The purpose of the article is to identify the specifics of the information and analytical center of a highereducational institution in the context of the development of modern technology of scientific communication in Ukraine. Methodology. The article uses a cognitive approach to the concept of “information and analyticalcenter”, which allowed us to identify its basic essential characteristics and determine the principles offunctioning and development of the information and analytical center as a project group, the activity of whichis aimed at the evolution of information support of domestic science and education, as well as the formationInformation culture skills of employees, students and faculty of universities. In the context of the specifics ofthe study, general scientific methods were applied, in particular, analogies, abstractions, system analysis, aswell as an informational, descriptive method and a theoretical generalization method. Scientific novelty. Thespecifics of the activities of the information-analytical center as a structural unit of the university; traced thetransformation of the library of a higher educational institution into an intellectual center; traditional andinnovative functions, directions, as well as methods of this project group, were identified and analyzed; Theperspective of the functioning of the university’s information and analytical center in the domestic socioculturalspace is described. Conclusions. A study of the specifics of the information and analytical center of a domestichigher educational institution of the XXI century revealed that the implementation of organizational andmethodological support and the use of innovative technologies in the process of managing the scientific andeducational activities of a university, in particular, the introduction of innovative methods and informationtechnologies, the formation of a register of structural units, scientific groups and individual scientists, aswell as calculating their ranking, cataloging journals, identifying groups of scientists with excellent potentialand competencies, etc., in order to optimize the management of the scientific potential of the university andincrease its rating and publication activity – a priority result for these project groups. The development ofmodern technologies of scientific communication on the basis of the information and analytical center ofa higher educational institution is positioned as a promising trend - libraries of domestic universities areconstantly improving their own services in order to develop information infrastructure, positive changes, andadequately provide research results.Keywords: information and analytical center, higher educational institution, science, modern technologies,publication activity.

The purpose of this work is analysis of the social support coverage in Russia during the coronavirus epidemic. The paper also analyzes the impact of the pandemic on the financial situation of families. The work focused on families with children as the poorest category of the Russian population with a lot of social exclusions. The study was based on the data from population survey conducted at the top of the epidemic by the Yuri Levada Analytical Center (LEVADA-CENTER). During the period of isolation caused by the coronavirus epidemic, population significantly suffered from lack of work and reduction of earnings. Families with children lost the possibility to leave children in kindergartens and schools that had a negative effect on the welfare of the population: 35% families reported worsening of the financial situation of their families over the past year. At the same time, more than 40% of the families received social support compensating the negative effect of the coronavirus epidemic. Social support was primarily provided to families with children — there were twice as many recipients of benefits among them then among the entire population. The paper also analyzes the opinion of the population about what measures of the social support they consider the most important and what types of assistance their families need. According to the survey data, the greatest need of the population is for financial support (almost 37% of families). At the same time, the majority of the respondents believe that it is the duty of the state to provide all children with normal living standards. The analysis has shown the importance of the social support of the population and the necessity of raising its efficiency in the difficult period of the coronavirus epidemic.

In accordance with the national strategy "Sanitary Shield of the Country – Safety for Health," tasks were set for the analysis and assessment of risks in the field of biological safety. To do this: the Moscow City Disinfection Center is connected to a single dispatch system of the UNIT of the Department of Housing and Communal Services of Moscow, an Algorithm for working on the UNIT portal has been developed and uniform deadlines and procedure for fulfilling applications have been determined, the form of primary documentation has been determined. A unit is organized – the Unified Information and Analytical Center, whose tasks include organizing and conducting a single centralized reception, analysis and processing of incoming information (applications for unscheduled disinfection, deratization and disinsection, summary of rodent bites), generation and compilation of reports, as well as consulting support for real-time requests and appeals of the population, customers of the State Unitary Enterprise of the Moscow State Central Executive Committee, regulatory bodies through all available communication channels (telephone, e-mail, etc.). The scoring information system of assessment of a sanitary and sanitary and hygienic condition of objects is developed: apartment houses of the city of Moscow with the territories adjoining to them. The introduction of integrated work of these systems as a whole will allow organizations of the disinfection profile: to reduce the cost of deratizations, to reduce the number of disinfectants without reducing the quality of work, to avoid the excessive use of poisoned decoys, which will dramatically increase public health and safety of the population, as well as reduce the burden on the environment of the city of Moscow. Abstract A comparative analysis has been performed of statistical data on wheat losses in the fields from 2001 to 2019, using Russia as an example, which enables us to estimate the wheat losses from the crop grown accurately when harvested using combined harvesters. The analysis of the wheat losses from the grown crop in the fields was carried out in three directions based on the total sown areas, the average wheat yield, and the total harvested areas of the winter and spring wheat; according to the official data of the “Expert and Analytical Center for Agribusiness” and “Statistical Collections of Agriculture in Russia.” Analysis of wheat losses in the Russian Federation fields has been compared with the first and second directions. This analysis helps to identify the causes that affect the loss of wheat during the harvesting process by combined harvesters.

