There is no doubt that data mining and linked data can enhance library service delivery. Data mining aspects such as text and image mining will enable libraries to have access to data that can be used to discover new knowledge aid planning for effective service delivery or service improvement. Also, linked data will enable libraries connect with other libraries to share such data that can enhance job performance leading to enhanced productivity, improved service delivery, and wider visibility and access to library resources.

In analyzing data with data mining using the Rough Set algorithm which has results in the form of rules (rules). The process of determining the rules in the Rough Set method starts from processing the Microsoft Excel database, and continues testing with the Rough Set method. Thus producing General Rules which will become new knowledge in this research.With the existence of data mining using the rough set penilus algorithm, it can analyze data and provide solutions to the weaknesses faced in the menteng Medan field agents that have occurred so that it can be used as an alternative to solving problems in packet expedition encountered so far.Keyword: Data Mining, Descision System, Equivalen Class, ,General Rules, Rough set,Reduction

This study investigated the impact of Quality Management System (QMS) on effective service delivery in Oil and Gas Servicing Companies in selected firms in Port Harcourt, Nigeria. The opinion of 50 respondents were sampled using questionnaires, interviews as well as observation from journals and texts used in this work to examine the Quality Management System (QMS) of the selected firms. Using simple percentages and the Chi-square (X2) test of hypotheses, it was hypothetically established that the implementation of QMS practices, has impacted the work process, procedure and improvement on quality over the years in the Oil and Gas Servicing companies in Port Harcourt Nigeria. The research identified an adopted use of Failure Mode and Effect Analysis (FMEA) tool as a continual quality improvement initiative developed in the local content oil and gas servicing operation for equipment handling, management and to drive sustained improved performance quality processes as a key driver of a progressive that will place local content companies as an options for producing companies and at par with multinational oil and gas companies.

BACKGROUND: Despite impressive progress that has been made in the provision of health care services to all, the issue of quality service delivery still remains a challenge particularly for point-of-care (POC) diagnostics in resource-limited-settings. Poor competency of primary health care workers in these settings has been shown to be amongst the main contributors to poor quality service delivery. FINDINGS: Participatory-based continuous professional development (CPD) strategies to support technology advancements in health care are recommended. Experiential learning approaches have been shown to be efficient in supplementing traditional teaching methods for both health care students and professionals. These approaches have been shown to further contribute towards continuous skills development and lifelong learning. CONCLUSION: This review therefore provided an overview of literature on experiential learning as one of CPD approaches in relation to health care service improvement in resource-limited setting. In addition, this review has recommended a mobile-based experiential learning approach to help deliver a quality POC technology curriculum to Primary health care-based workers in resource-limited settings.

The thesis of the study is that effective service delivery by the local government employees is a function of a strategic training framework. Extant literature examined captured the importance of training and development programmes in the local government and stated among other things, that training increases employees productivity, reduce costs, boost morale, promote stability, flexibility and service delivery at the grassroots. The arguments are substantiated with the training and high-performance theory advanced by Gallie and White (1993). The study adopts ex post facto design. Data are obtained from secondary sources and analysed using the content analytical technique. Empirical analysis of literature provides the framework for conclusion and policy recommendation. The study advocates for a strategic continuous training plan to enhance the capacity of local government employees and service delivery in Nigeria.

Cloud computing provides a powerful, scalable and flexible infrastructure into which one can integrate, previously known, techniques and methods of Data Mining. The result of such integration should be strong and capacitive platform that will be able to deal with the increasing production of data, or that will create the conditions for the efficient mining of massive amounts of data from various data warehouses with the aim of creating (useful) information or the production of new knowledge. This paper discusses such technology - the technology of big data mining, known as Cloud Data Mining (CDM).
