Contract, Control and 'Presentation' in IT Outsourcing

Information technology (IT) outsourcing continues to experience phenomenal growth, with an estimated market size of over $100 billion in 2000. Its adoption by some of the largest international corporations has seen outsourcing become considered a key component of the information management agenda. Critical to this agenda is the formulation of comprehensive contracts. For this, legal experts and/or advisors can be consulted, but enforcement depends very much on client and vendor account managers. A theoretical analysis of the contract contrasted with empirical data from client and vendor post-contract management practice revealed that the contract has a number of purposes beyond its sole legal nature, outlining a number of control dimensions both parties aim to enforce. This paper presents findings from 13 UK-based organizations on the role of the outsourcing contract and its purpose for ensuring control over the client’s outsourcing destiny.

An IT outsourcing partnership consists of an outsourcing relationship and one or more external IT suppliers and the relationship between them. Alignment of mutually set goals of the IT outsourcing relationship is a prerequisite to achieve governance. In order to achieve governance the management of IT outsourcing partnerships is also essential. Managing an IT outsourcing relationship requires substantial effort from both the outsourcing organisation and the IT supplier. This chapter is based on 11 international IT outsourcing partnerships, five expert interviews and on literature. Three dimensions are described in a descriptive IT outsourcing partnership governance framework: outsourcing organization, the maintenance of the relationship, and the IT supplier. Eleven governance factors are detailed in the framework. These governance factors include guidelines for the implementation of the IT strategy and the information management. Furthermore, this chapter focuses on the IT outsourcing contract. The role of the contract management and account management of the IT suppliers and the implementation of global service delivery processes is also detailed in this chapter.

Information technology (IT) tends to be viewed as ancillary to core government functions. Consequently, IT is often outsourced to the private sector. Unfortunately, there is a long line of failed outsourced projects. This article uses two New Zealand case studies, the particularly public failure of the recent school payroll system and the successful introduction of electronic immigration processing, to examine how the design and governance of outsourced government IT projects could be improved. It concludes that an awareness of historic trends is important for project success, that governments need to be more active in combating market based transaction costs and that contract management becomes a core government competency when projects are outsourced. It also argues that better change management and cognisance of design-reality gaps would positively impact the outcomes of future projects.

Managerial responsibilities for information technology (IT) have, increasingly, been consolidated in the person of the “chief information officer” (CIO). Despite the increased prevalence of the CIO position, no one model has emerged that explains what can realistically be expected of the CIO in various organizational contexts. This is particularly true of the public-sector CIO. In this chapter, insight into the problems, challenges, and requisite competencies for public-sector CIOs is provided. The conceptual framework of CIO competence presented here is multidimensional and interdisciplinary in nature. In the chapter, the importance of considering the contextual setting in which CIOs operate in understanding the competencies he or she deems critical to the CIO role is illustrated. The competencies deemed critical by CIOs with differing perceptions of the role of IT, as well as those deemed critical by CIOs managing different size IT units, are contrasted. The discussion should inform academicians developing IT management curricula and practitioners engaged in CIO search and development activities.

The relational resources represent key assets for outsourcing success. Achieving full potential in the development and exploitation of relational resources in outsourcing can be understood as occurring in two closely intertwined phases: i. during the choice of the provider; ii. through the governance of the relation that develops over the execution of the contract. The current paper aims to provide conceptual insights into these two phases, as they apply to the particular area of companies’ IT outsourcing. A first objective is to illustrate the role of relational resources in determining the ultimate degree of success in IT outsourcing and to discuss its potential as an “instrument to address risk”. A second objective is to outline managerial criteria for correct choice of the IT provider and for appropriate direction of client-vendor relations over the course of the resulting contract execution. The main findings of this study show that the paradigmatic shift from a transaction-based outsourcing to a partnership-based outsourcing gives centrality to the contract management and on-going management. On this point, relational resources have become a critical factor for IT outsourcing success, and they have to be considered as a tool to address the risks of IT outsourcing. Concerning the managerial implications the main finding is the need to use the “relational requisites” rather than “subjective requisites” in the evaluation and choice of potential IT provider.

This paper views information technology (IT) outsourcing decisions as classical make-or-buy decisions. In essence, these decisions consist of finding an acceptable balance between benefits and risks. The principal contribution of this paper is the development of a model that describes the relationship between outsourcing benefits and risks. It draws on work from two streams of research: transaction cost theory and modern financial theory. The model can assist managers in determining whether outsourcing or in sourcing is a better choice for a particular IT function and in evaluating and comparing competing vendor proposals. The model can also serve as a framework for future research in IT governance issues.

This research aims to measure the effect of information technology (IT) on the accounting system IT helps to improve the quality and performance of accounting transactions in a transparent and safe manner in good security ways. In this review, we provide a detailed theoretical analysis of the subject discussed by focussing on the principles of the organization historically and reporting directly. The researchers also test and obtain satisfactory results depending on the question tested and the hypotheses. The findings of this work are satisfactory. Finally, the results indicate the role of computing information technology in reducing time, costs and improving health.

AbstractAlong with the development of information technology (IT) whose role is very supportive of human activities in this era of globalization, it is believed that the role of IT is also to optimize working time more practically, effectively, and efficiently. Appropriate and good information management really supports the performance of each existing element. IT has become one of the basic needs at this time, both in the government and private sectors, requiring IT to be an important part of supporting the administrative process and the process of changing situations and conditions that are developing rapidly.This study aims to develop or create a Simarsip application in the hope of being able to provide information about the archive shrinkage time in accordance with the archive retention schedule (JRA) which is able to accommodate archive shrinkage activities within the Research Institute for the Public, State University of Surabaya and facilitate the destruction of archives. The Simarsip application is targeted by users who are archivists, especially researchers and general administrative staff within LPPM Unesa offline, with the hope that it can also be used by other units in need by hosting and to facilitate the use of the Simarsip application, implementing research, making user manuals, and for development.
