Regional conditions for financial support of crop production in the Republic of Buryatia

Subject. The article investigates trends and prospects for poultry farming development at the regional level. Objectives. The purpose is to study the condition of poultry farming in the region, identify development trends, design mechanisms for government support for poultry farming. Methods. The study employs monographic, abstract-logical, statistical, and analytical methods. Results. In the Republic of Dagestan, the poultry production is concentrated in private farm households. This fact reduces the competitiveness of the sub-sector. The study establishes that there is a significant potential for increasing the production volumes of the industry. The bank capital practically does not participate in the modernization of poultry farming in the region, in part because of unfavorable credit history of most economic entities and insufficient collateral. Against the background of low rates of attracting private investment, there is an urgent need for State support for the industry. Conclusions. We propose a set of reasonable measures to stimulate State support for poultry farming in the region, including through improving the forms and methods of scientific and innovative support, linking the forms of the support with the achievement of established development indicators. The paper determines the need for introducing State support to stimulate the industry’s transfer of industrial basis.

Financing of small and medium-sized enterprises (SMEs) today is one of the major areas of state support in volatile economies, as it is recognized as the most pressing problem affecting the activities of small businesses. The scale of development of SMEs in Russia today and its contribution to the economic recovery is clearly insufficient and impossible to expand without special measures of state support. This chapter will analyze the current state, dynamics, and financial constraints of SMEs in Russia; classify state supporting institutions; suggest basic methods to curb the situation; and disclose prospective financial supporting tools for SMEs development. The authors established the possibility of applying the Russian experience in supporting SMEs in the Republic of Ghana. This is due to the similarities in economic issues in these countries such as depreciation of currency and fall in oil prices. The authors analyzed the volumes and results of major government activities of the Russian Federal State and identified prospects for their development and implementation in Ghana.

Subject. This article explores the trends in agricultural development, the impact of government regulation, and the effectiveness of agribusiness at the regional level. The Republic of Mordovia is a case study. Objectives. The article aims to identify the key priority areas of agricultural development in the Republic of Mordovia. Methods. For the study, I used the methods of dynamic and factor analyses, comparison, and generalization. Results. The article identifies the main problems hindering the development of the industry and offers recommendations to address them. Conclusions. In general, the dynamics of the agro-industrial complex of Russia's development is positive, although there are significant financial problems in some regions. To improve the situation, it is advisable to provide financial support not to profitable enterprises of the industry only, but also the low-profit ones.

The article is devoted to the development of IT-sector enterprises in the Republic of Kazakhstan and measures of financial state support. Problems in obtaining state grants for projects in the field of information technology, unavailability of bank credit due to high interest rates, and insufficient state support for the IT sector are identified. The indicators of the share of the information technology sector in the gross domestic product of foreign countries, the volume of the market of information and communication technologies in Kazakhstan are analyzed. The number of operating companies in the territory of the Republic of Kazakhstan in the field of information and communication is given, the largest taxpayers of Kazakhstan among IT enterprises are identified. The issues of attracting investment in the development of the country's IT sector, which is becoming more and more attractive for business, are considered. The analysis showed that in Kazakhstan there is a problem of insufficient state financial support for the IT sector, which does not allow companies operating in this area to achieve high profitability.

Purpose. The aim of the article is to research budget support areas for logistical support of technological updating of production and modernization of activity of agricultural enterprises. Methodology of research. The methods of generalization, systematization, analysis, abstraction are used in the process of research to determine the directions of budget support for technological updating of production and modernization of activities of agricultural enterprises in the context of budget programs. The scientific base of scientific research was composed of scientific works of domestic scientists-economists and legislative and regulatory documents on budget support for the agricultural sector of the economy. Findings. The necessity of state support of technological updating of production and modernization of activity of agricultural enterprises is substantiated. Areas of budget support for material and technical support for technological upgrading of production and modernization of agricultural enterprises are identified and analyzed, in particular within budget programs for: partial reimbursement to the economic entities of the cost of construction and reconstruction of livestock farms and complexes and enterprises for the production of compound feed; budget livestock subsidies and state support for crop production; state support for animal husbandry; providing financial support to agribusiness entities through the mechanism of cheaper loans and offsetting of lease payments; financial support (development) of farms; partial compensation for the cost of sophisticated agricultural machinery of domestic production; partial reimbursement of the cost of construction of new greenhouse complexes; financial support for activities in the agro-industrial complex. Originality. The role of budgetary programs on technological updating of production and modernization of activity of agricultural enterprises are defined, analyzed and substantiated. Practical value. The obtained results of the study can be used to organize the process of technological updating of production and modernization of agricultural enterprises. The purpose of the article is revealing the problems of development of transport infrastructure of the region from the financial standpoint, analysing modern approaches to the development of transport infrastructure at the regional level and the financial aspects of its support.It was found that public entities and local authorities have difficulties in financing development of transport infrastructure by state structures and local self-government bodies without any support. It was determined that Kharkiv region is one of the regions with the most developed transport infrastructure, which comprises railways, auto transport, and aviation. The region has a developed system of public transportation. It was justified that in order to maintain and develop the infrastructure of Kharkiv region, the strategic directions of the development of the region should be defined and the plan should be developed to attract investment which will have positive influence on the economy of the region. A number of measures must be taken for solving the problems of the transport infrastructure in Kharkiv region, but these activities require investment in the transport industry that cause difficulties in recessionary environments.The set of targets for solving the problems of funding the development of transport infrastructure of Kharkiv region in the context of the Ukrainian National transport strategy for the period up to 2030 has been developed. The comparative description of sources of financing has been considered. As the results, the best option of financing the transport infrastructure has been selected as the combination of budget resources and other sources of funding (funds from international financial organisations, state guarantee loans, funds of investors, PPP). Detailed elaboration of such a mechanism should be the subject of further research in this area.

