State Institutions of Financial Support for Small Business in Volatile Economies

Financing of small and medium-sized enterprises (SMEs) today is one of the major areas of state support in volatile economies, as it is recognized as the most pressing problem affecting the activities of small businesses. The scale of development of SMEs in Russia today and its contribution to the economic recovery is clearly insufficient and impossible to expand without special measures of state support. This chapter will analyze the current state, dynamics, and financial constraints of SMEs in Russia; classify state supporting institutions; suggest basic methods to curb the situation; and disclose prospective financial supporting tools for SMEs development. The authors established the possibility of applying the Russian experience in supporting SMEs in the Republic of Ghana. This is due to the similarities in economic issues in these countries such as depreciation of currency and fall in oil prices. The authors analyzed the volumes and results of major government activities of the Russian Federal State and identified prospects for their development and implementation in Ghana.

The article examines the system of state regulation of agriculture in the Republic of Kazakhstan, state regulation of agricultural relations is carried out, first of all, through the publication of laws and other normative acts that determine the legal status of agricultural producers, their rights and obligations in land, property tax, labor, financial and credit and other ways. The article assesses the current state of the structure of budgetary funds allocated for the development of agriculture over a number of years, an analysis of financial support for agriculture in the Pavlodar region, which showed that in Kazakhstan, mainly monetary and financial support instruments dominate. Conclusions and recommendations for financial support of agriculture are formulated. The authors of the article proposed strategic goals for the development of agricultural production in Pavlodar region, the achievement of which is inextricably linked with the definition of priorities for the development of agricultural production in the region, taking into account the peculiarities of the natural and climatic zones of the Pavlodar region. Improving the system of state support for agricultural production also requires improving non-financial methods to stimulate the development of agricultural production. In order to increase the efficiency of state support, the authors propose to improve the subsidy system. В статье рассмотрена система государственного регулирования сельского хозяйства в РК, государственное регулирование аграрных отношений осуществляется, прежде всего, путем издания законов и других нормативных актов, определяющих правовой статус сельскохозяйственных товаропроизводителей, их права и обязанности в земельных, трудовых, финансово-кредитных и других отношениях. В статье проведена оценка современного состояния структурыбюджетных средств, выделяемых на развитие сельского хозяйства за ряд лет, анализ финансовой поддержки сельского хозяйства в Павлодарской области, который показал, что в Казахстане доминируют в основном денежные и финансовые инструменты поддержки. Сформулированы выводы и рекомендации для финансовой поддержки сельского хозяйства. Авторами статьи предложены стратегические цели развития сельскохозяйственного производства Павлодарской области, достижение которых, неразрывно связано с определением приоритетов развития сельскохозяйственного производства области с учетом особенностей природно-климатических зон Павлодарской области. Совершенствование системы государственной поддержки сельскохозяйственного производства также требует совершенствования нефинансовых методов стимулирования развития сельскохозяйственного производства. С целью повышения эффективности государственной поддержки авторы предлагают совершенствовать систему субсидирования.

Measures of state support of business in the conditions of digitalization of the economy in the Republic of Bashkortostan are considered. A set of measures and tools for the development and support of small business in the conditions of global challenges is proposed.

Aim. To analyze the current state of the sanatoriums-health resorts system of the Republic of Tatarstan and identify the demand by the population of sanatoriums-health resorts services for recreation and health promotion at the regional level. Methods. To analyze the functioning of the sanatoriums-health resorts of the republic, we used data from the official website of the Federal State Statistics Service (20022018). We calculated the long-term mean values, standard deviation, growth rate, linear regression, the approximation coefficient in comparing the Republic of Tatarstan, Volga Federal District and the Russian Federation. The population proportion, which used the sanatoriums-health resorts services, bed provision per 10,000 population and bed turnover were calculated to assess the provision of the population with sanatorium-resort services. The study of the demand for sanatorium services by the population was carried out using a sociological survey. Results. In the comparative analysis, it was found that the Republic of Tatarstan is the region with a developed, relatively stable sanatoriums-health resorts system. The increase in the number of beds in sanatoriums (from 23.86 beds per 10,000 population in 2002 to 24.94 in 2018) and bed turnover rate (from 12.84 in 2002 to 16.59 in 2018) during the studied period indicated the continuity between curative and restorative-rehabilitation medicine. An increase in the proportion (from 3.07% in 2002 to 4.15% in 2018) with an overall increase in the number of stayed people (1.39 times) indicated the interest of the population in rehabilitation treatment and recreation in regional sanatoriums-health resorts. As a result of the survey, a portrait of the modern consumer of sanatoriums-health resorts was drawn up, and priorities in sanatorium choosing were determined. Conclusion. The Republic of Tatarstan belongs to the regions with a developed system of sanatoriums-health resorts and significant potential to its development, which is confirmed by the presence of natural healing factors, improved provision of sanatoriums-health resorts care and increasing demand of the population for services for rehabilitation treatment and recreation in regional sanatoriums.

