Management Information Systems in the Public Sector

Management information systems (MIS) are fundamental for public sector organizations seeking to support the work of managers. Yet they are often ignored in the rush to focus on ‘sexier’ applications. This chapter aims to redress the balance by providing a detailed analysis of public sector MIS. It first locates MIS within the broader management monitoring and control systems that they support. Understanding the broader systems and the relationship to public sector inputs, processes, outputs and outcomes is essential to understanding MIS. The chapter details the different types of reports that MIS produce, and uses this as the basis for an MIS model and a description of the decision-making benefits that computerized MIS can bring. Finally, the chapter describes generic public sector MIS that address internal government transactions, public administration/ regulation, and public service delivery. Real-world examples of all types are provided from the U.S., England, Africa, and Asia. <BR>

Information is also needed as a source of evaluation of the development of an organization, institutions, companies, and departments. Thus, the management process is inseparable from the use of information systems, which is a set of components that are interconnected, collect, process the store, and distribute information to support decision-making and control in an organization. Background: Integrated Financial Management Information Systems (IFMIS) can improve public sector management by providing real-time financial information to managers in order to enhance their decision-making capabilities. The South African Public Service is currently busy with the implementation of an IFMIS. However, the implementation of such a project has proved to be a very demanding undertaking and has not been met with resounding success.Objectives: The research was conducted in order to identify the challenges and risks that are involved in the implementation of the IFMIS in South Africa. After identification of the challenges and risks, solutions or guidelines were developed that may make the implementation more successful.Method: The methodology that was used is that of a literature study where theories were explored and used to solve a research problem. Based on the theoretical research, solutions and guidelines were developed to solve challenges and risks experienced.Results: The results indicated that there are a number of challenges involved with the implementation of an IFMIS. A set of best practice guidelines was developed that may make the implementation more successful.Conclusion: The sheer size and complexity of an IFMIS poses significant challenges and a number of risks to the implementation process. There are, however, critical success factors or best practices that can be used for the project to succeed. It is recommended that these best practices be used by the South African Public Service.

This paper highlights the effects of ‘Public Service Motivation’ (PSM) in public sector organizations. This research explores the relationship between employees’ motivation (intrinsic expectation & extrinsic expectation), goal clarity and employees’ participation with ‘Public Service Motivation’ (PSM). A questionnaire was used in this research to conduct a survey. About 70% response rate was generated out of 300 employees located in different public sector organizations of Hefei city of Anhui province in P.R.China, including health, education and High-Tech firms. The Scope of this study is delimited to the public sector organizations of Hefei City China. The result shows that there is a strong positively significant relationship of employees’ motivation, participation, and goal clarity with ‘Public Service Motivation’ (PSM), which can be further strengthened by innovative organizational culture.

This paper describes prototype management information systems used to support the transformation of a job-orientated manufacturer into a preferred supplier to the Aerospace Industry. As a jobbing manufacturer the company excelled at reactive management, responding rapidly to short lead-time demands. This approach, however, was inappropriate for the increasingly competitive production of steady state orders (‘runners’) and spare parts orders (‘repeaters’). As a result, the company experienced falling delivery performances and increasing work-in-progress, inventory levels and overtime requirements. Furthermore, there was only a modest understanding of customer requirements due to the poor visibility of the order book. There was also little awareness of internal and supplier capabilities, and the planning and control systems were non-existent, relying heavily on senior management expertise. The company, however, was reluctant to invest in new management information systems, aware of the risk of expensive systems unsuited to the company requirements. Instead, prototype solutions were developed using low-cost and readily available software, which provided the stability and visibility that the company required and formed the basis of a more long-term understanding of planning and control requirements. This paper describes the iterative prototype developments to support the new company infrastructure and quantifies the benefits that were achieved through their introduction.

This research was conducted with the aim (1) To determine the implementation of Management Information Systems and Accounting for State Property (SIMAK-BMN) in asset management within the Public Service Agency (BLU) of Universitas Sebelas Maret Surakarta; (2) To find out the advantages of implementing SIMAK-BMN in asset management in the Universitas Sebelas MaretSurakarta; (3) To find out the problems in the implementation of SIMAK-BMN in asset management within the Universitas Sebelas MaretSurakarta; (4) To find out the solution to the problems in the implementation of SIMAK-BMN in asset management within the Universitas Sebelas Maret Surakarta. This research is a qualitative descriptive study. The source of the data came from interviews with 13 informants and related documents. The techniques of collecting data were by interview, observation, and documentation. The sampling technique in the study was purposive sampling. The research subjects in this study were officials and staff related to the management of BMN in Universitas Sebelas Maretwhich were represented by 13 people. Data analysis started from the stage of data collection, data reduction, data display, and conclusion. The results of the study showed that the actual rules regarding BMN Management have not been fully understood by stakeholders in the Universitas Sebelas Maret, this has the effect: the implementation of BMN management is not fully in accordance with applicable regulations; controlling the management of BMN is still weak, so it needs improvement to provide a good understanding of BMN management; currently the stakeholders of BMN management focus more on procurement, while the other management scope is still being ruled out. Public sector organizations are in the early stages of adopting information security management in Albania. Organizations who have adopted these processes have underestimated information security within the governance framework. This study specifically investigates the information security management within public sector organizations. Its objective is to align local organizations with international standards and frameworks in terms of integrating information security management and information technology audits, risks, and control measures. A survey of selected organizations is completed and results are presented in this paper identifying the maturity level of information security management in Albanian organizations.

This thesis discusses Management Information Systems in the Public Relations and Information Sub Division of the Sulthan Thaha Saifuddin Jambi State Islamic University. This research is a qualitative study, while data collection is done by interviewing, documenting, and observing, analyzing through data reduction, data presentation, and drawing conclusions. This research was conducted at Sulthan Thaha Saifuddin Jambi State Islamic University with the subject of the research being the Head of Sub Division of Public Relations and Information, while additional information was determined by the Staff of Public Relations and Information. The study found a Management Information System in the Public Relations and Information Sub Division of the Sulthan Thaha Saifuddin Jambi State Islamic University, namely the application of a management information system in the public relations and information sub-section, which was carried out by means of an offline system and the second via online. Supporting factors for the implementation of management information systems in the public relations and information sub-sections namely having their own website and the inhibiting factors that occur when inputting news are network dependency, other obstacles such as in the individual staff section because each staff has different majors backgrounds, lack of coordination between organizers and public relations and lack of cameras to cover events. Efforts are made to provide 1 camera for 1 staff so that when there are activities staff have their own cameras, attempt to add public relations staff, then public relations establish communication links between public relations with the faculty and the University through a letter that is making a letter to the faculty and university.