The article examines the system of state regulation of agriculture in the Republic of Kazakhstan, state regulation of agricultural relations is carried out, first of all, through the publication of laws and other normative acts that determine the legal status of agricultural producers, their rights and obligations in land, property tax, labor, financial and credit and other ways. The article assesses the current state of the structure of budgetary funds allocated for the development of agriculture over a number of years, an analysis of financial support for agriculture in the Pavlodar region, which showed that in Kazakhstan, mainly monetary and financial support instruments dominate. Conclusions and recommendations for financial support of agriculture are formulated. The authors of the article proposed strategic goals for the development of agricultural production in Pavlodar region, the achievement of which is inextricably linked with the definition of priorities for the development of agricultural production in the region, taking into account the peculiarities of the natural and climatic zones of the Pavlodar region. Improving the system of state support for agricultural production also requires improving non-financial methods to stimulate the development of agricultural production. In order to increase the efficiency of state support, the authors propose to improve the subsidy system. В статье рассмотрена система государственного регулирования сельского хозяйства в РК, государственное регулирование аграрных отношений осуществляется, прежде всего, путем издания законов и других нормативных актов, определяющих правовой статус сельскохозяйственных товаропроизводителей, их права и обязанности в земельных, трудовых, финансово-кредитных и других отношениях. В статье проведена оценка современного состояния структурыбюджетных средств, выделяемых на развитие сельского хозяйства за ряд лет, анализ финансовой поддержки сельского хозяйства в Павлодарской области, который показал, что в Казахстане доминируют в основном денежные и финансовые инструменты поддержки. Сформулированы выводы и рекомендации для финансовой поддержки сельского хозяйства. Авторами статьи предложены стратегические цели развития сельскохозяйственного производства Павлодарской области, достижение которых, неразрывно связано с определением приоритетов развития сельскохозяйственного производства области с учетом особенностей природно-климатических зон Павлодарской области. Совершенствование системы государственной поддержки сельскохозяйственного производства также требует совершенствования нефинансовых методов стимулирования развития сельскохозяйственного производства. С целью повышения эффективности государственной поддержки авторы предлагают совершенствовать систему субсидирования.

Subject. This article deals with the issues of social justice and a high quality of life, creating favorable economic and social conditions. Objectives. The article aims to assess the rate and changes in poverty in Russia and the Republic of Bashkortostan and develop complementary measures to reduce it. Methods. For the study, I used the methods of logical, comparative, economic and statistical analyses, the results of sociological studies, and official statistics. Results. The article highlights additional measures to reduce poverty in the region, including the establishment of a minimum social standard of living in each particular region that determines the poverty rate. Conclusions. Various factors, such as economic sanctions, economic slowdowns, territorial and regional imbalances, lead to living standards decline and poverty rise.

Crimes against marriage and family are a particular group of social relationships that the law has defended properly in view of the high public significance and value they enjoy. At the moment they are regulated in Chapter VI, Section I, of the specific part of the Penal Code the Republic of Bulgaria. The subject matter of this Statement will, however, be the legislative provisions concerning these criminalized acts in retrospect. The purpose of the study is to show by historical method and through the comparatively legal method the development of these criminal groups during the periods of various criminal laws in Bulgaria. This will also provide a basis for reflection on possible de lege ferenda proposals. This report from a structural point of view will be divided into three distinct points, marking each of the penal laws in the Republic of Bulgaria, which were in force before 1968.
