Building Resilience Through Effective Disaster Management

Existing literature argues that taking a holistic approach to disaster management is important for organizations in building resilience. Theoretical underpinnings to achieve a holistic understanding, however, is lacking. This article applies the notion of an ecosystem as a holistic lens to understand complex disaster management. The paper reports two case studies from Japan and Nepal to illustrate how an ecosystem works during a disaster. The theoretical framework of information ecology is used in analyzing the cases. Based on the findings, the study shows three interconnected mechanisms that can build resilience of an ecosystem in a disaster management context, namely (1) coevolution, (2) collaboration, and (3) embeddedness of local knowledge. The authors argue that coevolution is a key to respond to constantly changing situations during a disaster. To accomplish ecosystem coevolution, creating a collaboration system with governments and local communities and embedding local knowledge into the system are essential. Furthermore, digital tools can play a critical role in the coevolution process.

Disasters, both natural and man-made, cause major damage and loss of life. Because of this, governments around the world are looking at building resilience to ensure communities can recover quickly and have minimal impact from a disaster. Part of building resilience is to plan for disaster management and recovery. Literature reveals that construction contractors can play a critical role within this process as they have control of resource supply chains and key knowledge and skills they are well suited to assist in disaster planning. However, as literature also reveals there is currently little involvement of construction contractors in the disaster planning process. This gap between what should be done and what is currently done is investigated. Representatives from industry bodies are interviewed to determine their understanding of the industry’s involvement in disaster planning and what capacity the industry might have to be involved. The interviewee’s responses agree with current literature that there is currently little or no involvement with disaster planning however there is interest in being involved with disaster management planning if there was a forum for this to occur. Based on the responses the researcher has proposed a model to engage construction contractors within state government disaster management planning.

Assumptions that local communities have an endogenous capacity to adapt to climate change stemming from time-tested knowledge and an inherent sense of community that prompts mobilisation are becoming increasingly common in material produced by international organisations. This discourse, which relies on ahistorical and apolitical conceptions of localities and populations, is based on ideas of timeless knowledge and places. Analysing the water-place nexus in Ladakh, in the Indian Himalayas, through a close study of glacier practices as they change over time, the article argues that local knowledge is subject to change and must be analysed in light of changing conceptions and experiences of place by the state and by local populations alike.

We reply to the main concerns raised by Bridgewater (2021) in his response to Davies et al. (2021a), ‘Towards a Universal Declaration of the Rights of Wetlands’. We appreciate the contribution of Bridgewater (2021) to this emerging conversation and, although we disagree with some of his assessments and statements, we do not find his points to be incompatible with support for the Declaration of the Rights of Wetlands (ROW). This reply focuses on four areas of concern raised by Bridgewater (2021). First, we describe why a wetlands-specific declaration will add important value to other Rights of Nature declarations. Second, we discuss how the ROW does not detract from, but rather can contribute to and complement, existing conservation and management approaches and mechanisms. Third, we agree on the importance of weaving Indigenous and local knowledge with other knowledges and emphasise that the ROW should not be confused with or misused to undermine the rights of Indigenous peoples and local communities. Finally, we explain how legal rights can and have been granted to non-humans, including elements of Nature, such as wetlands.

Local knowledge and practices towards the ecological restoration of selected landscape in Atok, Benguet, Philippines. Biodiversitas 22: 2785-2794. This study argues that local ecological knowledge and practices contribute to forest conservation and management efforts. This argument is based on the research conducted in upland communities in Atok, Benguet, Philippines. Interviews, farm visits, and focus group discussions revealed that the local communities have been dependent on the forest resources within the watershed in their agricultural production activities. These local communities employed their knowledge and practices towards restoring the ecological state of the watershed. These include the integration of trees on the farm, planting of Alnus japonica for soil and water conservation, the establishment of structural soil and water conservation, maintenance of communal forests, and awareness building among the youth on forest conservation and management. A moderate level of biodiversity and evenness index were in the conservation of giant tree ferns. A very low (0.9718) diversity index and a very high (0.825) evenness index were recorded in the farm lots, while a very low (0.437) diversity index and moderate (0.421) evenness index were measured in the communal forests. On the other hand, high soil organic matter contents of 6.49% and 5.86% were recorded both at the community and farm lots, respectively. Results imply the need to sustain the use of local knowledge and practices in combination with the technological interventions from academia and research institutions to enhance the ecological restoration of forest landscapes.