Purpose. To analyze cataract surgery performed in the Khabarovsk branch of the S. Fyodorov Eye Microsurgery Federal State Institution (Khabarovsk branch). Material and methods. The work of the Khabarovsk branch on the treatment of patients with cataracts in 2018–2020 was analyzed on the basis of annual statistical reports submitted to the Head Organization and the Analytical Center of the Ministry of Health of the Khabarovsk krai. Results. Cataract surgery account for more than 30% of the total volume of surgeries performed in 2018–2020. The largest (up to 63%) share of the number of cataract surgery in the structure of the subjects of the Far Eastern Federal District falls on the Khabarovsk krai. To correct aphakia, the Khabarovsk branch currently uses large arsenal of intraocular lenses, which allows satisfying the ever-increasing demands of patients for obtaining high visual functions after surgery. Conclusion. The Khabarovsk branch has all the modern technologies for the surgical treatment of senile cataracts and satisfying the increasing demands of patients for obtaining high visual functions in the postoperative period and is the leader in cataract surgery in the Far Eastern Federal District. The system of additional professional education is one of the most topical problems in the strategic planning of the university. Currently, the questions of stimulating attraction to the population, financial state of the university, introduction of the system of long-life learning are connected with additional professional education. In the process of additional professional education programs the administration faces the competitiveness between the university’s offices due to the crossing of thematic fields of professional programs. To overcome the problems, the strategy of monopoly in the regulation of the system of additional education in the frame of the university functioning is offered. There is presented a suggestion to form a number of departments in the Center of additional professional education while realizing the given strategy including the following functions aimed at stimulating the teachers’ work and avoiding the similarities between the professional programs: department of additional professional education (is an owner of the programs); coordinating center (including expert analytical center, financial department); office of programs’ construction and promotion (including the department of programs’ “design”, marketing and advertisement department). When cooperating during the departments’ professional activities the following tasks can be solved: the right to initiate the program, to distribute finances, legislative support, methodological basis, search for clients, development and programs combining, development of requirements to the teachers’ competence, digital assistance with the Bot. The solution of the problems is a way to create the conditions to build the system of additional professional education at the university in the context of themes crossing in professional programs and it results in decreasing the competitiveness between the university’s department.

The article provides a brief analysis of extremist and terrorist crimes committed using the field of telecommunications and computer information. Specific examples are given, taken from the daily practical activities of the staff of the units to combat extremism and terrorism. Reveals: subjective characterological peculiarity of the personality of the suspect; some modern methods used to timely obtain the necessary information and disclose crimes of a terrorist nature and extremist orientation; forensic features of the considered types of crimes. The relationship between the crimes included in Ch. 28 of the Criminal Code of the Russian Federation, with other types of crimes. The statistics presented in the collections of the PKU ‘The Main Information and Analytical Center of the Ministry of Internal Affairs of Russia’. ‘The state of crime in Russia’ for 2016–2019 and nine months of 2020.

Measures of state support of business in the conditions of digitalization of the economy in the Republic of Bashkortostan are considered. A set of measures and tools for the development and support of small business in the conditions of global challenges is proposed.

This article presents the results of comparative analysis of software tools for assessing and predicting parameters characterizing the radiation situation in the event of a hypothetical emergency at nuclear facilities. To analyze the output parameters and rank the software according to the degree of conservatism, an emergency scenario at the AES-2006 design facility was selected. This scenario is associated with a decrease in the coolant temperature and, as a consequence, a change in reactivity. The results of ranking software tools for use in the activities of the Information and Analytical Center of the Department of Nuclear and Radiation Safety are presented. It has been established that the highest degree of conservatism is embedded in the operational assessment codes (HotSpot and RECASS Express). These tools make it possible to provide quick simplified calculations for the early stage of an accident at a Nuclear Facility and can be recommended for use in assessing and predicting the radiation situation as the first tools. In this case, the status of the assessment of the radiation situation is recommended to be considered preliminary, additional to the main calculations performed, for example, with the JRODOS and RECASS NT design codes, the technical capabilities of which allow assessing the radiation impact, including at significant distances from the source, as in the case of emergency situations, and within the framework of the command and staff exercises.

Franco-Russian relations throughout history have been characterized by ups and downs. Twice in history, our countries were allies – during the First and Second World Wars. At other times, the relationship between them was clouded by tensions and wars. Despite the periodic cooling, the cultural dialogue remained constant. This logic has been preserved in our time. The rapprochement between France and Russia during the rule of J. Chirac was quite unexpected. «Atlantist» N. Sarkozy, who was viewed in the Russian Federation as an adversary, took an active part in resolving the Russian-Georgian conflict, and his Prime Minister F. Fillon was even called a «friend» of V.V. Putin. The presidency of N. Sarkozy ended with the signing of an agreement on the deal of the French aircraft carriers Mistral to Russia. In the presidential campaign of E. Macron, Russia did not occupy an important place. Despite this, V.V. Putin became one of the first heads of state who paid an official visit to France immediately after the election of E. Macron. There are constant contacts between the leaders of the two countries. There is cooperation between the countries in the field of security and the fight against terrorism; there are economic relations; cultural dialogue is developing. However, there are no major breakthroughs and most likely they should not be expected in the near future. In an interview with the director of the French-Russian analytical center «Observo» Arnaud Dubien given to N.Yu. Lapina, the specifics of relations between the two countries and the difficulties that arise along the way are analyzed.