Current State of Terminology in Lithuania: Scientific Research, Management and Education The article discusses the current state of terminology in Lithuania, presents terminological research carried out in the last five years, analyses ways of Lithuanian terminology management, and briefly overviews terminological education and teaching in Lithuania.Lithuanian terminological research is mostly carried out at the Institute of the Lithuanian Language and at universities and other research institutes. The largest part of terminological research is carried out at the Centre of Terminology of the Institute of the Lithuanian Language, which researches Lithuanian terminology and terminography, analyses the use of Lithuanian terminology in different fields.Three ways of terminology management are discussed: terminography, creation of term banks and databases and standardisation of terms.The number of term dictionaries published in Lithuania is rather considerable – over 600. The most productive period for publishing term dictionaries is from 1990 up to date. Between 1990–2013 more than 420 term dictionaries and special encyclopaedias were published.The main and most important terminology database in Lithuania is the Term Bank of the Republic of Lithuania (lt Lietuvos Respublikos terminų bankas, further – LTB), initiated in 2004. This bank is created as a common information system of state institutions administered by the State Commission of the Lithuanian Language (further – Language Commission). There are more than 237,000 term entries in LTB. The article discusses two more terminology databases containing Lithuanian terminology sources – IATE and EUROTERMBANK. The Lithuanian Standards Board, in addition to other work, prepares Lithuanian standards of terms and offers these terms to the Language Commission for evaluation. Since 2000, the Lithuanian Standards Board has been creating a database of standardised terms which currently contains about 64,000 terms.In Lithuania, terminology also exists as an academic discipline; at many universities, philologists are offered a course in terminology. At many universities, students of other non-philological disciplines are taught a course in language for specific purposes, which covers matters of terminology and terms. Aktualny stan terminologii na Litwie: badania naukowe, zarządzanie informacją i edukacja Artykuł omawia aktualny stan terminologii na Litwie, przedstawia badania naukowe nad zasobami terminologicznymi prowadzone w okresie minionych pięciu lat, analizuje sposoby zarządzania terminami w języku litewskim, a także zawiera zwięzły przegląd tematyki dotyczącej kształcenia i nauczania w zakresie terminologii na Litwie.Główną placówką zajmującą się badaniami nad terminologią w języku litewskim jest Instytut Języka Litewskiego. Ponadto badania takie prowadzone są także na uniwersytetach i w innych ośrodkach badawczych. Największy udział w badaniach terminologicznych ma Zakład Terminologii w Instytucie Języka Litewskiego, który prowadzi prace nad terminologią litewską i terminografią, a także analizuje użycie litewskiego słownictwa specjalistycznego w poszczególnych dziedzinach.W artykule omówiono trzy metody zarządzania zasobami terminologicznymi: terminografia, powoływanie banków terminów i baz danych oraz standaryzacja terminów i pojęć.Liczba słowników terminologicznych opublikowanych na Litwie jest dość znaczna, jest ich obecnie ponad 600. Najwięcej publikacji pochodzi z okresu po roku 1990. Od roku 2000 Litewska Rada Standaryzacji tworzy bazę standaryzowanych terminów, która aktualnie obejmuje 64 000 haseł.Na Litwie terminologia istnieje także jako odrębna dyscyplina akademicka. Na wielu uniwersytetach w programie studiów prowadzone są przez filologów zajęcia z tego zakresu. Na licznych uczelniach studenci kierunków niefilologicznych mają wykłady w zakresie stosowania terminów specjalistycznych, obejmujące kwestie terminologiczne i dotyczące zasobu pojęć.