PurposeThe purpose of this study is to develop an ecosystem-based DRR concept and explore how far the concept can be applied in a disaster-management context.Design/methodology/approachThe authors used the ecosystem concept established by Tsujimoto et al. (2018) as the foundation of this study. They then conducted a literature search to adapt the ecosystem concept to fit the context of disaster management. Thus, they developed an ecosystem-based DRR concept. They used a case study method to test whether the adapted ecosystem concept can be applied to examine a real-life case of disaster management. For data collection, they used qualitative methods; a semi-structured interview with practitioners and other actors involved in disaster-management practice as well as document review. For data analysis, they used thematic analysis to find themes within the data.FindingsBy using this concept, the authors found some actors fulfil their role in the ecosystem toward the DRR effort, some actors are ill-equipped, and some actors are actively working against DRR effort. There are also implementation challenges, as numerous programs are only halfway done due to a lack of resources. However, the main problems of this disaster can be summarized into three categories: technical problems, socio-economic problems and law-enforcement problems. All three problems need to be addressed altogether because even neglecting only one problem would lead to a flawed solution.Research limitations/implicationsOne of the limitations is the respondents' bias. This research aims to find out their part, or more accurately what they are representative of, regarding disaster management for forest and land fire case. As some of the questions may reveal unflattering action or may even hurting their credibility, respondents might not have provided an entirely honest answer. Another limitation is the differing respondents' roles within the disaster. As each of the respondents is a representative of an actor in disaster management, they all have different traits. Thus, this situation makes it challenging to produce similar quality and quantity data for each of them.Practical implicationsAs concluded, the ecosystem-based DRR concept can be used as a framework to examine a real-life case of disaster management. It can be utilized to explain roles, relationships and the whole network of disaster-management actors. The authors hope that this concept could help decision-makers in designing their policies.Social implicationsThe main problems of this disaster can be summarized into three categories: technical problems, socio-economic problems and law-enforcement problems. All three problems need to be addressed altogether for even neglecting only one problem would lead to a flawed solution. However, the yearly reoccurrences of fires and the widespread of illegal and dangerous practice, slash and burn agriculture, are evidence that the government mishandles the other two problems. There is a need for reform within legal institutions and government's treatment regarding local farmers. There is a need for trust, cooperation and synergy between disaster-management actors.Originality/valueThe ecosystem concept has been used widely in the field of management of technology and innovation. However, while ecosystem concept is commonly used in the management of technology and innovation, it is rarely used in a disaster-management context.

The discourse of disaster management has undergone significant change in recent years, shifting from relief and response to disaster risk reduction (DRR) and community-based management. Organisations and vulnerable countries engaged in DRR have moved from a reactive, top-down mode to proactive, community-focused disaster management. In this article, we focus on how national disaster management policy initiatives in Bangladesh are implementing community-based approaches at the local level and developing cross-scale partnerships to reduce disaster risk and vulnerability, thus enhancing community resilience to disasters. We relied chiefly on secondary data, employing content analysis for reviewing documents, which were supplemented by primary data from two coastal communities in Kalapara Upazila in Patuakhali District. Our findings revealed that to address the country’s vulnerabilities to natural disasters, the Government of Bangladesh has developed and implemented numerous national measures and policies over the years with the aim of strengthening community-focused risk reduction, decentralising disaster management, developing cross-scale partnerships and enhancing community resilience. Communities are working together to achieve an all-hazard management goal, accepting ownership to reduce vulnerability and actively participating in risk-reduction strategies at multiple levels. Community-based disaster preparedness activities are playing a critical role in developing their adaptive capacity and resilience to disasters. Further policy and research are required for a closer examination of the dynamics of community-based disaster management, the role of local-level institutions and community organisations in partnerships and resilience building for successful disaster management.

