for all at all ages”. Saudi Arabia’s Vision2030 encourages the state to play a renewed role in development in the light of the UN’s declaration of the ‘right to development’. In pursuing development, the state must have necessary institutional environment in sustaining capacity, resources and interactions among groups for realizing constructive roles and functions in maintaining state affairs. The government needs to develop a sustainable healthcare system by adding to health human resources, building public-private partnership, and efficient use of resources through stewardship, good governance, accountability, and transparency.

The main problem with the Indonesian government is the behavior of deviant acts of corruption that harm the nation and state. This research is shown to prevent acts of corruption by implementing the principles of public administration in state officials. The research method used, namely the type of quantitative research is comparative experimental. There are various policies taken by the government to prevent corrupt behavior, namely the application of the principles of public administration in state officials, ethical development and bureaucratic governance through the development of good governance, enforcement and application of public administration law, public awareness, and participation, efforts to improve the system. more effective and efficient public services, and the establishment of an independent institution to prevent corruption. However, this study found irregularities in the efforts to strengthen the KPK institution by re-doing the national insight test on employees, which led to irregularities in the weakening of the KPK due to the dismissal of competent employees.