Background: The article presents the results of a control and epidemiological study conducted in September 2020 by specialists of the Federal State Budgetary Institution «NMIC of Endocrinology» of the Ministry of Health of Russia, aimed at assessing the current state of iodine provision in the population of the Republic of Crimea. The study in Crimea is part of a number of activities and work carried out on behalf of the Ministry of Health of the Russian Federation within the framework of state assignments «Scientific assessment of the need for additional regulatory legal and other measures to eliminate iodine deficiency in pilot regions with severe iodine deficiency» and «Epidemiological and molecular-cellular characteristics of tumor, autoimmune and iodine deficiency thyropathies as a basis for prevention of complications and personalization of treatment.The data obtained reflect the state of the problem of iodine consumption on the territory of the Crimean Peninsula and indicate the relevance of the adoption of a regional preventive program aimed at eliminating iodine deficiency in the diet of the population and related diseases.Aim: Assessment of iodine supply of the population of the Republic of CrimeaMaterials and methods: The research was carried out in secondary schools of four districts of the Republic of Crimea — in the years. Simferopol, Belogorsk, Bakhchisarai and Saki.The volume of the study — 356 schoolchildren of 8-10 years old, all were completed: taking anamnesis and anthropometric parameters (height, weight), examination by an endocrinologist with palpation of the thyroid gland (thyroid gland), ultrasound examination of the thyroid gland (thyroid ultrasound), obtaining single portions of urine and samples of table salt (5-10 grams), which is used daily in the diet in their families. The measurements of the height and weight of the children by the standard method were carried out during the examination by a specialist. Thyroid ultrasound was performed in the supine position using a portable LOGIQe ultrasound machine (China) with a 10-15 MHz multifrequency linear transducer. All urine samples (n = 356) in disposable Eppendorf microtubes were immediately frozen at a temperature of minus 20-25°! for further determination of the concentration of iodine in urine using the cerium-arsenite method (based on the clinical diagnostic laboratory of the Federal State Budgetary Institution NMITs endocrinology «of the Ministry of Health of Russia). A qualitative study for the presence of potassium iodate in food table salt samples (n = 203) was carried out on site by the express method.Informed consent was obtained from all parents / guardians of children for the examination and processing of personal data. The permission of the local ethical committee of the Federal State Budgetary Institution «NMIC of Endocrinology» of the Ministry of Health of Russia was received on March 25, 2020, No. 5.Results: According to the results of a survey of 356 children of primary school age, the median concentration of iodine in urine (mCIM) is 97 pg / l and varies from 78 to 98 pg / l in the surveyed areas, the proportion of urine samples with a reduced iodine concentration was 51.2%. The share of iodized salt use in the families of schoolchildren was 12.3% (values range from 10% to 15%). The average incidence of goiter in children according to ultrasound data is 9.5% (range of values from 1.7% to 16.3%).Conclusion.The indicator of the median concentration of iodine in urine indicates an insufficient iodine supply of the population of the Republic of Crimea.The prevalence of goiter in children of primary school age according to the ultrasound examination of the thyroid gland corresponds to the mild severity of iodine deficiency in the mild degree of goiter endemic in the region.The share of households using iodized salt is extremely low and amounts to 12.3%, which does not meet the WHO recommendations for regions with natural iodine deficiency (from 90% or more).

The article is devoted to the study of the current state of small business development and the need to reform the simplified taxation system, as well as to identify areas of stimulation of small business methods of state tax policy. It is considered that the taxation of small business is carried out in two forms - general or simplified. There is also found a single tax being the best way to tax small businesses because the general system of taxation is unclear and burdensome. It is determined that the system of simplified taxation promotes the development of small business by simplifying tax accounting and offers recommendations for improving the simplified taxation system in Ukraine. The rates of the single tax by groups, as well as the dynamics of tax revenues to local budgets from both legal entities and individuals are analyzed. It is found that the development of small business is possible only by combining and coordinating different forms, methods, means of regulation and state support, and the system of taxation of small businesses should be aimed at stimulating the development of small business and further filling budgets. Deficiencies in the legal framework related to the development and state support of small business in Ukraine are identified and ways to address them are proposed. It is substantiated that the most important method of influencing the activities of small business is the fiscal mechanism, which needs to be reformed in the direction of providing favorable conditions for doing business and attracting investment by building an incentive tax system. Experience of small business taxation in developed countries and new methods of state support that can be implemented in the tax policy of our state are studied. It is proved that if you exempt companies from taxation for a period of one to three years, provided they reinvest half of the net profit has a positive effect on the development of the company and the growth of tax revenues from its activities to the budget. The introduction of this tax regime in Ukraine will promote the development of small business, expand production, increase employment, increase competition, grow small businesses into medium and large and, as a consequence, increase tax revenues.