Orientation: Regardless of the contribution done by small and medium-sized enterprises (SMEs) in modern economies, and the critical role managerial interpersonal competencies play in sustaining these enterprises, no known comparative study has been conducted in SMEs in developing economies.Research purpose: This study purposed to establish the impact of managerial interpersonal competencies on SME performance as measured by innovation and return on investment (ROI) in both family-owned SMEs (FOSMEs) and non-family-owned SMEs (NFOSMEs) in Zimbabwe and South Africa.Motivations for the study: Efforts at understanding managerial competencies and firm performance among SMEs have taken a holistic approach, using all known managerial competencies; yet, recently, there is acknowledgement that interpersonal competencies are more effective in business sustainability than other competencies. With this observation, the need to extent this finding in other contexts among FOSMEs and NFOSMEs in developing countries becomes apparent.Research approach/design and method: The study whose design was a descriptive comparative case study adopted a quantitative approach.Main findings: The study found a positive and significant relationship between managerial interpersonal competencies and firm performance as measured by innovation and ROI in FOSMEs in both countries.Practical/managerial implications: NFOSMEs may need to focus their training on interpersonal competencies for managers in order to be sustainable. For FOSMEs, continuous enhancement of managerial interpersonal competencies is important as it promotes innovation and business sustainability.Contribution/value-add: The study helps fill the lacuna between research and practice with respect to managerial interpersonal competencies in FOSMEs and NFOSMEs in the two countries.

Abstract Every industry that seeks to remain efficient and relevant in this millennium should constantly be looking for ways of becoming more environmentally responsible — no business may call itself efficient if it threatens the environment within which it operates. As the quest for hydrocarbons intensifies in our deeper waters, we see environmental performance quality playing an increasingly critical role in every company’s business performance. In the last couple of years, reports from onshore E&P activities in Nigeria have shown that operating in the Niger Delta region poses some of the toughest challenges in the world. This region has witnessed a spate of attacks on oil and gas facilities, staff and contractors. Consequently, major oil and gas players have to contend with complex operational uncertainties due to increased pressures from the local communities for improved environmental control measures. In this project, we have outlined safe and effective plans, actions, and procedures to help pre-empt these pressures; maintain harmony with local communities, and effectively manage operational uncertainties within complex environmental settings like the Nigerian Niger Delta area. A proactive environmental management style based on continuous consultation, goal-oriented monitoring, as well as a continuous improvement attitude (CIA) are some of the various solutions proposed in this work. Finally, we are confident that this kind of environmental management system will undoubtedly enhance the economic viability, as well as the global competitiveness of our deep-water fields in offshore West Africa.

Despite growing recognition of the critical role of parents in children’s early development, parenting education programs and interventions typically have had limited impacts on children’s outcomes. To design programs and policies that are more responsive to families’ needs and constraints, policymakers need a better understanding of the lived experiences of families. In this article, we argue that qualitative video-ethnographic approaches offer an innovative and useful supplement to policy researchers’ usual tool kit. Taking a holistic approach to parent–child interactions and filming families in their natural environments over an extended period provides policy researchers with new data to inform future parenting initiatives. To assist researchers interested in undertaking a video-ethnographic study, we discuss our experiences with the New Jersey Families Study, a 2-week, in-home video study of 21 families with a 2- to 4-year-old child. This is the first time anyone has attempted an in-home naturalistic observation of this breadth, intensity, or duration. We highlight the potential of this method for policy relevance along with its associated challenges.