Agriculture, like the entire Ukrainian economy, is experiencing a difficult period. Although such a downturn in production, which had been at the time of restructuring, did not take place, but the results of the activity are rather uneven over the years and tend to decrease over the past few years. The problem is exacerbated by the fact that the financial condition of farmers depends on the macroeconomic situation, which is confirmed by foreign studies, namely, on a specific policy of state support. More than 11% of agricultural and farm enterprises are concentrated in Vinnytsia region. ¼ part of the farms has a land ownership of up to 500 hectares, and an essential criterion begins with 50 hectares. A significant (20%) share of farms has a land bank of 1-2 thousand hectares. The share of small agricultural enterprises for 2010-2017 has increased from 22.7% to 35.7%, and the share of micro-enterprises in them remains constant - 10%. In the special fund of the state budget, according to the program 2801460 "Granting loans to farms", allocations for 2016 - UAH 15.8 million were determined; 2017 - UAH 65.0 million, in 2018 - UAH 43.1 million. According to the regional state administration, according to the results of the implementation of budget support programs for agrarians in 2018, Vinnytsia region was second only to the number of financial support provided to farmers by the Mykolaiv region. Yes, it was used by 411 farms with 2,350 registered (17.5%). It is supposed that all key areas of state support for 2019 will be maintained. In the region there is a Program for the development of private, farm enterprises for 2016-2020 (modern edition in the Regulation of the State Aviation Administration dated 02.11.2016, number 40). For 2014-2016, UAH 4.96 million has been allocated to this direction from the region budget. Favorable loans were received by 24 farmers and 7 private farms, 5 agricultural cooperatives. In 2017, the program allocated 1.0 million UAH, the trend was also in 2018 The most successful program is to reduce the cost of technology. According to the Ministry of Agropolicy, it has already used 1830 farms in Ukraine and purchased 2,900 units of equipment. The amount of compensation amounted to 211 million hryvnias. Moreover, the most interested persons were Vinnytsia - 163 agricultural enterprises. Agrarians of Vinnytsia region received almost 16 million UAH. reimbursement. About 7.7 mln UAH got gardeners of Vinnytsia region as a partial compensation for purchased landing material. Taking into account the data of 2017, it was discovered that the financial crisis has hit most of the small businesses, due to the fact that it is harder for them to attract external financing, including tight credit requirements. It is for this reason that, when analyzing the financial support of farmers abroad, there are compromises between profitability, ecosystem services and other social factors, which is a fundamental prerequisite for sustainable development of agriculture. A holistic approach to assessing the productivity of farms in the production, social, financial and environmental dimensions is being developed. In this context, the ministry's intention is to draw the attention of heads of specialized departments to the between rural councils and agribusiness, as well as the level of salaries that would indicate a socially oriented agrarian business. For Vinnytsia region issues of attraction of new agricultural producers for cooperation in the project with the Euro region "Dniester" and the special support of this direction are considered by the branch of the Ukrainian State Fund for support of farms, the Institute of forage and agriculture Podillya of the NAAS of Ukraine and the Vinnytsia regional branch of the State Agricultural Protection Agency "State Soil Protection". In order to use budget funds efficiently, to achieve a balance in funding support programs and sustainable socio-economic development of the village, to increase the competitiveness of agricultural producers, to expand the commodity structure of exports and to establish Ukraine on the world food markets, the Ministry of Agropolicy has drafted a bill "On Amendments to the Law" On State support of agriculture of Ukraine ". It provides the basic principles for the creation and functioning of the State Paying Agency and the State Agrarian Register. It is worth taking into account the example of EU countries that build a database of agricultural producers by introducing a free identification procedure in a single register. An individual entrepreneur or legal entity creates a personal electronic cabinet and automatically receives information on all types of state aid, eligibility criteria, and the ability to apply online. Analysis of foreign experience shows that in their attempts to increase the viability of family farms, agricultural governments have chosen a number of approaches that can be extended to developing countries. To improve the organizational and financial structure of farms, it is necessary to improve communication processes within farms and between farmers' organizations, enterprises, and social funds in order to establish common priorities for agrarian development in identifying and / or developing, adapting and expanding innovations. Consequently, prospects for further exploration in this area lie in the field of elaboration of a methodology for determining the financial condition of farms based on farm and simplified financial statements.
